MARCH 21 , 1977 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session March 21 , 1977 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Carter presided with 4 the following members present: Messrs. Elstro, Williams, Ahaus, 5 Austerman, Merchanthouse, Mills, Cornett and Paust. Absent: None. 6 The following business was had, to-wit: 7 8 Councilman Williams gave devotions. 9 10 Councilman Merchanthouse reported he was absent from the previous 11 meeting as he was out of the state on business. 12 13 Councilman Williams moved to approve the minutes of the previous 14 meeting, seconded by Councilman Mills and on unanimous voice vote 15 the motion was carried. 16 17 Mayor Clifford Dickman stated the following: 18 19 1 . All Councilmen now have a copy of the 1976 Annual Report. 20 It has been a real fine year; however, there is always room 21 for improvement. The Administration will continue to work 22 to do a fine job for the City. 23 2. Council should begin to think about using Revenue Sharing or 24 Capital Improvement monies for street repairs. 25 3. He has spent much time in. Indianapolis with the State Legis- 26 lature working on reform of the Police and Fire Pensions. 27 4. He reminded Council members of a meeting at Connersville on 28 Tuesday, March 29 of the Regional Industry-Business Develop- 29 ment Conference. 30 31 At the request of Councilman Ahaus, Mr. Meredith will include balances 32 in the Revenue Sharing and Capital Improvement funds in the next Council 33 packets. 34 . 35 Discussion was held on removal of zone signs for street sweeping, sweep- 36 ing of lots, sweeping. of North 8th by Glazer's and the condidion of 37 the pavement on Sylvan Nook Drive. 38 39 Mrs. Minnie Madden, 237 South 3rd, whose child had been bitten by a dog, 40 complained that the Dog Oildinance is not being enforced. She presented 41 a petition with twenty-six (26) signatures for the dog to be impounded. 42 43 City Attorney Ed Anderson will look into the matter and consult with 44 the dog warden and the owner of the dog. 45 46 . Mr. Richard Young, 37 South 19th Street, representing Old Reeveston 47 Neighborhood Corporation. requested that President Carter appoint a 48 representative from Council to be an advisor to Old Reeveston on matters 49 pertaining to zoning, rehabilitation of the neighborhood and other items. 50 He further requested the Mayor appoint someone from his office. Mr. 51 Young stated this group has petitioned to extend their boundries to 52 South "E" Street. 53 54 Councilman Mills moved to suspend the rules and read Ordinances Nos. 55 3186-1977, 3187-1977 and 3188-1977 on first reading by title only, 56 seconded by Councilman Austerman and on unanimous voice vote the motion 57 was carried. 58 59 The Clerk read on first reading by title only Ordinance No. 3186-1977 - 60 AN ORDINANCE AUTHORIZING A "SPECIAL USE" IN A C-1 NEIGHBORHOOD BUSINESS 61 DISTRICT OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDI- 62 NANCE OF THE CITY OF RICHMOND, INDIANA. ADOPTED JUNE 3, 1968. 228 Common Council Minutes Cont'd March 21, 1977 Paae 2 1 President Carter announced Ordinance No. 3186-1977 is referred to the 2 Plan Commission for study and recommendation. 3 4 The Clerk read on first reading by title only Ordinance No. 3187-1977 - 5 AN ORDINANCE FOR THE VOLUNTARY ESTABLISHMENT AND IMPLEMENTATION OF A. 6 MERIT SYSTEM FOR THE RICHMOND, INDIANA POLICE DEPARTMENT. 7 8 President Carter announced Ordinance No. 3187-1977 is referred to the 9 Ordinance Committee, which is the Committee of the Whole. This Committee 10 will be meeting on Thursday evening, March 24th at 7:30 p.m. 11 12 The Clerk read on first reading by title only Ordinance No. 3188-1977 - 13 AN ORDINANCE TO AMEND ORDINANCE NO. 2460-1970. 14 15 President Carter announced Ordinance No. 3188-1977 is referred to the 16 Committee of the Whole. 17 18 Councilman Elstro suggested the building located at South 9th and "E" 19 Streets , which the City sold, should be condemned. This will be turned 20 over to the Bureau of Buildings. 21 22 ,Mrs. Madden will receive a letter from the City Attorney on his findings 23 on the Dog Ordinance. 24 25 There being no further business on motion duly made, seconded and passed. 26 the meeting was adjourned. 27 28 James E.
