PROCEEDINGS OF THE COMMON, COUNCIL. OF THE
CITY OF RICHMOND, INDIANA, OCTOBER 4, 1976
1 The Common Council of the City of Richmond, Indiana met in regular
2 session October 4, 1976 at the hour of 7:30 p.m. in. the. Council
.3 Chambers' in the Municipal Building in said City. President Mills
4 presided with the following members present: Messrs. Ahaus, Austerman,
5 Carter; Cornett-,.. El stro, Merchanthouse; . Paust and Williams.., Absent:
6 • None. The following business was had, to-wit:

8 Councilman Paust gave devotions .

10 Councilman Cornett reported he was .absent from the previous meeting
11 due to illness.

13 Councilman Williams ,moved to approve the minutes of the previous
14 meeting, seconded:by Councilman Paust .and on unanimous voice vote
15 the motion was carried.

17 Mr. George Webb reported on a request of .Councilman Williams concern-
18 ing vacation of a ten foot (10' ). alley. between North 14th and 15th,
19 North. of "G" that a petition will be drawn up in the very near future
20 which. Mr. Ed Wi.11iams. should take and obtain the required signatures.

22 Councilman .Wil.liams asked. the Board of;Works to look_ into a broken
23 sidewalk on North "H" and llth in front of Mt:.10,1ii-Ve5BaptistLCh.urch.

25 Councilman Carter reported the :Transportation Advisory Committee met
26 September 28 and it is their .recommendation. to increase busfares
27 and issue coupon• books for a certain number of rides. for a set
28 amount. This committee will be giving a .further report to Council
29 in a few weeks.

31 Councilman Cornett thanked the Transportation Committee. for the
32 report and encouraged the Committee to raise the rate to whatever it
33 would take to get the- busses back on a break-even basis.

35 Councilman Williams stated he is a member' of this' committee and, since
36 they meet at 10:00 a.m. and he has to work at this -time, he wishes to
37 be replaced on this committee. .

39 Councilman Ahaus reported the Computer Task Force submitted a report
40 to the Committee of the Whole approximately three (3) weeks ago.
41 One recommendation is that the City and Count,vcombine,since both
42 do accounting procedures and are interested in some sort of data
43 processing and computer help, ;in a central system. The Committee
44 talked with the County Commissioners to see if they were interested.
45 This type operation could be expanded to include other businesses in
46 . the City.

48 Councilman Elstro moved to suspend the rules and read Ordinance No.
49 3142-1976 on first reading by title only, seconded by Councilman
50 Paust and on unanimous voice vote the motion was carried.

53 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND SIX THOUSAND NINE
54 HUNDRED AND SEVENTY FIVE DOLLARS ($6,975.00) FROM DEPARTMENT OF
55 COMMUNITY DEVELOPMENT ($2,850.00) , BOARD OF WORKS ($525.00) AND POLICE
56 DEPARTMENT ($3,600.00) TO DEPARTMENT OF COMMUNITY DEVELOPMENT ($2,015.00) ,
57 BOARD OF WORKS ($1,300.00) , POLICE DEPARTMENT ($3,600.00) AND DEPART-
58 MENT OF WEIGHTS AND MEASURES ($60.00) .

60 Councilman Elstro moved to suspend the rules and move Ordinance No.
61 3142-1976 to second reading, seconded by Councilman Williams and
62 on unanimous voice vote the motion was carried.

24 Councilman Elstro moved to accept and file proof of publication,
25 seconded by Councilman Ahaus and on unanimous voice vote the motion
26 was carried.

29 seconded by Councilman Paust and on unanimous voice vote tile motion __

50 they held a public hearing on September 28, 1976 at 7: 30 p.m. con
51 cerning a request for a Special Use for a .Residential -Development Unit
52 Project at2030 .Chester Boulevard. The Plan Commission voted six (6)
53 to zero (0) to recommend approval of this request.
