SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, JULY 26 , 1976
I. The Common Council of the City of Richmond, Indiana, met in special session
2 July 26, 1976 at the hour of 6::30 P.M. in the Council Chambers in the
3 Municipal Building 'in said City-. President Mills presided with the followirg
4 members present: Messrs. Ahaus, Austerman , Cornett, Elstro, Merchanthouse
5 Paust and Williams. The following business was had, to-wit:

7 The Meeting was started with a moment of silent prayer.

9. This special meeting was. called to discuss and act upon Ordinance No. 3111
10 1976 - AN ORDINANCE FIXING SALARIES FOR APPOINTED OFFICERS AND EMPLOYEES OF
11 THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1 , 1977
- 12 AND ENDING DECEMBER 31 , 1977 AND APPROVING THE ADDITIONAL COMPENSATION TO
13 CERTAIN APPOINTED OFFICIALS OF THE CITY, OTHER THAN GOVERNMENTAL, WHO
14 PERFORM SERVICES FOR THE CITY,, WHICH SER.VI.CES ARE CONNECTED WITH THE OPERA-
15 TION OF MUNICIPALLY-OWNED UTI:uTY OR FUNCTIONS.

17 Council held an open public meeting in executive session before the ordinance
18 was placed on second reading. Discussion was held on Department of Finance,
19 Department of Community Development, Civil' City Engineer, Board of Public
20 * Works and Safety, an explanation and change in the Police Department, and
21 Municipal Airport.

23 The Clerk. read on 2nd reading Ordinance No. 3111-1976.

25 Councilman Paust moved to. amend-the Ordinance under Police Department from
III 26 Secretary to Traffic to Office Manager and from Clerk Typist - Records to
27 Secretary to Traffic, -seconded by Councilman Merchanthouse and on unanimous •
28 voice vote the motion was carried.

30 Speaking for the Municipal Airport part of the Ordinance was: Mr. Robert
31 Brooks, 2715 Northmont Blvd. President of the Board of Aviation Commission
32 who also presented a "brief" to the Council members.

34 Those speaking against the Municipal Airport part of the Ordinance were:
35 Dr. Robert Carnes, 2401 N. -W. "BP`,, Mr. Al Slicer, Brookville, Ind. , Mr.
36 Wilmer Stoflet, 503 Timothy Dr. , Dr. Gerald Morris, 112 So.. 7th. St. , Mrs.
37 Marlene Beard, 120 Hayes Road, and Mr. David Hoff, 2501 S. E. Parkway.

39 Speaking on the Ordinance as a whole was Mr. Jim Wiechman, Director of the
40 Tax Research Bureau of Wayne County. '

. 42 Councilman Merchanthouse moved to amend to remove the Computer Programmer
43 from the Department of Finance, seconded by Councilman Williams and on a
44 . call of the roll the following was recorded: . Ayes: .Austerman, Elstro,
- 45 Merchanthouse and Williams. Noes: Ahaus , Cornett, Mills and Paust. The •
46 vote being four (4) to four (4) irnh-favorfoftpassage-whi-chrndefeated this motion.

. 48 -Councilman Austerman moved to amend to add one (1) Draftman at $9160 to the
49 Department of Community Development and to delete the same from Civil .City
50 Engineer, seconded by Councilman Ahaus and on a call of the roll the following
III 51 was recorded: Ayes: Ahaus , Austerman. Noes: Cornett, Elstro, Merchant-
52 house, Mills , Paust and Williams. The vote being two (2) to six (6) in
53 . favor of passage which defeated this motion.

55 Councilman, Ahaus moved to amend to seven percent (7%) less total salary for
56 two (2) of the three (3) Deputy Directors in the Department of Community
57 Development making them all $14,545.00, secon'd'ed by Councilman Williams.
58 Councilman Williams then withdrew his second and the motion died for lack
59 of a second.

1 Councilman Merchanthouse moved to amend to cut out the Assistant Deputy
. 2 •Directors from Department of Community Development, seconded by Councilman
3 Elstro and on a call of the roll the following was recorded: Ayes: Elstro,
4 . Merchanthouse. Noes: Ahaus, Austerman , Cornett, Mills, Paust and Williams.
5 The vote being two (2) to six (6) in favor of passage •which defeated this
6 motion.

• 8 Councilman Merchanthouse moved to amend to• cut from the •Ci.vil City Enginee
9 three (3) Draftsmen and one (1) Chairman , seconded by Councilman Elstro and

11 . Merchanthouse and Williams. Noes: Ahaus ; Cornett, Mills and Paust. The

• 14 Councilman Elstro moved to amend the Airport Manager and secretary be the
15 same wage as last year which was $5200. for the Manager and $600 for the
16 secretary, seconded by Councilman Austerman. 'Councilman Elstro -then amend-
17 ed this motion for a seven percent (7%) increase for the manager or $5565. ,
18 seconded by Councilman Austerman and on a call of the roll the following
.19 was. recorded: Ayes: ....Austerman, .Cornett, Elstro, Merchanthouse., Mills and
20 Williams. Noes: Ahaus and Paust. The vote being six (6) to two (2) •in
21 , favor of this motion.

23 Councilman Cornett moved for engrossment of Ordinance No. 3111-1976 ,
24 seconded by Councilman Merchanthouse and on unanimous voice vote the motion
25 was carried.

27 Councilman Cornett moved for suspension of the rules and move"Ordinance No.
28 3111-1976 to third. reading in the amended version by title. only, seconded
29 - by- Councilman Merchanthouse and on unanimous voi ce vote the motion was
30 carried. •

34 Ordinance No. 3111-1976 .was placed on final passage or rejection and on a
35 call of the roll the -following was recorded: Ayes: Ahaus, Austerman ,
36 Cornett, Elstro, Merchanthouse, Mills., Paust and Williams. Noes: None.
37 The vote being eight (.8) to zero (0)• in favor of passage •of Ordinance No.
38 3111-1976. .

40 There. being no further business on motion duly made, seconded'-and passed
41 the meeting was adjourned. -
