HomeMy Public PortalAbout06-20-1977 257 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 20, 1977 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 20, 1977 at the hour of 7:30 p.m. in the Council 3IIIChambers in the Municipal Building in said City. President Carter 4 presided with the following members present: Messrs. Elstro, 5 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett and Paust. 6 Absent: None. The following business was had, to-wit: 7 8 Councilman Merchanthouse gave devotions. 9 10 Councilman Williams moved to approve the minutes of the previous 11 meeting as prepared, seconded by Councilman Mills and on unanimous 12 voice vote the motion was carried. 13 14 Councilman Mills moved to suspend the rules and read Resolution 19- 15 1977 by title only, seconded by Councilman Cornett and on unanimous 16 voice vote the motion was carried. 17 18 The Clerk read by title only Resolution 19-1977 - A RESOLUTION 19 AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF 20 COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION, FOR A GRANT UNDER ROUND 21 II OF THE LOCAL PUBLIC WORKS PROGRAM, AS AUTHORIZED BY TITLE I OF 22 THE PUBLIC WORKS EMPLOYMENT ACT OF 1976, AS AMENDED BY THE PUBLIC 23 WORKS EMPLOYMENT ACT OF 1977, P.L. 95-28. 24 25 • Speaking for and explaining Resolution 19-1977 was Mr. Matt Nepote, 26 Deputy Director of Community Development. 27 28 Councilman Cornett moved for adoption of Resolution 19-1977, 29 seconded by Councilman Mills and on unanimous voice vote the motion 30 was carried. 31 32 Mayor Dickman stated some property is still available between 10th 33 and llth between Main Street and North "A". He recommends 34 appropriating money for the purchase of this property. He would 35 like to see this in the budget for 1978. 36 37 Councilman Elstro recommended taking the removal of junk cars out 38 of the Police Department and putting it under some other department, 39 perhaps the Sanitation Department. 40 41 Councilman Williams reported weeds should be cut at 805, 821, 822 42 and 913 North "G". These are not city-owned properties. Mr. 43 Meredith stated the Bureau of Buildings is working on weeds 44 through -the weed ordinance. They are giving priority to city- 45 owned lots. All lots have to be located and the owners have to be 46 located. This is a time consuming operation. 47 48 Councilman Ahaus reported on the bad condition of North 18th Street 49 between North "E" and the railroad. 50 51 Councilman Elstro reported on the Street Light Committee meeting. 52 They recommend four (4) lights on South 22nd below "L"; South 53 "C" east of Garwood; Oak Park; North 17th, 18th and 19th; and 54 Campbell Avenue. 55 56 President Carter gave a request to Mayor Dickman from the Richmond 57 Evening Optimist Club concerning help with lights. 58 59 Councilman Mills moved to suspend the rules and read Ordinance Nos. 60 3224-1977, 3225-1977, 3226-1977, 3227-1977, 3228-1977, 3229-1977 61 and 3230-1977 on first reading by title only, seconded by 62 Councilman Ahaus and on unanimous voice vote the motion was carried. 258 v Common Council Minutes Cont'd June 20, 1977 Page 2. 1 The Clerk read on first reading by title only Ordinance No. 3224-1977 2 - AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN AN R-2 ONE-FAMILY 3 RESIDENCE DISTRICT, OF ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE 4 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 5 1968. 6 7 President Carter announced Ordinance No. 3224-1977 is referred to the 8 Plan Commission for study and recommendation. 9 10 The Clerk read on first reading by title only Ordinance No. 3225-1977 11 - AN ORDINANCE TO AMEND ORDINANCE NO. 3112-1976 KNOWN AS THE BUDGET 12 ORDINANCE.. 13 14 Speaking for Ordinance No. 3225-1977 was Fire Chief Paul Mullin. 15 16 Councilman Mills moved to suspend the rules and read Ordinance No. 17 3225-1977 on second reading, seconded by Councilman Paust. Councilman 18 Elstro voted no. 19 20 The Clerk read on first reading by title only Ordinance No. 3226- 21 1977 - AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND. 22 23 Councilman Cornett moved to suspend the rules and read Ordinance No. 24 3226-1977 on second reading, seconded by Councilman Paust and on 25 unanimous voice vote the motion was carried. 26 27 The Clerk read on second reading Ordinance No. 3226-1977. 28 29 Councilman Williams moved for engrossment of Ordinance No. 322611/ - 30 1977, seconded by Councilman Ahaus and on unanimous voice vote the 31 motion was carried. 32 33 Councilman Williams moved to suspend the rules and read Ordinance No. 34 3226-1977 on third and final reading by title only, seconded by 35 Councilman Mills and on unanimous voice vote the motion was carried. 36 37 The Clerk read on third reading by title only Ordinance No. 3226- 38 1977. 39 40 Ordinance No. 3226-1977 was placed on final passage or rejection and 41 on a call of the roll the following was recorded: Ayes: Elstro, 42 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett, Paust 43 and Carter. Noes: None. The vote being nine (9) to zero (0) in 44 favor of passage of Ordinance No. 3226-1977. 45 46 The Clerk read on first reading by title only Ordinance No. 3227-1977 47 - AN ORDINANCE TO TRANSFER WITHIN THE AIRPORT FUND. 48 49 Councilman Ahaus moved to suspend the rules and read Ordinance No. 50 3227-1977 on second reading, seconded by Councilman Paust and on 51 unanimous voice vote the motion was carried. 52 53 The Clerk read on second reading Ordinance No. 3227-1977. 54 55 By Council consent M24 Other Equipment was changed to M29 Other 56 Equipment, as it was a typographical error. 57 58 Councilman Mills moved for engrossment of Ordinance No. 3227-1977, 59 seconded by Councilman Paust and on unanimous voice vote the motion 60 was carried. 61 62 Councilman Merchanthouse moved to suspend the rules and read Ordinance 63 No. 3227-1977 on third and final reading by title only, seconded by 64 Councilman Williams. Councilman Austerman voted no. 259 Common Council Minutes Cont'd June 20, 1977 Page 3. 1 The Clerk read on first reading by title only Ordinance No. 3228-1977 2 - AN ORDINANCE AMENDING ORDINANCE NO. 1800-1960 COMMONLY KNOWN AS 3 THE SUBDIVISION ORDINANCE OF THE CITY OF RICHMOND, INDIANA. 4 5 Councilman Elstro moved to table Ordinance No. 3228-1977 and refer 6 it to the Street Light Committee, seconded by Councilman Mills and 7 on unanimous voice vote the motion was carried. 8 9 The Clerk read on first reading by title only Ordinance No. 3229- 10 1977 - AN ORDINANCE TO REPEAL ORDINANCE NO. 3198-1977. 11 12 Councilman Cornett moved to suspend the rules and read Ordinance No. 13 3229-1977 on second reading, seconded by Councilman Paust and on 14 unanimous voice vote the motion was carried. 15 16 The Clerk read on second reading Ordinance No. 3229-1977. 17 18 Councilman Cornett moved for engrossment of Ordinance No. 3229- 19 1977, seconded by Councilman Paust and on unanimous voice vote the 20 motion was carried. 21 22 Councilman Mills moved to suspend the rules and read Ordinance No. 23 3229-1977 on third and final reading by title only, seconded by 24 Councilman Williams and on unanimous voice vote the motion was 25 carried. 26 27 The Clerk read on third reading by title only Ordinance No. 3229-1977. 28 29 Ordinance No. 3229-1977 was placed on final passage or rejection and 30 on a call of the roll the following was recorded: Ayes: -Elstro, 31 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett, Paust and 32 Carter. Noes: None. The vote being nine (9) to zero (0) in 33 favor of passage of Ordinance No. 3229-1977. 34 35 The Clerk read on first reading by title only Ordinance No. 3230-1977 36 - AN ORDINANCE TO REPEAL ORDINANCE NO. 3197-1977. 37 38 Councilman Mills moved to suspend the rules and read Ordinance No. 39 3230-1977 on second reading, seconded by Councilman Paust and on 40 unanimous voice vote the motion was carried. 41 42 The Clerk read on second reading Ordinance No. 3230-1977. 43 44 Councilman Austerman moved for engrossment of Ordinance No. 3230-1977, 45 seconded by Councilman Mills and on unanimous voice vote the motion 46 was carried. 47 48 Councilman Williams moved to suspend the rules and read Ordinance No. 49 3230-1977 on third and final reading by title only, seconded by 50 Councilman Austerman and on unanimous voice vote the motion was 51 carried. 52 53 The Clerk read on third reading by title only Ordinance No. 3230-1977. 54 55 Ordinance No. 3230-1977 was placed on final passage or rejection and 56 on a call of the roll the following was recorded: Ayes: Elstro, 57 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett, Paust and 58 Carter. Noes: None. The vote being nine (9) to zero (0) in 59 favor of passage of Ordinance No. 3230-1977. 60 61 Councilman Mills moved to suspend the rules and read Ordinance No. 62 3184-1977 on third reading by title only, seconded by Councilman 63 Cornett and on unanimous voice vote the motion was carried. 260 Common Council Minutes Cont'd June 20, 1977 Page 4. 1 The Clerk read on third reading by title only Ordinance No. 3184-1977 - 2 AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS THE 3 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 4 1968. 11/ 6 Ordinance No. 3184-1977 was placed on final passage or rejection and 7 on a call of the roll the following was recorded: Ayes: Williams, 8 Ahaus, Austerman, Merchanthouse, Mills, Cornett, Paust and Carter. 9 Noes: Elstro. The vote being eight (8) to one (1) in favor of 10 passage of Ordinance No. 3184-1977. 11 12 Councilman Mills moved to suspend the rules and read Ordinance No. 13 3184-1977 on third reading by title only, seconded by Councilman 14 Cornett and on unanimous voice vote the motion was- carried. 15 16 Councilman Mills moved to suspend the rules and read Ordinance No. 17 3186-1977 on third reading by title only, seconded by Councilman 18 Cornett and on unanimous voice vote the motion was carried. 19 20 The Clerk read on third reading by title only Ordinance No. 3186-1977 21 - AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN.A C-1 NEIGHBORHOOD 22 BUSINESS DISTRICT, OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE 23 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 24 1968. 25 26 Councilman Austerman moved to table Ordinance No. 3186-1977 until the 27 fi-rst meeting in July, seconded by Councilman Williams and on 28 unanimous voice vote the motion was carried. 29 30 Councilman Mills moved the next regular meeting of Council be on 31 Tuesday, July 5, 1977, seconded by Councilman Austerman and on 32 unanimous voice vote the motion was carried. 33 34 There being no further business on motion duly made, seconded and 35 passed the meeting was adjourned. 36 37 James E.
