PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JANUARY 17 , 1977
III i The Common Council of the City of Richmond, Indiana, met in
2 regular session January 17, 1977 at the hour of 7:30 p.m. in the
3 Council Chambers in the Municipal Building in said City.
4 President Carter presided with the following members present:
5 Messrs. Ahaus , Austerman , Cornett, Mills , Paust and Williams.
6 Absent: Messrs. Elstro and Merchanthouse. The following
7 business was had, to-wit:

9 Councilman Williams gave devotions.

11 Councilman Paust reported he was absent from the previous
12 meeting due to being out of town.

14 Councilman Williams moved to approve the minutes of the previous
15 meeting, seconded by Councilman Mills and on unanimous voice vote
16 the motion was carried.

18 Councilman Mills moved to suspend the rules and read' Resolution
19 No. 1-1977 by title only, seconded by Councilman Austerman and
20 on unanimous voice vote the motion was carried.

22 The Clerk read Resolution No. 1-1977 by title only - RESOLUTION
23 AFFIRMING APPROVAL OF SHORT-RANGE BUS TRANSPORTATION TECHNICAL
24 STUDY FOR THE CITY OF RICHMOND, INDIANA, AND ACCEPTING SAID
25 STUDY AS A PLAN, AND STATING INTENT TO PROVIDE SUPPORT THEREFORE.

27 28 Mr. Matt Nepote gave a brief explanation of this resolution.
29 Councilman Mills moved for adoption of:=Resolution No. 1-1977 ,
30 seconded by Councilman Williams. The motion was carried with
31 Councilman Cornett voting no.

33 Mayor Dickman and several Councilmen commended the departments
34 of the City for doing a fine job under the extreme weather
35 conditions we are having. He noted that Ed Anderson , who will
36 be replacing Bob Reinke as City Attorney effective February 1 ,
37 was in attendance at this meeting.

39 City Attorney Bob Reinke stated, in answer to a request from
40 Councilman Williams , a copy of a report on the tree cutting
41 program was enclosed with the Councilmen 's packets.

43 Councilman Paust reported the Street Light Committee has been
44 working on getting the State of Indiana to light the three (3)
45 major intersections into Richmond on I-70. He noted that on the
46 U.S. 27 exit the exit ramp goes directly into traffic. The
47 City did a preliminary study to determine the cost, which would
48 be five to six hundred thousand dollars , to see if this project
49 could be funded by the street light program. The State
50 became more interested in this project when they saw the City
51 was. interested. The Mayor met with representatives from the
52 State and the State has made preliminary drawings.

54 Councilman Paust moved that Council go on record as wanting the
55 State of Indiana to light the three (3) Richmond intersections
56 off of I-70 this year, seconded by Councilman Mills and on
57 unanimous voice vote the motion was carried.

59 Councilman Mills moved to suspend the rules and read Ordinance
60 No. 3175-1977 on first reading by title only, seconded by
61 Councilman Paust. Councilman Austerman moved to amend this
62 motion to read all present ordinances on first reading by title
63 only. Councilman Mills amended his motion to read all present
64 ordinances on first reading by title only, seconded by Council-
65 man Paust and on unanimous voice vote the motion was carried.

10 1977 - AN ORDINANCE TO AMEND ORDINANCE NO. 2153-1965 , as amended,
11 AN ORDINANCE ELECTING TO JOIN THE PUBLIC EMPLOYEES' RETIREMENT

14 Councilman Mills moved to suspend the rules and read Ordinance No.
15 3176-1977 on second reading, seconded by Councilman Paust and on
16 unanimous voice vote the motion was carried.

20 Councilman Mills moved for engrossment of Ordinance No. 3176-1977,
21 seconded by Councilman Paust and on unanimous voice vote the
22 motion was carried.

24 Councilman Ahaus moved to suspend the rules and read Ordinance No.
25 3176-1977 on third and final reading by title only, seconded by
26 Councilman Austerman and on unanimous voice vote the motion was
27 carried.

29 The Clerk read on third reading by title only Ordinance No. 3176-

32 Ordinance No. 3176-1977 was placed on final passage or rejection
33 and on a call of the roll the following was recorded: Ayes: Ahaus ,
34 Austerman, Carter, Cornett, Mills , Paust and Williams. Noes: None.
35 The vote being seven (7) to zero (0) in favor of passage of
36 Ordinance No. 3176-1977.

38 The Clerk read on first reading by title only Ordinance. No. 3177-
39 1977 - AN ORDINANCE TO ANNEX TO THE CITY OF RICHMOND, INDIANA,
40 CERTAIN TERRITORY CONTIGUOUS THERETO, DESCRIBING THE SAME,
41 PROVIDING FOR THE PUBLICATION THEREOF, AND FIXING THE TIME:WHEN
42 THE SAME SHALL TAKE EFFECT.

44 President Carter announced Ordinance No. 3177-1977 is referred to
45 the Plan Commission for study and recommendation.

47 The Clerk read on first reading by title only Ordinance No. 3178-
48 1977 - AN ORDINANCE TO AMEND THE RULES OF COMMON COUNCIL. .

50 President Carter announced Ordinance No. 3178-1977 is referred
51 to the Committee of the Whole as the Ordinance Committee. There
52 will be a meeting of this Committee January 24 after the RP&L
53 executive meeting.

56 1977 - AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING

59 President Carter announced Ordinance No. 3179-1977 has to be

61 study and recommendation.

19 Mayor Dickman announced anyone needing emergency help should _.contact
20 the Richmond Police Department.

23 passed the meeting was adjourned.
