SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST .30, 1976
1 The Common Council of the City of Richmond, Indiana met in
2 special session August 30, 1976 at the hour of 7: 30 P.M. in
3 the Council Chambers in the Municipal Building in said City.
4 President Mills presided with the following members present:
5 Messrs. Ahaus, Carter, Cornett, Elstro, Merchanthouse, Paust
6• .and Williams. Absent: Austerman. The following business
7 was had, to-wit:

9 A moment of silent prayer was observed.

11 Councilman Cornett moved to suspend the rules and read Amended
12 Ordinance No'. 3112-1976 on third reading by title only,. seconded
13 by Councilman Elstro and on unanimous voice vote the motion was
14 carried.

16 The Clerk read on third reading by title only Amended Ordinance
17 .No. 3112-1976 - AN ORDINANCE APPROPRIATING.MONIES FOR THE PURPOSE
18 OF DEFRAYING-THE EXPENSES OF THE SEVERAL DEPARTMENTS •OF THE CITY
19 . GOVERNMENT OF THE CITY OF RICHMOND, INDIANA, FOR THE FISCAL YEAR
20 BEGINNING JANUARY 1, 1977 AND ENDING DECEMBER 31, 1977, INCLUSIVE,
21 INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING
- 22 THE TIME WHEN THE SAME SHALL TAKE EFFECT.

24 Some Councilmen-expressed their concern over the budget being
25 over the frozen tax levy.

27 Councilman Ahaus moved to correct the scribner's error on page
28 six under Supplies No. 37 Other Supplies to read _$6,000, seconded
29 • by Councilman Elstro and on unanimous voice vote the motion was
30 carried.

32 Amended Ordinance'No. 3112-1976 was placed on final- passage or
33 • rejection and on a call of the roll the following was. recorded:
34 Ayes: Ahaus, Carter, Cornett, Mills and Paust. Noes: Elstro,
35 -Merchanthouse and Williams. The vote being five (5) to. three
36 (3) in favor of passage of Ordinance No. 3112-1976.

38 Councilman Cornett moved to suspend the rules and read Ordinance
39 No. 3113-1976 on third reading by title only seconded by
40 Councilman Paust and on unanimous voice vote the motion was
41 carried.

5 AND PROVIDING FOR THE TAKING EFFECT THEREOF.

7 Ordinance No. 3117-1976 was placed on final passage or rejection
8 and on a call of the roll the following was recorded: , Ayes:
9 Ahaus, Carter, Cornett, Merchanthouse, Mills and Paust. Noes:
10 Elstro'and Williams. The vote being six (6) to two (2) in
11 favor of passage of Ordinance No. 3117-1976.

13 Councilman Ahaus moved to have the next regular Council meeting
14 on Tuesday, September 7, 1976 in lieu of Monday, September 6
15 which is Labor Day, seconded by Councilman Cornett and on
16 unanimous voice vote the motion was carried.

18 There being no further business on motion duly made, seconded
19 and passed the meeting was adjourned.
