OF THE CITY OF RICHMOND, INDIANA, OCTOBER 4, 1976 1 The Common Council of the City of Richmond, Indiana met in regular 2 session October 4, 1976 at the hour of 7:30 p.m. in. the. Council .3 Chambers' in the Municipal Building in said City. President Mills 4 presided with the following members present: Messrs. Ahaus, Austerman, 5 Carter; Cornett-,.. El stro, Merchanthouse; . Paust and Williams.., Absent: 6 • None. The following business was had, to-wit: 7 8 Councilman Paust gave devotions . 9 . 10 Councilman Cornett reported he was .absent from the previous meeting 11 due to illness. 12 13 Councilman Williams ,moved to approve the minutes of the previous 14 meeting, seconded:by Councilman Paust .and on unanimous voice vote 15 the motion was carried. 16 17 Mr. George Webb reported on a request of .Councilman Williams concern- 18 ing vacation of a ten foot (10' ). alley. between North 14th and 15th, 19 North. of "G" that a petition will be drawn up in the very near future 20 which. Mr. Ed Wi.11iams. should take and obtain the required signatures. 21 . 22 Councilman .Wil.liams asked. the Board of;Works to look_ into a broken 23 sidewalk on North "H" and llth in front of Mt:.10,1ii-Ve5BaptistLCh.urch. 24 . 25 Councilman Carter reported the :Transportation Advisory Committee met 26 September 28 and it is their .recommendation. to increase busfares 27 and issue coupon• books for a certain number of rides. for a set 28 amount. This committee will be giving a .further report to Council 29 in a few weeks. ' 30 31 Councilman Cornett thanked the Transportation Committee. for the 32 report and encouraged the Committee to raise the rate to whatever it 33 would take to get the- busses back on a break-even basis. 34 35 Councilman Williams stated he is a member' of this' committee and, since 36 they meet at 10:00 a.m. and he has to work at this -time, he wishes to 37 be replaced on this committee. . 38 39 Councilman Ahaus reported the Computer Task Force submitted a report 40 to the Committee of the Whole approximately three (3) weeks ago. 41 One recommendation is that the City and Count,vcombine,since both 42 do accounting procedures and are interested in some sort of data 43 processing and computer help, ;in a central system. The Committee 44 talked with the County Commissioners to see if they were interested. 45 This type operation could be expanded to include other businesses in 46 . the City. 47 48 Councilman Elstro moved to suspend the rules and read Ordinance No. 49 3142-1976 on first reading by title only, seconded by Councilman 50 Paust and on unanimous voice vote the motion was carried. 51 52 The Clerk read on first reading by title only Ordinance No. 3142-1976 - 53 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND SIX THOUSAND NINE 54 HUNDRED AND SEVENTY FIVE DOLLARS ($6,975.00) FROM DEPARTMENT OF 55 COMMUNITY DEVELOPMENT ($2,850.00) , BOARD OF WORKS ($525.00) AND POLICE 56 DEPARTMENT ($3,600.00) TO DEPARTMENT OF COMMUNITY DEVELOPMENT ($2,015.00) , 57 BOARD OF WORKS ($1,300.00) , POLICE DEPARTMENT ($3,600.00) AND DEPART- 58 MENT OF WEIGHTS AND MEASURES ($60.00) . 59 60 Councilman Elstro moved to suspend the rules and move Ordinance No. 61 3142-1976 to second reading, seconded by Councilman Williams and 62 on unanimous voice vote the motion was carried. 175 i Common Council Minutes Cont'd October 4, 1976 Page 2 1 The Clerk read on second reading Ordinance No. 3142-1976. 2 3 Councilman Williams moved for engrossment of Ordinance No. 3142-1976, 4 seconded by Councilman Paust and on unanimous voice vote .the ,motion 5 -. -- was carried. 6 . 7 Councilman Williams moved to suspend the rules and read Ordinance 8 i No. 3142-1976 on third reading by title only, seconded by Councilman 9 Paust and on unanimous voice vote the motion was carried. 10 11 The Clerk read on third reading by title only Ordinance No. 3142-1976. 12 13 Ordinance No. 3142-1976 was placed on final passage or rejection and 14 on a call of the roll the following was recorded: Ayes: Ahaus, 15 Austerman, Carter, Cornett, Elstro, Merchanthouse, Mills, Paust and 16 Williams . Noes: None. The vote being nine (9) to zero (0) in . 17 favor of passage of Ordinance No. 3142-1976. 18 ; r 19 The- Clerk read on second reading Ordinance No. 3138-1976 - AN ORDINANCE 20 RATIFYING AND CONFIRMING THE MAKING OF AN AGREEMENT TO TRADE OR 21 EXCHANGE SURPLUS REAL ESTATE WITH THE BOARD OF COMMISSIONERS OF 22 WAYNE. COUNTY, INDIANA. 23 24 Councilman Elstro moved to accept and file proof of publication, 25 seconded by Councilman Ahaus and on unanimous voice vote the motion 26 was carried. 27 - 28 Councilman Ahaus moved for engrossment of Ordinance No. 3138-1976, 29 seconded by Councilman Paust and on unanimous voice vote tile motion __ 30 was carried. 31 32 Councilman Elstro moved to suspend the rules and read Ordinance No. 33 3138-1976 on third reading by title only, seconded by Councilman 34 Paust and on unanimous voice vote the .motion-was carried. 35 . . . 36 The Clerk read on third reading by title only Ordinance No. 3138-1976. 37 38 Ordinance No. 3138-1976 was placed on final passage or rejection and 39 on a call of the roll the following was recorded: Ayes: Ahaus, Auster- -40 man, Carter, Cornett, Elstro, Merchanthouse, .Mills, ,Paust and Williams . 41 Noes: None. The vote -being nine (9) to zero (0) .in favor !of passage 42 of Ordinance fio. 3138-1976. . . . i , 43 44 The Clerk read on second reading Ordinance No. 3141-1976 - AN ORDINANCE 45 1 AUTHORIZING A "SPECIAL USE" IN AN R-3 ONE-TO-EIGHT FAMILY RESIDENCE i . 46 DISTRICT OF ORDINANCE: NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDIN- 47 ANCE -OF THE CITY OF -RICHMOND, INDIANA APRROVE.D JUNE 3, 1968.. . 48 49 The Clerk read a letter from the Department of City Planning stating 50 they held a public hearing on September 28, 1976 at 7: 30 p.m. con 51 cerning a request for a Special Use for a .Residential -Development Unit 52 Project at2030 .Chester Boulevard. The Plan Commission voted six (6) 53 to zero (0) to recommend approval of this request. 54 55 Speaking for Ordinance No. 3141=1976 was Mr. Ron Cross of Friend's 56 i Fellowship Community. , - . , 57 . 58 Councilman Elstro moved for engrossment of. Noes: - Cornett, Elstro, Merchanthouse 25 and Williams .- The vote being five (5) to four (4) in favor of passage 26 of Ordinance No. 3134-1976. 27 28 Councilman' Cornett moved to suspend the rules and read Ordinance No. 29 3135-1976 on third reading by title only, seconded by Councilman Mills 30 and on unanimous voice vote the motion was carried. 31 • _. 32 The Clerk read on third reading by title only Ordinance No. 3135-1976 - 33 AN ORDINANCE TO APPROPRIATE FIFTY SEVEN THOUSAND FOUR HUNDRED DOLLARS 34 ($57,400) FROM THE FEDERAL REVENUE SHARING TRUST FUND FOR CERTAIN 35 ORDINARY AND NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AS AUTHOR- 36 IZED BY THE LAWS OF THE STATE OF INDIANA AND BY THE ORDINANCES OF THE 37 - CITY OF RICHMOND, INDIANA. 38 39 Ordinance No. 3135-1976 was placed on final passage or rejection and on 40 a call of the roll the following was recorded: Ayes:. Noes: Cornett, Elstro, Merchant- 56 house and Williams. The vote being five (5) to four (4) in favor of 57 passage of Ordinance No. 3136-1976.
