HomeMy Public PortalAbout04-18-1977 233 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMIND, INDIANA, APRIL 18, 1977 1 The Conm on Council of the City of Richmond, Indiana, met in regular 2 session April 18, 1977 at the hour of 7:30 p.m. in the Council 3 Chambers in the Municipal Building in said City. President Carter 4 presided with the following members present: Messrs. Elstro, 5 Williams, Ahaus, Austerman, Merchanthouse, Mills, Cornett and Paust. 6 Absent: None. The following business was had, to-wit: 7 8 Councilman Austerman gave devotions. 9 10 Councilman Williams moved to approve the minutes of the previous 11 meeting as prepared, seconded by Councilman Mills and on unanimous 12 voice vote the motion was carried. 13 14 Councilman Mills moved to suspend the rules and read Resolution No. 15 12-1977, 13-1977, 14-1977 and 15-1977 by title only, seconded by 16 Councilman Austerman and on unanimous voice vote the motion was 17 carried. 18 19 The Clerk read by title only Resolution No. 12-1977 - A RESOLUTION 20 TO AUTHORIZE THE FILING OF AN APPLICATICN WITH THE UNI'l'ED STATES 21 OF AMERICA, DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR 22 EXISTING HOUSING ASSISTANCE PAYMENTS FOR ELDERLY CITIZENS, AS 23 PROVIDED IN SECTION 8 OF THE HOUSING AND COMMUNITY i)hVELOPMENT ACT 24 OF 1974. 25 26 Speaking for and explaining Resolution No. 12-1977 was Mr. John 27 Fienning, Executive Director for the Housing Authority of Richmond. 28 29 Councilman Williams moved for adoption of Resolution No. 12-1977, 30 seconded by Councilman Mills and on unanimous voice vote the 31 motion was carried. 32 33 The Clerk read by title only Resolution No. 13-1977 - A RESOLUTION 34 TO TRANSFER WITHIN THE MUNICIPAL AIRPORT FUND. 35 36 Councilman Paust moved for adoption of Resolution No. 13-1977, 37 seconded by Councilman Cornett and on unanimous voice vote the 38 motion was carried. 39 40 The Clerk read by title only Resolution No. 14-1977 _ A RESOLUTION 41 TO TRANSFER WITHIN THE MUNICIPAL AIRPORT FUND. 42 43 Councilman Paust moved for adoption of Resolution No. 14-1977, 44 seconded by Councilman Austerman and on unanimous voice vote the 45 motion was carried. 46 47 The Clerk read by title only Resolution No. 15-1977 - A RESOLUTION 48 FOR THE VOLUNTARY ESTABLISHMENNT AND IMPLEMENTATION OF AN AFFIRMATIVE 49 ACTION PROGRAM FOR THE CITY OF RIQ-MOND, INDIANA. 50 III 51 President Carter announced Resolution No. 15-1977 is referred to the 52 Committee of the Whole and there will be a public meeting on this 53 Resolution in Council Chambers Thursday, April 28, 1977 at 7:00 p.m. 54 55 Councilman Ahaus thanked Mayor Dickman for the tour taken Saturday, 56 April 16 of on-going projects in the City. 57 58 Mr. Meredith reported the debris behind 1508 South 9th has been 59 removed by the State Highway. 60 61 Councilman Elstro was instructed to report junk car locations to 62 the Police Department. 63 64 Councilman Elstro reported a hanging limb at South llth and "E". 24 Common Council Minutes Cont'd April 18, 1977 Page 2. 1 Councilman Mills stated he- is receiving reports of activities of the 2 Social Planning Board and he will bring an up-date to Council in 3 May on their services. 4 5 Councilman Williams read a statement in support of the parents and 6 residents=of the Finley School area to keep the neighborhood school. 7 He stated he feels the needs and rights of these people have been 8 violated in that they were not properly informed before the decision 9 to close the school was made. Councilman Elstro seconded Councilman 10 Williams' statements. 11 12 Councilman Mills moved to suspend the rules and read Ordinance Nos. 13 3191-1977, 3192-1977, 3193-1977 and 3194-1977 on first reading by 14 title only, seconded by Councilman Austerman and on unanimous voice 15 vote the motion was carried. 16 17 The Clerk read on first reading by title only Ordinance No. 3191- 18 1977 AN ORDINANCE TO APPROPRIATE FROM ANTIRECESSION FISCAL 19 ASSISTANCE FUND. -20 21 President Carter announced Ordinance No. 3191-1977 has to be 22 advertised. 23 24 The Clerk read on first reading by title only Ordinance No. 3192- 25 1977 - AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING 26 TRUST FUND. 27 28 President Carter announced Ordinance No. 3192-1977 has to be advertised. 29 30 The Clerk read on first reading by title only Ordinance No. 3193- 31 1977 - AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN AN M-1 LIGHT 32 INDUSTRIAL DISTRICT, OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS 33 THE ZONING ORDINANCE .OF THE CITY OF RICHMOND, INDIANA, ADOPTED 34 JUNE 3, 1968. 35 36 President Carter announced Ordinance No. 3193-1977 is referred to the 37 Plan Commission for study and recommendation. 38 39 The Clerk read on first reading by title only Ordinance No. 3194- 40 1977 - AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA, 41 CERTAIN TERRITORY CONTIGUOUS 'THERETO, DESCRIBING THE SAME, PROVIDING 42 FOR THE PUBLICATION THEREOF, AND FIXING THE TIME WHEN THE SAME 43 SHALL TAKE EFFECT. 44 45 President Carter announced Ordinance No. 3194-1977 is referred to the 46 Plan Commission for study and recommendation. 47 48 The Clerk read on second reading Ordinance No. 3187-1977 - AN 49 ORDINANCE DOR THE VOLUNTARY ESTABLISHMENT AND IMPLEMENTATION OF A 50 MERIT SYSTEM FOR THE RICHMOND, INDIANA POLICE DEPARTMENT. 51 52 Speaking for Ordinance No. 3187-1977 were Police Merit Commission 53 members Dick Smith and Mike LaFuze, Police Department members Dale 54 Sharits , Joe Klein, Jon Carrico, Chief Charles Chris and Barbara 55 Barnhizer, Director of EEO for the City. 56 57 Speaking against Ordinance No. 3187-1977 was Mr. George Sawyer. 58 59 Councilman Mills moved for engrossment of Ordinance No. 3187-1977, 60 seconded by Councilman Austerman. The motion was carried with 61 Councilman Cornett voting no. 235 Common Council Minutes Cont'd April 18, 1977 Page 3. 1 Councilman Austerman moved to suspend the rules and move Ordinance 2 - No. 3187-1977 to third- and final reading by title only, seconded by 3 Councilman Mills. Councilman Elstro, Williams and Cornett voted 4 no. 5 6 There being rio furhter business on motion duly made, seconded 7 and passed the meeting was adjourned. 8 9 James E.
