PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY :OF:=:RI CHMOND, _INDI-=ANA .'JANUARY. -4, _1977
Si The Common Council of the City of Richmond, Indiana, met in
2 regular session January 4, 1977 at the hour of 7:30 p.m. in the
3 Council Chambers in the Municipal Building in said City.
4 President Mills presided with the following members present:
5 Messrs. Ahaus , Austerman , Carter, Cornett, Elstro, Merchanthouse ,
6 and Williams. Absent: Paust. The following business was had,
7 to-wit:

g Councilman Cornett gave devotions.

11 President Mills announced nominations open for President of
12 Common Council for the year 1977.

14 Councilman Cornett nominated Councilman James Carter for President
15 of Common Council , seconded by Councilman Austerman.

17 Councilman Ahaus moved the nominations be closed, seconded by
18 Councilman Austerman and on unanimous voice vote the motion was
19 carried.

21 Newly-elected President Carter complimented President Mills for
22 a job well done.

24 Councilman Williams moved to approve the minutes of the previous
25 meeting, seconded by Councilman Mills and on unanimous voice vote
111 26 the motion was carried.

28 Mayor Dickman thanked President Mills and wished President Carter
29 the best of luck.

31 Councilman Elstro reported there is a ti:TeAitch on the west side
32 of the street where new construction is being done on South 13th
33 below So. "Q" with only a screen over the opening. He asked if this
34 was to be left this way. Mr. Webb stated this will be corrected
35 when the project is completed. Councilman Elstro recommended
36 a guard rail be installed.

38 Councilman Williams asked if the fund has been exhausted for the
39 tree cutting program. He stated he is not satisfied.with this
40 program. Mr. Meredith stated funds are available in the new
41 budget of 1977 and he will get a report of this program.

43 President Carter announced the following committee appointments
44 for 1977:

23 President Carter announced Rick Ahaus would be Chairman of RP&L
24 for another year and Ken Mills President Pro-tem of Council .

26 President Mills thanked Council members for his year in office.

28 Councilman Mills moved to suspend the rules and read Ordinance No.
29 3171-1977 on first reading by title only, seconded by Councilman
30 Ahaus and on unanimous voice vote the motion was carried.

32 The Clerk read on first reading by title only Ordinance No. 3171-
33 1977 - AN ORDINANCE PROVIDING FOR ADDITIONAL LONGEVITY PAY FOR
34 POLICEMEN.

36 Councilman Mills moved to suspend the rules and move Ordinance No.
37 3171-1977 to second reading, seconded by Councilman Williams and
38 on unanimous voice vote the motion was carried.

40 The Clerk read on second reading Ordinance No. 3171-1977.

42 Councilman Mills moved for engrossment. of Ordinance No. 3171-
43 1977, seconded by Councilman Ahaus and on unanimous voice vote the
44 motion was carried.

46 Councilman Williams moved to suspend the rules and read Ordinance
47 No. 3171-1977 on third and final reading by title only, seconded
48 by Councilman Mills and on unanimous voice vote the motion was
49 carried.

54 Ordinance No. 3171-1977 was placed on final passage or rejection
55 and on a call of the roll the following was recorded: Ayes: Ahaus ,

57 Williams. Noes : None. The vote being eight (8) to zero (0) in
58 favor of passage of Ordinance No. 3171-1977.

60 Councilman Elstro moved to suspend the rules and read Ordinance
61 No. 3172-1977 on first reading by title only, seconded by Council-
62 man Austerman and on unanimous voice vote the motion was carried.

26 MUNICIPAL AIRPORT OF THE CITY OF RICHMOND, INDIANA, ADOPTED AUGUST
27 20 , 1956.

29 Speaking for Ordinance No. 3159-1976 was Mr. Robert E. Brooks ,
30 2715 Northmont Blvd. who stated that this ordinance was not in
31 violation of any contract with Sky Tech.

33 Councilman Mills moved for engrossment of Ordinance No. 3159- 1976 ,
34 seconded by Councilman Ahaus and on unanimous voice vote the
35 motion was carried.

37 Councilman Mills moved to suspend the rules and move Ordinance No.
38 3159-1976 to third and final reading by title only, seconded by
39 Councilman Ahaus and on unanimous voice vote the motion was

55 President Carter read a letter from the Plan Commission stating
56 they voted unanimously, seven (7) to zero CO) to recommend
57 approval of the petition.

59 Councilman Mills moved for engrossment of Ordinance No. 3166-1976 ,
60 seconded by Councilman Williams and on unanimous voice vote the
61 motion was carried.

63 Councilman Ahaus moved to suspend the rules and move Ordinance No.
64 3166-1976 to third and final reading by title only, seconded by
65 Councilman Mills and on unanimous voice vote the motion was

18 CoUricilman Mills moved to accept and file proof of publication of
19 Ordinance No. 3169-1976, seconded by Councilman Ahaus and on
20 unanimous voice vote the motion was carried.

22 Speaking for the Social Services Planning Board was Mrs. Nancy Klose,
23 Chairman.

25 Speaking -for Ordinance No. 3169-1976 were Darrell Beane, Judge of
26 Richmond City Court and Martin Berg, Executive Director of CARES ,

29 Councilman Mills moved to approve the recommended amendment of Mr.
30 Don Meredith for a reduction in this ordinance of $13 ,877.95 in
31 . the requested amount, making it $23 ,747.08, seconded by Councilman
32 Elstro and on unanimous voice vote the motion was carried.

34 Councilman Mills. moved for engrossment of Amended Ordinance -No.
35 3169-1976, seconded by Councilman Ahaus and on unanimous voice vote
36 the motion was carried.

38 Councilman Williams moved to suspend the rules and move Amended
39 - Ordinance No. 3169-1976 to third and final reading by title only,
40 seconded by Councilman Mills and on unanimous voice vote the motion
41 was carried.

55 Mayor Dickman read a letter from Elizabeth Cleghorn , President
56 of the Whitewater Valley Rehabilitation Center which stated in
57 part that the Board of Directors of WVRC would like to withdraw
58 their request for funds to complete their Master Plan at this
59 time which deals with Ordinance No. 3147-1976.

61 There being no further business on motion duly made , seconded and
62 passed the meeting was adjourned.
