PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 7, 1976
1 The Common Council of the City of Richmond, Indiana met in regular
2 session September 7, 1976 at the hour of 7:30 p.m. in the Council
3 Chambers in the Municipal Building in said City. President Mills
4 presided with the following members present: Messrs. Aha:us, Carter,
5 Cornett, Elstro, Merchanthouse, Paust and Williams. Absent : None.
6 The following business was had, to-wit:

8 Councilman Elstro gave devotions.

10 Councilman Williams moved to approve minutes of the previous meeting
11 and special meetings of August 23 and 30, seconded by Councilman Paust
12 and on unanimous voice vote the motion was carried.

14 The Clerk read Reesolution No. 19-1976 - A RESOLUTION TO TRANSFER
15 WITHIN THE GENERAL FUND CITY COURT NINE HUNDRED DOLLARS ($900.00)
16 FROM F4-SPECIAL JUDGES TO F5-COURT APPOINTED ATTORNEYS.

18 Councilman Cornett moved for adoption of Resolution No. 19-1976,
19 seconded by Councilman Williams and on unanimous voice vote the motion
20 was carried.

22 City Controller Don Meredith explained his use of a City-owned police
23 car. The car is assigned to Capt. Loper who is attending school in
24 Chicago and, as the car being used by Mr. Meredith is radio-equipped,
25 it was not felt-this car should be parked on the streets in Chicago
262 while Capt. Loper is in school; therefore, they traded cars.

28 City Attorney Bob Reinke reported on negotiations with the Richmond
29- Fire Fighters and the report of the Fact Finding Committee.

31 Councilman Carter brought to the attention of the Board of Works the
32 traffic problem on East Main from Ravinia Park entrance eastward.
33 He suggested lengthening the decelleration lane West to Ravinia Park
34 entrance from Sambo's on both sides of the street. Councilman Auster-
35 man stated that a new study is under way by the State Highway as to
36 the needs in this area.

38 Councilman Williams reported for the Sanitation Department that there
39 had been no trash pick-up in the area of North 14th and "J", since
40 the closing of "J".

42 Councilman Elstro asked for a ruling at the next Councilameeting as
43 to whether or not the Mayor is allowed to permit burning of leaves
44 this fall with approval of Sanitation and Fire Departments.

46 President Mills read a letter from Mr. Charles Bradley, N.W. 18th
47 Street, complaining about trucks going to Nettlecreek using N.W. 18th
48 and Peacock Road.

50 Councilman Paust reported that the Public Safety Committee has received
51 copies of the Police Reserve system from Chief Chris.

53 The Clerk read on first reading Ordinance No. 3126-1976 - AN ORDINANCE
54 CHANGING THE NAME OF A PORTION OF RICH ROAD IN THE CITY OF RICHMOND,
55 INDIANA, TO N. W. 11TH STREET.

57 President Mills announced that Ordinances No. 3126-1976, 3127-1976,
58 3128-1976 and 3129-1976 are referred to the Committee of the Whole
59 which will meet at 6: 30 p.m. in the Board of Works Room on Monday,
60 September 13, 1976.

22 in favor of passage of Ordinance No. 3131-1976.

32 Councilman Austerman moved to amend Ordinance No. 3137-1976 under
33 SECTION 1 - REPLACING DAMAGED BUILDINGS line 8 by striking the period
34 after occurrence and change the word "provided" to read "however",
35 seconded by Councilman Williams and on unanimous voice vote the motion
36 was carried.

38 President Mills announced Ordinance No. 3137-1976 would go to the Plan
39 Commission for study and recommendation.

14 seconded by Councilman Ahaus and on unanimous voice vote the motion

17 Councilman Paust moved for engrossment of Ordinance No. 3125-1976,
18 seconded by Councilman Cornett and on unanimous voice vote the
19 motion was carried.

21 Councilman Cornett moved to suspend the rules and read Ordinance
22 No. 3125-1976 on third reading by title only, seconded by. Councilman
23 Paust and on unanimous voice vote the motion was carried.

27 Ordinance No. 3125-1976 was placed on final passage or rejection
28 and on a call of the roll the following was recorded: Ayes::: Ahaus,

33 Councilman Cornett requested a documented income statement for 1976
34 and what we expect to use it for.
