HomeMy Public PortalAbout03-07-1977 225 PROCEEDINGS OF THE COMNDN COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 7, 1977 1 The Common Council of the City of Richmond, Indiana, met in 2 regular session March 7, 1977 at the hour of 7:30 p.m. in the III3 Council Chambers in the Municipal Building in said City. 4 President Carter presided with the following members present: 5 Messrs. Ahaus, Austerman, Cornett, Elstro, Mills, Paust and 6 Williams. Absent: Merchanthouse. The following business was 7 had, to wit: 8 9 Councilman Paust gave devotions. 10 11 Councilman Williams moved to approve the minutes of the previous 12 meeting, seconded by Councilman Mills and on unanimous voice 13 vote the motion was carried. 14 15 Councilman Mills moved to add Resolution No. 5-1977 to this 16 agenda, seconded by Councilman Paust and on unanimous voice vote 17 the motion was carried. 18 19 Councilman Ahaus moved to suspend the rules and read Resolution 20 No. 5-1977 by title only, seconded by Councilman Austerman and 21 on unanimous voice vote the motion was carried. 22 23 The Clerk read by title only Resolution No. 5-1977 - A RESOLUTION' 24 AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN INDIANA & 25 MICHIGAN ELECTRIC COMPANY AND THE CITY OF RICHMOND, INDIANA, 26. FOR AND ON BEHALF OF ITSELF AND ITS MUNICIPAL LIGHT DEPARTMENT 27 KNOWN -AS RICHMOND POWER AND LIGHT COMPANY OF THE CITY OF 28 RICHMOND, INDIANA. 29 30 Councilman Mills moved for adoption of Resolution No. 5-1977, 31 seconded by Councilman Austerman and on unanimous voice vote 32 the motion was carried. 33 34 Mr. Don Meredith, City Controller, announced the Mayor is 35 attending a conference in Washington. He further stated that the 36 annual report is ready with the exception of the report from the 37 Department of Sanitation and this report should be in the 38 hands of Council members by the next meeting. 39 40 In response to Councilman Elstro's inquiry about any word from 41 the State Highway Commission concerning the Main Street Bridge, 42 City Engineer George Webb stated that they were here about 43 three (3) weeks ago and surveyed the situation. There will 44 be action taken by the State Highway as soon as the weather . 45 breaks. 46 47 The Clerk read on second reading Ordinance No. 3181-1977 - AN 48 ORDINANCE AMENDING ORDINANCE NO. 2325-1968, COMMONLY KNOWN AS 49 THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED 50 JUNE 3, 1968. 51 52 The Clerk read a letter from the Plan Commission stating that 53 on February 22 , 1977 they voted unanimously five (5) to zero 54 CO) to recolluuend approval of this petition. 55 56 Speaking for Ordinance No. 3181-1977 was Mr. Robert L. O'Maley, 57 Attorney. 58 59 City Attorney Edward Anderson pointed out a change in the 60 original presented ordinance as being "bicycle shops" have been 61 placed in alphabetical order and laundries and dry cleaners 62 category enlarged as previously amended. . 26 Comm Council Minutes Cony:d March 7, 1977 Page 2. 1 Councilman Mills moved for engrossment of Ordinance No. 3181-1977, 2 ' seconded by Councilman Paust and on unanimous voice vote the motion 3 was carried. 4 5 Councilman Mills moved to suspend the rules and read Ordinance No. 6 3181-1977 on third and final reading by title only, seconded by 7 Councilman Paust and on unanimous voice vote the motion was carried. 8 9 The Clerk read on third reading by title only Ordinance No. 3181- 10 - 1977. 11 12 Ordinance No. 3181-1977 was placed on final passage or rejection 13 and on a call of the roll the following was recorded: Ayes: 14 Elstro, Williams, Ahaus, Austerman, Mills, Cornett, Paust and 15 Carter. Noes: None. The vote being eight (8) to zero CO) in 16. favor of passage of Ordinance No. 31814977, 17 18 The Clerk read on second reading Ordinance No. 3185-1977 - AN 19 ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST 20 FUND. 21 22 Councilman Mills moved to accept and file proof of publication of 23 Ordinance No. 3185-1977, seconded by Councilman Ahaus and on 24 unanimous voice vote the motion was carried. 25 26 Speaking for Ordinance No. 3185-1977 was Mr. Martin Berg, Director 27 of CARES. 28 29 Councilman Williams moved for engrossment of Ordinance No. 3185- 30 1977, seconded by Councilman Elstro and on unanimous voice vote the 31 motion was carried. 32 33 Councilman Williams moved to suspend the rules and read Ordinance No. 34 3185-1977 on third and final reading by title only, seconded by 35 Councilman Elstro and on unanimous voice vote the motion was 36 carried. 37 38 The Clerk read on third reading by title only Ordinance No. 3185- 39 1977. 40 41 Ordinance No. 3185-1977 was placed on final passage or rejection 42 and on a call of the roll the following was recorded: Ayes : 43 Elstro, Williams, Ahaus, Mills, Cornett, Paust and Carter. Noes: 44 Austerman. The vote being seven (7) to one (1) in favor of 45 passage of Ordinance No. 3185-1977. 46 47 Councilman Cornett complimented the Richmond Police Department and 48 Administration for deserving all the excellent articles in the news 49 media on crime reduction in the City. 50 51 There being no further business on motion duly made, seconded and 52 passed the meeting was adjourned. 5311/ . 54 James E.
