PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RI'CHMOND, INDIAANA, MAY 16, 1977
1 The Coiiunon Council of the City of Richmond, Indiana, met in regular
2 session May 16, 1977, at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Carter
4 presided with the following members present:. Messrs. Elstro,
5 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett and Paust.
6 Absent: None. The following business was had, to-wit:

8 Councilman Cornett gave devotions.

10 Councilmen Cornett and Austerman reported they were absent from the
11 previous meeting as both were out of town on-business.

13 Councilman Williams moved to approve the minutes of the previous
14 meeting as prepared, seconded by Councilman Mills and on unanimous
15 voice vote the motion was carried.

17 Councilman Elstro reported he had a petition for street lights on
18 South "P" Street.

20 Councilman Elstro gave a letter to the Clerk requesting repair on
21 sidewalk on the north side of South "J" Street from 12th to 13th
22 Streets.

24 City Engineer George Webb reported he has written the State in
25 regard to stop lights at North 12th and "J", reported the inlet at
26 South 13th is completed and reminded everyone of the public hearing
27 May 17 from 3:00 p.m. to 7:00 p.m. on the South "L" Street project.
III28 In answer to Councilman Williams` concern for the drainage
29 problem on No. "J" Street, Mr. Webb stated the City Engineer cannot
30 handle all engineering and the reason the contract was given to an
31 engineering firm is they do more work and are more intimately
32 familiar with that area.

34 In answer to Councilman Elstro's question on the weed ordinance,
35 Mr. Anderson stated that the ordinance is ready to be used.

37 City Controller Don Meredith reported the Computer Programmer is in
38 Indianapolis this week and delivery of the computer is expected
39 soon.

41 Councilman Mills moved to read Ordinances 3200-1977 through 3221-
42 1977 on first reading by title only, seconded by Councilman Paust
43 and on unanimous voice vote the motion was carried.

3 unanimous voice vote the motion was carried. '

5 Councilman Mills moved for engrossment of Ordinance No. 3221-1977,
6 seconded by Councilman Williams and on unanimous voice vote the motion
7 was carried with Councilman Cornett voting no.

9 Councilman Elstro moved to suspend the rules and read Ordinance No.
10 3221-1977 on third and final reading by title only, seconded by
11 Councilman-Williams. Councilman Cornett voted no.

26 seconded by Councilman Paust. and on unanimous voice vote the motion
27 was carried.

29 Councilman Ahaus moved to suspend the rules and read Ordinance No.
30 3196-1977 on third and final reading by title only, s.econded,by
31 Councilman Austerman and on unanimous voice vote the motion was
32 carried.
