HomeMy Public PortalAbout08-16-1976 149 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 16, 1976 111 1 The Common Council of the City of Richmond, Indiana met in 2 regular session August 16, 1976 at the hour of 7: 30 P.M. in the 3 Council Chambers in the Municipal Building in said City. Presi- 4 dent Mills presided with the following members present: Messrs. 5 - Ahaus, Austerman, Carter, Cornett, Elstro, Merchanthouse, Paust 6 and Williams. Absent: None. The following business was had, 7 to-wit: 8 9 Councilman Elstro led devotions. 10 11 Councilman Williams moved to approve the minutes of the last 12 regular meeting, seconded by Councilman Paust and on unanimous 13 voice vote the motion was carried. 14 15 The Clerk read Resolution No. 18-1976 - A RESOLUTION REGARDING 16 CONVEYANCE OF FIREHOUSE NO. 4 IN THE CITY OF RICHMOND, INDIANA. 17 18 . Councilman Carter moved to approve Resolution No. 18-1976 , 19 seconded by Councilman Paust and on unanimous voice vote the 20 motion was carried. 21 22 Councilman Paust requested Mr. Webb, City Engineer, set up a 23 meeting to discuss the skywalks under construction , the problems 24 finishing up this project and the heating and cooling• problems 25 with them. . 26 27 Councilman Ahaus reported the Computer Task Force Committee will 28 be meeting this week and will present a preliminary, report to 29 Counci-l --at-thei•_r first meeting in September. 30 31 ' Councilman Merchanthouse moved to suspend the rules and read on 32 first- .reading by title only Ordinance No. 3124-1976, seconded 33 by Councilman Paust and on unanimous voice vote the motion was 34 carried. 35 36 The Clerk read on first reading by title only Ordinance No. 3124- 37 1976 - AN ORDINANCE AMENDING ORDINANCE NO. 2325-1:968: COMMONLY 38 KNOWN AS. The 13 vote being eight (8) to one (1) against the motion. 14 15 Councilman Ahaus moved to reduce Telephone and Telegraph from $350 16 to $200, seconded by Councilman Austerman and on a call of the roll 17 the following was recorded: Ayes: Ahaus , Austerman , Carter, 18 Merchanthouse and Paust. Noes: ' Cornett, Elstro, Mills and Williams. 19 The vote being five (5) to four (4) in favor of the motion. 20 21 Councilman Ahaus moved to reduce Promoti on. of City of Richmond from 22 $3,500 to $2 ,500, seconded by Councilman Austerman and on a call 23 of the roll the following was recorded: Ayes: Ahaus , Austerman , 24 Carter, Elstro, Merchanthouse and Williams. Noes: Cornett, Mills 25 and Paust. The vote being six (6) to three (3) in favor of the 26 motion. 27 28 The following amendments were proposed under CITY CONTROLLER's 29 OFFICE: 30 31 Councilman Merchanthouse moved to remove the Salary - Computer 32 Programme.r of $10,300, seconded by Councilman Elstro and on a call 33 of the roll the following was recorded: Ayes: ' Carter, Cornett, 34 Elstro, Merchanthouse, Mills and Williams. Noes: Ahaus , Austerman 35 and Paust. The vote being six (6) to three (3) in favor of the 36 -motion. 37 38 Councilman Austerman moved to reduce Stationery and Printing from 39 . $1 ,500 to $1 ,000 , seconded by Councilman Ahaus and on a call of the 40 roll the following was recorded: Ayes: Ahaus , Austerman , Carter;. 41 and Elstro.
