PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, NOVEMBER 15, 1976
1 The Common Council of .the City of Richmond, Indiana, met in regular
2 session November 15, 1976 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building i.n sai.d City. President Mills
4 presided with the following members present: Messrs . Ahaus,
5 Austerman, Carter, Cornett, Elstro, Merchanthouse and Paust.
6 Absent: Mr. Williams . The following business was had, to-wit:

8 Councilman Austerman gave devotions .

10 Councilman Merchanthouse moved to approve the minutes of the previous
11 meeting, seconded by Councilman Paust and on unanimous voice vote
12 the motion was carried.

14 Mr. Bob Reinke reported for the Board of Works concerning a request
15 of a gentleman on N. W. 18th on truck traffic on that street
16 going to Nettle Creek and Hill 's . The Traffic Department conducted
17 research which showed from six (6) to twelve (12) semis used this
18 street during the week the count was conducted. This seems to be a
19 problem to which there is no solution, as the only other route
20 would be to use N. W. 5th Street and Peacock Road. Sgt. Ron Williams
21 will personally contact the gentleman and report the findings to him.

23 Councilman Cornett moved to suspend the rules and read Ordinance
24 No. 3153-1976 on first reading by title only, seconded by Councilman
25 Carter and on unanimous voice vote the motion was carried.

35 Councilman Elstro moved to suspend the rules and read Ordinance No.
36 3154-1976 on first reading by title only, seconded by Councilman
37 Carter and on unanimous voice vote the motion was carried.

50 Councilman Ahaus moved to suspend the rules and read Ordinance No.
51 3155-1976 on first reading by title only, seconded by Councilman
52 Austerman and on unanimous voice vote the motion was carried.

27 "water" to "wages", seconded by Councilman Ahaus and on unanimous

31 Ordinance No. 3156-1976 on second reading, seconded by Councilman
32 Paust and on unanimous voice vote the motion was carried.

37 1976, seconded by Councilman Ahaus and on unanimous voice vote the

42 Councilman Paust and on unanimous voice vote the motion was.

8 Councilman Paust moved for engrossment of Ordinance No. 3146-1976,
9 seconded by Councilman Mills and on unanimous voice vote the motion
10 was carried.

12 Councilman Austerman moved to suspend the rules and read Ordinance
13 No. 3146-1976 on third and final reading by title only, seconded
14 by Councilman Elstro. Councilman Merchanthouse voted "no" .

16 Councilman Cornett moved to bring Ordinance No. 3147-1976 off the
17 table, seconded by Councilman Paust and on unanimous• voice vote
18 the motion was carried.

29 22nd Street. Mr. Freeman and Ms. Brown represent Social Planning
30 Services Board who recommend tabeling this ordinance.

32 Councilman Cornett moved for engrossment of Ordinance No. 3147-
33 1976, seconded by Councilman Paust and on unanimous voice vote the
34 motion was carried.

36 Councilman Mills announced Ordinance No. 3147-1976 will be on third
37 reading at the next regularily scheduled Council meeting.

51 S.W. "I" Court, Administrator at I . .U. East and Mr. John Abrahms,
52 representing the Student Senate at I U. East.

55 seconded by Councilman Paust and on unanimous voice vote the motion

58 Councilman Paust moved to suspend the rules and read Ordinance No.
59 3149-1976 on third and final reading by title only-, seconded by
60 Councilman=_`Elstro. Councilman Cornett voted "no" .
