PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JUNE 6, 1977
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session June 6, 1977, at the hour of 7:30 p.m. in the Council Chambers
3 in the Municipal Building in said City. President Carter presided with
4 the following members present: Messrs. Elstro, Williams, Ahaus, Auster-
5 man, Merchanthouse, Mills, Cornett and Paust. Absent: None. The
6 following business was had, to-wit:

8 Councilman Elstro gave devotions.

10 Councilman Williams moved to approve the minutes of the previous meeting,
11 as prepared, seconded by Councilman Mills and on unanimous voice vote
12 the :motion was carried.

14 Councilman Mills moved to suspend the rules and read Resolution 17-1977
15 by title only, seconded by Councilman Ahaus and on unanimous voice
16 vote the motion was carried.

18 The Clerk read by title only Resolution 17-1977 - A RESOLUTION TO AUTHO-
19 RIZE THE FILING OF AN APPLICATION FOR A BINDING CONTRACT FOR SERVICES
20 WITH THE STATE OF INDIANA ACTING BY AND THROUGH THE STATE PLANNING SER-
21 VICES AGENCY FOR THE 1977-78 FISCAL YEAR FOR A COMPREHENSIVE HISTORICAL
' 22 STRUCTURE SURVEY IN THE CITY-OF RICHMOND.

24 Speaking for and explaining this resolution was Mr. Tim Ryder, Director
25 of Community Development.

27 Councilman Elstro moved for adoption of Resolution 17-1977, seconded by
28 Councilman Cornett. The motion was carried with Councilman Williams
29 voting no.

31 Councilman Mills moved to suspend the rules and read Resolution 18-1977
32 by title only, seconded by Councilman Cornett and on unanimous voice
33 vote the motion was carried.

35 The Clerk read by title only Resolution 18-1977 - RESOLUTION APPROVING'
36 APPLICATION FOR PRELIMINARY LOAN FOR LOW-RENT PUBLIC HOUSING.

38 Speaking for and explaining this resolution was Executive Director of
39 the Richmond Housing Authority John Fienning, 218 So. 19th Street.

41 Councilman Williams moved for adoption of Resolution 18-1977, seconded
42 by Councilman Elstro and on unanimous voice vote the motion was carried.

44 Mayor Clifford Dickman spoke for Ordinance 3208-1977 which is for street
45 repair for the City. He stated, in part, paving has been decreasing in
46 the last several years and we need to get on a progressive paving program.

48 Board of Works President Don Meredith reported that, at the request of
49 Councilman Elstro, an inspection has been made of the north side of "J"
50 from 12th to 13th and this is not considered a high priority spot.

52 Mr. Meredith reported that six thousand eight hundred and thirty dollars
53 ($6,830.00) was realized from the auction of thirteen (13) city-owned cars.

55 Councilman Mills gave a letter to the Board of Works for their investi-
56 gation from Ms. Borton, 116 S. W. "F" Street.

58 Councilman Mills moved to suspend the rules and read Ordinances 3222-1977
59 and 3223-1977 on first reading by title only, seconded by Councilman
60 Austerman and on unanimous voice vote the motion was carried.

32 The Clerk read a letter from the Plan Commission stating they voted
33 eight (8) to one (1) in favor of this petition at their third meeting
34 on this petition as the first two meetings received tie votes.

38 Councilman Cornett moved for engrossment of Ordinance No. 3184-1977, sec-
39 onded by Councilman Ahaus and on unanimous voice vote the motion was
40 carried.

42 Councilman Cornett moved to suspend the rules and read Ordinance No.
43 3184-1977 on third and final reading by title only, seconded by Council-
44 man Mills. Councilman Elstro voted no.

51 The Clerk read a letter from the Plan Commission stating their vote of
52 six (6) to three (3) for denial of this request.

54 Speaking for Ordinance No. 3186-1977 was Attorney for the petitioners
55 Mr. Bob Reinke. Mr. Clarence Dillman of Murphy Oil Co. and Mr. Richard
56 Brantner, representative of Brantner Agency were in the audience.

58 Mr. Reinke stated the sellers have located a new buyer (Long John Silvers)
59 for the location, who would not require the sale of beer and wine; there-
60 fore, he recommended striking this portion from the Ordinance.

62 City Plan Director Bob Goodwin requested attachment of certain conditions
63 to this request, including layout, landscaping, drainage plans and curb
64 cuts.

1 Councilman Mills moved to amend to strike from Section 1, line 6 the
2 words "to serve beer and wine" and to include in the ordinance the
3 conditions of the Plan Director, seconded by Councilman Cornett and
4 on unanimous voice vote the motion was carried.

6 Councilman Austerman moved for engrossment of Ordinance No. 3186-1977,
7 seconded by Councilman Paust and on unanimous voice vote the motion was
8 carried.

10 Councilman Austerman suggested that between now and the next meeting
11 this ordinance be returned to the Plan Commission for review.

13 Councilman Mills moved to suspend the rules and read Ordinance No.
14 3186-1977 on third and final reading by title only, seconded by Council-
15 man Cornett. Councilman Elstro voted no.
