HomeMy Public PortalAbout07-19-1976 135 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY' OF RECHMQND, INDIANA, JULY' 19 ; 1976 1 The Common [council of the City of Richmond, Indiana, met in regular session 2 July 19, 1976 at the hour of 7::30 P.M. in the Council Chambers in the 3 Municipal Building in said City. President Mills presided with the 4 following members present:: Messrs. Ahaus, Austerman , Carter, Elstro, Paust 5 and Williams. Absents Messrs. Cornett and Merchanthouse. The following 6 . business was had, to-wit: 7 8 Councilman Carter gave devotions. ;9 10 Councilman Williams moved 'to approve the minutes of the previous meeting, 11 seconded by Councilman Paust and on unanimous voice vote the motion was 12 . carried. 13 14 The Clerk read Resolution No. 17-1976 - A RESOLUTION REGARDING ELIMINATION, 15 ADDITION OF CERTAIN POSITIONS OF THE POLICE DEPARTMENT AND ESTABLISHING 16 SALARIES THEREOF IN THE CITY OF RICHMOND, INDIANA. 17 18 Speaking for and explaining this resolution was'. Chief of Police Charles 19 Chris. 20 21 Councilman Paust moved for adoption of Resolution No. 17-1976, seconded by 22 Councilman Elstro and on -unanimous voice vote the motion was carried. 23 24 Mayor Clifford Dickman announced he will make the following recommendations 25 for items to be put into effect and monies approved for these requests at 26 the next. regular Council meeting: 27 $60,000.00 for the Department of Transportation III 28 50,000.00 for additional drainage' at Richmond Municipal 29 Atrport 30 7,000.00 for a 'new furnace. at SWAC House ' 31 6,000.00 for additi'onal .equi'pment at the Park Department 32 33 The Board of Works reported to Council that the Traffic Division looked 34 into the speed, .limit on So. "E" at 27th Street and feel 30 MPH is adequate. 35 - 35 City Engineer George- Webb reported the project on No. 18th and "J" is not 37 completed. The engineer doing the project will inform the City Engineer 38 before the project is released and accepted. 39 - . 40 Councilman Williams stated that trash had not been picked up in the 300 41 block of No. 9th between "B" and "C" since June 26. 42 43 Mr. Oxendi:ne, 405 So. 9th, brought to the attention of the Board the dire '44 condition of the property adjoining him at 409 So. 9th. The property has 45 not been occupied since 1968. Building Commissioner Charles Roberts re- 46 ported on the status of the property, stating in part that the property 47 was inspected and condemned in August of 1968. It was then sold to Richard - 48 Smith for remodeling. Nothing has been completed and the property is deter- 49 = : orating. City. Attorney Robert Reinke will look into the problem. II 53 54 Councilman Elstro, . Chairman-of Public Works &.Sanitation Committee, re- 55 ported his committee is not in agreement. 56 . 57 Speaking against this Ordinance were Annabel Davis , 2520 W. Main and 5.8 Eleanor Statzer, 1411 So. "J". 59 60 Speaking for this Ordinance was Bing Welch, a member of the Sanitation 61 Board.
