The Common Council of the City of Richmond, Indiana, met in regular session 2 April 4, 1977 at the hour of 7:30 p.m. in the Council Chambers in the 3 Municipal Building in said City. President Carter presided with the 4 following members present: Messrs. Elstro, Williams, Ahaus, Austerman, 5 Mills, Cornett, and Paust. Absent: 'Merchanthouse. The following busi- 6 ness was had, to-wit: 7 8 Councilman Ahaus gave devotions. 9 10 Councilman Williams moved to approve the minutes'ias prepared, of the 11 previous meeting, seconded by Councilman Paust and on unanimous voice 12 vote the motion was carried. 13 14 Councilman Mills moved to suspend the rules and- read Resolution Nos. 15 6-1977, 7-1977, 8-1977, 9-1977, 10-1977 and 11-1977 by title only with 16 a short explanation by-Mr. Meredith, seconded by Councilman Paust and on 17 unanimous' voice vote the motion was carried. 18 19 .The Clerk read by title only Resolution No. 6-1977 - A RESOLUTION TO 20 TRANSFER WITHIN THE GENERAL FUND. 21 - 22 Councilman Mills moved to adopt Resolution No. 6-1977, seconded by 23 Councilman Austerman. The motion was carried with Councilman Cornett 24 voting no. 25 26 The Clerk read by title only Resolution No. 7-1977 - A RESOLUTION TO 27 TRANSFER WITHIN THE GENERAL FUND. 28 29 Councilman Ahaus moved to adopt Resolution No. 7-1977, seconded by 30 Councilman,Austerman and on unanimous voice vote the motion was carried. 31 32 The Clerk read by title only Resolution No. 8-1977 - A RESOLUTION TO 33 TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUND. 34 35 Councilman Austerman moved to adopt Resolution No. 8-1977, seconded by 36 Councilman Mills and on unanimous voice vote the motion was carried. 37 38 The Clerk read by title only Resolution No. 9-1977 - A RESOLUTION TO 39 TRANSFER WITHIN THE PARK AND RECREATION FUND. 40 41 Councilman Austerman moved to adopt Resolution No. 9-1977, seconded by 42 Councilman Ahaus and on unanimous voice vote the motion was carried. 43 44 The Clerk read by title only Resolution No. 10-1977 - A RESOLUTION TO 45 TRANSFER WITHIN THE MUNICIPAL AIRPORT BUDGET. 46 47 Councilman Mills moved to adopt Resolution No. 10-1977, seconded by 48 Councilman Ahaus and on unanimous voice vote the motion was carried. 49 50 The Clerk read by title only Resolution No. 11-1977 -' A' RESOLUTION TO 51 TRANSFER WITHIN THE PARKING METER BUDGET. 52 53 Councilman Ahaus moved to adopt Resolution No. 11-1977, seconded by 54 55 Councilman Mills and on unanimous voice vote the motion was carried. 56 Mayor Clifford Dickman announced there will be a city bus leave the park- 57 ing lot at the City Building on Saturday, April 16" at 9:00 a.m. for a 58 two (2) hour tour of the City to look over major projects, roads, streets, 59 etc. that need work. All Councilmen are invited to accompany several 60 department heads and city officials on this tour. 61 62 Mr. Meredith reported, as requested by Councilman Elstro, that the owner 63 of the So. 9th 'C, "E" old fire house has been contacted and he has hired 64 an architect for remodeling of this -structure. When completed, this 65 should be a very' attractive addition to the City of Richmond. 230 Common Council Minutes (Cont.) April 4, 1977 Page 2 1 In answer to Councilman Elstro's inquiry as to how the specs for the Mayor's 2 .. car were presented to the dealers, Mr. Meredith stated that the bid procedure 3 was the.normal procedure through advertisement- and the Clerk was instructed 4 to notify all the car dealers. 5 6 Councilman Elstro brought to the attention of the City Engineer the re- 7 taming basin on South "L". 8 9 Councilman Williams requested the Board check the vacant land behind 1508 10 Saudi 9th, which did not have the weeds cut last year. 11 - . 12 Mr. Meredith announced he had furnished Councilmei'with status reports of the 13 Federal Revenue Sharing Fund and Cumulative Capital Improvement Fund 14 (Cigarette Tax) . 15 16 . Councilman Mills moved to suspend the rules and read Ordinance No. 3189- 17 1977 and Ordinance No. 3190-1977 on=first reading by title only with an 18 explanation, seconded by Councilman Paust and on unanimous voice vote the 19 motion was carried. 20 21 The Clerk read on first reading by title only Ordinance No. 3189-1977 - AN 22 ORDINANCE TO TRANSFER WITHIN THE PARK AND RECREATION BUDGET. 23 24 Councilman Mills moved to suspend the rules and read Ordinance No. 3189- 25 1977 on second reading, seconded by Councilman Williams and on unanimous 26 voice vote the motion was carried. 27 28 The Clerk read on second reading Ordinance No. 3189-1977. 29 30 Councilman Williams moved for engrossment of Ordinance No. 3189-1977, 31 seconded by Councilman Mills and on unanimous voice vote the motion was 32 carried. 33 34 Councilman Williams moved to suspend the rules and read Ordinance No. 3189- 35 1977 on third and final reading by title only, seconded by Councilman Mills 36 and on unanimous voice vote the motion was carried. 37 38 The. Clerk read on third reading by title only Ordinance. No. 3189-1977. 39 : . 40 Ordinance No. 3189-1977 wa;placed on final passage or rejection and on a 41 call of the roll the following was recorded: Ayes: Elstro, Williams, Ahaus , 42 Austerman, Mills, Paust and Carter. Noes: Cornett. The vote being seven 43 (7) to one (1) in favor of passage of Ordinance No. 3189-1977. 44 45 The Clerk read on first reading by title only Ordinance No. 3190-1977 - AN 46 ORDINANCE TO TRANSrhR WITHIN THE MOTOR:VEHICLE HIGHWAY BUDGET. 47 48 Councilman Mills moved to suspend the rules and read Ordinance No. 3190- 49 1977 on second reading, seconded by Councilman Paust and on unanimous voice 50 vote the motion was carried. 51 52 The Clerk read on second reading Ordinance No. 3190-1977. 53 54 Councilman Mills moved for engrossment of Ordinance No. 3190-1977, seconded 55 by Councilman Williams and on unanimous voice vote the motion was carried. 56 57 Councilman Mills moved to suspend the rules and read Ordinance No. 3190- 58 1977 on third and final reading by title only, seconded by Councilman Paust 59 and on unanimous voice vote the motion was carried. 60 61 The Clerk read on third reading Ordinance No. 3190-1977 62 63 Ordinance No. 3190=1977 was placed on final passage or rejection and 64 on- a call of the roll the following was recorded: Ayes: Elstro, 65 Williams, Ahaus, Austerman, Mills, Paust and Carter. POLICE DEPARTMENT. 4 III 5 President Carter reported this ordinance was reviewed by the 6 Committee of the Whole and certain amendments were reco m ended. 7 8 Councilman Mills moved to amend Ordinance No. 3187-1977 in Section 9 2, item 3 to add "or any recognized member of the .clergy", and 10 - change item 6 to read "two (2) other persons of any endeavor", 11 seconded by Councilman Ahaus and on unanimous voice vote the 12 motion was carried. 13 14 Speaking against Ordinance No. 3187-1977 was Mr. George Sawyer, 720 15 S. W. 5th Street. 16 17 Speaking on the Affirmative Action Commission was Ms. Barbara 18 Barnhizer. 19 20 Speaking for the League of Women Voters was Ms. Helen Fuson, 325 21 College Avenue. 22 23 President Carter announced Ordinance No. 3187-1977 is tabled 24 until the next meeting. 25 26 The Clerk read on second reading Ordinance No. 3188-1977 - AN 27 ORDINANCE TO AMEND ORDINANCE NO. 2467-1970. 28 III 29 Councilman Mills moved to accept the amended Ordinance No. 3188- 30 1977 as presented to Council, seconded by Councilman Austerman and 31 on unanimous voice vote the motion was carried. 32 33 Councilman Austerman moved for engrossment of Amended Ordinance . 34 No. 3188-1977, seconded by Councilman Cornett and on unanimous vo_ ice- 35 vote the motion was carried. 36 37 • Councilman Mills moved to suspend the rules and read Amended 38 Ordinance No. 3188-1977 on third and final reading by title only, 39 seconded by Councilman Austerman and on unanimous voice vote the 40 motion was carried. 41 42 The Clerk read on third reading by title only Amended Ordinance 43 No. 3188-1977. 44 45 Amended Ordinance No. 3188-1977 was placed on final passage or 46 rejection and on a call of the roll the following was recorded: 47 Ayes: Elstro, Ahaus, Austerman, Mills , Cornett, Paust and 48 Carter. Noes: Williams. The vote being seven (7) to one (1) 49 in favor of- passage of Amended Ordinance No. 3188-1977. 50 51 There being no further business on motion duly made, seconded and 52 passed the meeting was adjourned. 53 54 James E.
