PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, MAY 2 , 1977
1 The 2
Common Council of the City of Richmond, Indiana, met in regular
session May 2, 1977, at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Carter
4 presided with the following members present: Messrs. Elstro,
5 Williams, Ahaus, Merchanthouse, Mills and Paust. Absent: Messrs.
6 Austerman and Cornett. The following business was had, to-wit:

8 Councilman Carter gave devotions.

10 Councilman Williams moved to approve the minutes of the previous
11 . meeting as prepared, seconded by Councilman Mills and on unanimous
12 voice vote the motion was carried.

14 Councilman Mills moved to suspend the rules and read Resolution
15 Nos. 15-1977 and 16-1977 by title only, seconded by Councilman
16 Ahaus and on unanimous voice vote the motion was carried.

18 The Clerk read by title only Resolution No. 15-1977 - A RESOLUTION
19 FOR THE VOLUNTARY ESTABLISHMENT AND IMPLEMENTATION OF AN AFFIRMATIVE
20 ACTION PROGRAM FOR THE CITY OF RICHMOND, INDIANA.

22 Councilman Williams asked Mrs. Barbara Barnhizer if she is willing
23 to meet with Mr. Avis Bell to which she answered, "yes".

25 Councilman Mills moved for adoption of Resolution No. 15-1977,
26 seconded by Councilman Ahaus and on unanimous voice vote the
111 27 motion was carried.

29 The Clerk read by title only Resolution No. 16-1977 - A RESOLUTION
30 TO AUTHORIZE THE BOARD OF PUBLIC WORKS AND SAFETY TO SELL CERTAIN
31 PERSONAL PROPERTY AFTER PUBLICATION AS REQUIRED BY LAW._

33 Councilman Mills moved to amend Resolution No. 16-1977 to read 2
34 1976 Plymouth Fury 4 door sedan automobiles and 3 1974 Ford
35 Torino 4 door sedan automobiles, seconded by Councilman Paust and
36. on unanimous voice vote the motion was carried.

. 38 Councilman Paust moved for adoption of Amended Resolution No.
39 16-1977, seconded by Councilman Ahaus. Motion was carried with
40 Councilman Merchanthouse voting no.

42 Mayor Dickthan announced the City has been notified by HVD that
43 they have been awarded the 1.422 million grant for this year.
44 This is the third and final year for this amount.

46 The Mayor set Thursday, May 5, 1977 at 7:00 p.m as the time
47 for a public hearing in the Common Council Chambers for spending
48 Federal Revenue Sharing funds.

50 The Mayor announced this is clean-up week for the City of Richmond.

52 City Engineer George Webb reminded everyone of a public hearing
53 Tuesday, May 17, 1977 from 3:00 p.m. to 7:00 p.m in the Board
54 of Works Room with the consultants on the southeast arterial
55 road. Methods used to arrive at the route will be discussed
56 and various studies involved, including environmental impact.

58 City Controller Don Meredith reported the tree limb on South "E"
59 Street, reported by Councilman Elstro, has been removed.

1 Councilman Williams requested a stop light at the corner of North 12th
2 and "J". Mayor Dickman stated this is a state highway and he has
3 ' talked with the State and they will study this intersection.

5 In answer to Councilman Elstro's question of mesh covering at South
6 13th and the C & 0 underpass, Mr. Webb stated this is now in 'the
7 process of being repaired.

9 Councilman Mills moved adoption of the Mayor's recommendation to
10 place Mrs. Phillip J. Michael (Vada) on the Human Relations Commission,
11 seconded by Councilman Paust and on unanimous voice vote the motion
12 was carried.

14 Councilman Paust, at the recommendation of the Morrison-Reeves
15 Library Board of Trustees , moved to appoint Mr. C. Edward Kaeuper
16 of 535 South 8th Street as a member of the Library Board, seconded by
17 Councilman Mills and on unanimous voice vote the motion was carried.

19 Councilman Mills- moved to suspend the rules and read Ordinance Nos.
20 3195-1977, 3196-1977, 3197-1977 and 3199-1977 on first reading by
21 title only, seconded by Councilman Paust and on unanimous voice vote
22 the motion was carried.

24 The Clerk read on first reading by title only Ordinance No. 3195-
25 1977 -. AN ORDINANCE AMENDING ORDINANCE NO. 2823-1973, WHICH ALLOWED
26 A "SPECIAL USE" FOR RESIDENTIAL PLANNED UNIT DEVELOPMENT IN AN R-2
27 SINGLE-FAMILY RESIDENTIAL DISTRICT, ADOPTED ON NOVEMBER 5, 1973.

29 President Carter announced Ordinance No. 3195-1977 is referred to
30 the Plan Commission for study and reconnnendation.

9 by Councilman Paust and on unanimous voice vote the motion was
10 carried.

17 by Councilman Paust and on unanimous voice vote_ the motion was

22 IMPLEMENTATTCN OF A MERIT SYSTEM FOR THE RTCHMOND, INDIANA POLICE
23 DEPARTMENT.

25 Amended Ordinance No. 3187-1977 was placed on final passage or
26 rejection and on a call of the roll the following was recorded:
27 Ayes: Elstro, Williams-, Ahaus, Merchanthouse, Mills, Paust and
28 Carter. Noes: None. The vote being seven (7) to zero (0) in
29 favor of passage of Amended Ordinance No. 3187-1977.

31 There being no further business on motion duly made, seconded and
32 passed the meeting was adjourned.
