SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST 29, 1977
1 The Common Council of the City of Richmond, Indiana met in special
2 session August 29, 1977 at the hour of 7:00 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Carter
4 presided with the following members present: Messrs. Elstro,
5 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett and Faust.
6 Absent: None. The following business was had, to-wit:

8 A moment of silent prayer was observed.

10 The Clerk read in full Resolution No. 23-1977 - RESOLUTION CONCERNING
11 THE CLOSING OF FINLEY SCHOOL.

13 The Clerk read an affidavit from Tim Ryder, Director of Community
14 Development, stating reasons against the closing of Finley School
15 noting restoration, rehabilitation and demolition in the area.

17 Councilman Mills moved for adoption of Resolution No. 23-1977,
18 seconded by Councilman Elstro and on a call of the roll the
19 following was recorded: Ayes: Elstro, Williams, Merchanthouse.,
20 Mills and Carter. Noes: Ahaus, Austerman, Cornett and Faust.
21 The-vote being five (5) to four (4) in favor of Resolution No. 23-
22 1977.

24 Councilman Mills: moved' for the City Attorney to draft a resolution
25 to be sent to Governor Bowen to save railroad line. 633 from
III 26 Charlottesville to Cambridge City, seconded by Councilman Williams.
27 Motion carried with Councilman Cornett voting no.

29 Proof of publication was accepted and to be filed.

31 The Clerk read on second reading Ordinance No. 3246-1977 - AN
32 ORDINANCE APPROPRIATING MONIES FOR. THE PURPOSE OF DEFRAYING THE,
33 EXPENSES OF THE SEVERAL DEPARTMENTS OF THF. CITY GOVERNMENT OF THE
34 CITY OF RICHMOND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY
35 1, 1978 AND ENDING DECEMBER 31, 1978, ' INCLUSIVE, INCLUDING ALL
36 OUTSTANDING CLAIMS AND OBLIGATIONS , AND FIXING THE TIME WHEN THE
37 SAME SHALL TAKE EFFECT.

39 The following- amendments were proposed under MAYOR'S OFFICE:

41 Councilman Merchanthouse move.d to reduce 2120 Postage from $300 to
42 $200, seconded by Councilman Austerman and on unanimous voice vote
43 the motion was carried.

45 Councilman Merchanthouse moved to reduce 3620 Stationery & Printing
46 from $200 to $150, seconded by Councilman Austerman and on unanimous
47 voice vote the motion was carried.

III 49 Councilman Elstro moved to reduce 3630 Office. Supplies from $250
50 to $200, seconded by Councilman Ahaus. Motion carried with
51 Councilman Faust voting no. •

54 $800. This motion died for lack of a second.

17 to four (4) in favor of passage of this motion.

21 Councilman Ahaus moved to reduce 3610 Official Records from $400 to
22 $100, seconded by Councilman Merchanthouse and on:unanimous::voice'
23 vote the motion was carried.

25 Councilman Austerman moved to strike Other Compensation under Services
26 Personal. This motion died for lack of a second.

28 The following amendments were proposed under COMMON COUNCIL:

30 Councilman Elstro moved to strike 5810 Art Association, seconded by
31 Councilman Austerman. -

33 Speaking in favor of leaving this- in the budget was Mrs. Hazel
34 Pummerville, 128 South 22nd Street.

36 On a call of the roll on Councilman Elstro`s amendment to strike the
37 following was recorded: Ayes: Elstro, Ahaus, Austerman, Cornett.
38 Noes: Williams, Merchanthouse, .Mills, Paust and Carter. The vote
39 being four (4) to five (5) in favor of this motion; therefore, the
40 motion was defeated.

45 Councilman Merchanthouse moved to reduce 2520 Equipment from $800 to
46 $300, seconded by Councilman Mills and on unanimous voice vote the
47 motion was carried.

49 Councilman Merchanthouse moved to reduce 7250 Office Equipment from
50 $300 to $150, seconded by Councilman Mills and on unanimous voice
51 vote the motion was carried.

53 Councilman Ahaus moved to reduce 7210 Furniture and Fixtures from
54 $200 to $100, seconded by Councilman Elstro and on unanimous: voice
55 vote the motion was carried.

57 Councilman Austerman moved to delete 5801 B/W Demolition, seconded by
58 Councilman Elstro. Councilman Ahaus moved to amend this motion to
59 reduce from $3,000 to $2,000. This amendment died for lack of a
60 second. On a call of the rollon Councilman Austerman's motion to
61 delete the following was recorded: Ayes: Elstro, Austerman, Cornett
62 and Carter. Noes: Williams, Ahaus, Merchanthouse, Mills and Paust.
63 The vote being four (4) to five (5) in favor of this moiton;
64 therefore the motion was defeated.

3 carried with Councilman Paust voting no.

9 vote being five (5) to four (4) in favor of this motion.

14 seconded by Councilman Merchanthouse and on a call of the roll the

16 Carter. Noes: Williams, Ahaus, Austerman, Cornett and Paust.
17 The vote being four (4) to five (5) inl-favor of this motion;
18 therefore, the motion was defeated.

20 Councilman Mills moved to reduce 2690 Other Contractual Services
21, from $1,000 to $600, seconded by Councilman Merchanthouse. The
22 motion passed with Councilman Austerman voting no.

24 Councilman Mills moved to delete 7260 Other Equipment, seconded by
25 Councilman Elstro. The motion carried with Councilmen Austerman
26 and Paust voting no.

III 28 Councilman Merchanthouse moved to reduce 2120 Postage from $100
29 to $50 and 2130 Travel Expense from $150 to $100, seconded by
30 Councilman Elstro. The motion carried with Councilman Mills
31 voting no.

34 and:, reduce. 3240 Other Garage & Motor Supplies from $600 to $300,
35 seconded by Councilman Elstro and on a call of the roll the
36 following was recorded: Ayes: Elstro, Williams, Merchanthouse,
37 Cornett and Carter. Noes: Ahaus, Austerman, Mills and Paust.
38 The vote being five. (5) to four (4) in favor of this motion.

5 from $565,800 to $490,800, seconded by Councilman Merchanthouse
6 and on unanimous voice vote the motion was carried.

9 $150,000 to $110,000, seconded by Councilman Ahaus and on unanimous
10 voice vote the motion was carried.

13 from $10,000 to $6,000, seconded by Councilman Elstro and on unanimous
14 voice vote the motion was carried.

21 from $8,000 to $6,000, seconded by Councilman Elstro and on a call
22 of the roll the following was recorded: Ayes: Elstro, Ahaus and
23 Carter. Noes: Williams, Austerman, Merchanthouse, Mills, Cornett
24 and Paust. The vote being three (3) to six (6) in favor of this
25 motion; therefore the motion was defeated.

27 Councilman Mills moved to reduce 2240 Water from $6,000 to $4,500,
28 seconded by Councilman Ahaus. The motion carried with Councilman
29 Austerman voting no.

31 Councilman Elstro moved to reduce 2211 Electric Current—City
32 Building from $51,750 to $41,750. This motion died for lack of
33 a second.

35 Councilman Ahaus moved to reduce 2211 Electric Current—City
36 Building from $51,750 to $46,750, seconded by Councilman Merchanthouse
37 and on unanimous voice vote the motion was. carried.

40 Law Improvement, seconded by Councilman Ahaus and on unanimous
41 voice vote the motion was carried.

29 $3,800 to $800, seconded by Councilman Paust. Councilman Paust
30 then withdrew his second and the motion was seconded by Councilman
31 Williams. On voice vote the motion was defeated.

38 MOTOR VEHICLE HIGHWAY FUND OF THE CITY OF RICHMOND, WAYNE COUNTY,
39 INDIANA, FOR THE PURPOSE OF DEFRAYING THE EXPENSE OF THE MOTOR
40 VEHICLE HIGHWAY FUND OF SAID CITY FOR THE CALENDAR YEAR 1978
41 BUDGETING THE SAME, LIMITING THE USE THEREOF AND FIXING THE TIME

61 from $55,000 to $25,000, seconded by Councilman Paust and on

7 amended his motion to delete only 4300 and 4100, seconded by
