PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST 1, 1977
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session August 1, 1977 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Carter
4 presided with the following members present: Messrs: Elstro,
5 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett and
6 Paust. Absent: None. The following business was had, to-wit:

8 Councilman Williams gave devotions.

10 Councilman Merchanthouse reported he was absent from the. previous
11 meeting due to being out of state on vacation.

13 Councilman Williams, moved to approve the minutes of the previous
14 meeting as prepared, seconded by Councilman Mills and on unanimous
15 voice vote the motion was carried.

17 Councilman Ahaus moved approval of the. minutes of the. special
18 meeting held July 25 as prepared, seconded by Councilman Paust and
19 on unanimous voice vote the motion was carried.

21 City Engineer George Webb reported word has been received from the
22 Federal Highway Administration that the environmental impact
23 statement on South "L" has been reviewed and, except for a few
24 minor details, the project is in good shape. A public hearing
25 will be held in a few months.

27 Councilman Elstro requestedo looking into the alley between Parry
28 and "NI" between llth and 9th. Mr. Webb stated the matter is
29 being investigated.

31 In response to Councilman Williams' . concern over North 15th
32 Street and the railroad, Community.Development Director Tim Ryder
33 stated he has been in contact with the railroad, since this is
34 under their jurisdiction, and will check further with them.

36 Mr. Webb reported word was received last week from the State
37 Highway Commission that the City's application for the North 12th
38 . Street crossing is being revamped and automatic signals will be.
39 installed.

41 City Controller Don Meredith reported the budget book is about
42 to be printed and at that time he will get them to the Council
43 members. The budget ordinance will be on the August 15th agenda.

45 President Carter set Monday, August 22, 1977 at 6:30 p.m. for the
46 Committee of the Whole to meet to go over the budget. This
47 meeting will be held in the Board ofi:Works Room.

49 President Carter also set a special meeting of Council to be
11/ 50 called for Monday, August 29, 1977 at 7:00 p.m. in the Council
51 Chambers.

53 Councilman Mills reported for the Social Services Planning
54 Board. Their study will be distributed this month.

57 ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN
58 TERRITORY CONTIGUOUS THERETO, DESCRIBING THE SAME, PROVIDING
59 FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME
60 SHALL TAKE EFFECT.

1 The Clerk read a letter from the Plan Commission stating their vote on
2 July 26, 1977 of eight (8) to zero (0) in favor of passage of this
3 annexation and rezoning.

5 Speaking for Ordinance No. 3234-1977 were Gayle. Gardner, Agent for
6 Mildred Zurwell and Attorney representing Belden; Robert Greminger,
7 Be.lden; and Ron Maze of Jacobs - Maze. &:.Associates.

9 Councilman Ahaus moved for engrossment of Ordinance No. 3234-1977,
10 seconded by Councilman Williams.

12 Councilman Cornett requested the floor before voting on engrossment.
13 He stated that both he. and Councilman Mills are employed by Belden.
14 Even though they are not involved financially with this annexation:.
15 and rezoning of this piece of land, they feel it would be in their
16 best interest to abstain.

18 Councilman Merchanthouse moved to allow Councilman Cornett and
19 Councilman Mills to abstain, seconded by Councilman Ahaus and on
20 unanimous voice vote the motion was carried.

22 Motion for engrossment carried on unanimous voice vote.

24 Councilman Williams moved to suspend the rules and read Ordinance No.
25 3234-1977 on third and final reading by title only, seconded by
26 Councilman Ahaus and on unanimous voice vote the motion was carried.

31 Ordinance No. 3234-1977 was placed on final passage or rejection-..
32 and onaa call of the roll the following was recorded: Ayes: Elstro,
33 Williams, Ahaus, Austerman, Merchanthouse, Paust and Carter. Noes:
34 None. Abstention: Cornett and Mills. The vote being seven (7)
35 to zero (0) in favor of passage of Ordinance No. 3234-1977.

38 ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE
39 ZONING ORDINANCE OF THE CITY OF RICHMOND, ADOPTED JUNE 3, 1968.

41 The Clerk read a letter from the Plan Commission stating on July 26,
42 .1977 they voted eight (8) to zero (0) in favor of recommending
43 approval of this rezoning request.

45 Councilman Williams moved for engrossment of Ordinance No. 3236-
46 1977, seconded by Councilman Mills and on unanimous voice vote the
47 motion was carried.

49 Councilman Williams moved to suspend the rules and read Ordinance No.
50 3236-1977 on third and final reading by title only, seconded by
51 Councilman Mills and on unanimous voice vote the motion was carried.

13 ' by Councilman Mills and on unanimous voice vote the motion was
14 carried.
