SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 25, 1977
1 The Common Council of the City of Richmond, Indiana met in special
2 session July 25, 1977 at the hour of 7:15 p.m. in the Council
3 Chambers in the. Municipal Building in said City. President
4 Carter presided with the following members'present: Messrs.
5 Elstro, Williams, Ahaus, Austerman, Merchanthouse, Mills, Paust
6 and Carter. Absent: Cornett. The following business was had,
7 to-wit:

9 Councilman Mills moved to suspend the rules and read Ordinance
10 No. 3245-1977 on first reading by title only, seconded by
11 Councilman Paust and on unanimous voice vote the motion was
12 carried.

14 The Clerk read on first reading by title only Ordinance No. 3245-
15 1977 - AN ORDINANCE AUTHORIZING AN APPLICATION TO THE STATE OF
16 INDIANA FOR A LOAN AND TO. BORROW FOR THE CITY OF RICHMOND, INDIANA,
17 BOARD OF AVIATION COMMISSIONERS THEREOF, FUNDS TO AID THE CITY
18 OF RICHMOND, INDIANA, IN INSTITUTING, ACCOMPLISHING AND
19 ADMINISTERING THE CONSTRUCTION OF TWELVE (12) NESTED-TYPE T
20 HANGARS AT THE RICHMOND MUNICIPAL AIRBORT.

22 Explaining and speaking for this Ordinance were Deputy Director of
23 Community Development Matt Nepote and Airport Manager Paul
24 Hedges.

26 Councilman Mills moved to suspend the rules and read Ordinance
27 No. 3245-1977 on second reading by title only, seconded by
28 Councilman Ahaus and on unanimous voice vote the motion was
29 carried.

31 The Clerk read on second reading by title. only Ordinance No. 3245-
32 1977.

34 Attorney Andrew Cecere spoke to the Council, not in opposition,
35 but to mention the 1959 lease between the City and Sky-Tech,
36 which stated that the City agreed not to engage directly or
37 indirectly in any of the activities which are presently being
38 carried on by Sky-Tech.

40 Councilman Paust moved to engross Ordinance No. 3245-1977,
41 seconded by Councilman Mills and on unanimous voice vote the
42 motion was carried.

44 Councilman Mills moved to suspend the rules and read Ordinance No.
45 3245-1977 on third and final reading by title only, seconded by
46 Councilman Ahaus and on unanimous voice vote the motion was
47 carried.

49 The Clerk read on third reading by title only Ordinance No.
III 50 3245-1977.

52 Ordinance No. 3245-1977 was placed on final passage or rejection
53 and on a call of the roll the following was recorded: Ayes:
54 Williams, Ahaus, Austerman, Merchanthouse, Mills, Paust and
55 Carter. Noes: Elstro. The vote being seven (7)' to one (1)
56 in favor of passage of Ordinance No. 3245-1977.

58 There being no further business on motion duly made, seconded
59 and passed the meeting was adjourned.
