HomeMy Public PortalAbout07-06-1976 i29 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 6, 1976 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session July 6, 1976 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Mills presided with 4 the following members present: Messrs. Ahaus, Austerman, Carter, Cornett, 5 Elstro, Merchanthouse, Paust and Williams. Absent: None. The following 6 business was had, to-wit: 7 Councilman Austerman gave devotions. 9 10 Councilman Austerman reported he was absent from the previous meeting due 11 to out-of-town business. 12 13 Councilman Williams moved to approve the minutes of the previous meeting, 14 seconded by Councilman Paust and on unanimous voice vote the motion was 15 carried. 16 17 Mayor Clifford Dickman thanked the members of Council for being present 18 at the Bicentennial presentation held at the City Building earlier in 19 the evening. 20 21 Controller Donald Meredith, representing the Board of Public Works & 22 Safety, replied to Councilman Carter's inquiry as to the need for a four- 23 : way stop on the 20th Street bridge. Captain Scott Loper of Traffic 24 reports that the project has not yet been completed. The project should 25 be completed and have a trial basis for several months. The.expected 26 completion date is September 30, 1976. 27 28 Councilman Merchanthouse stated he hoped the recent request for free 29 parking for Court House employees would not be seriously considered. He 30 did sumest more parking be made available on a rental basis. 31 32 Councilman Austerman stated he feels the thirty (30) mile speed limit on 33 South "E" at 27th Street, which is a curve, is too fast. 34 35 Councilman Williams inquired of the City Engineer about the completion of 36'_ the catch basins at North ]8th and "J". He stated the water is not running 37 into the basin on either side as they are too far back. He recommended a 38 letter be sent to Jacobs & Maze to get this straingtened out. Mr. Webb 39 stated he drove down there after a three inch (3") rain and they seemed to 40 be working adequately. Mr. Reinke stated that this situation will be 41 reported to the proper department. 42 43 Councilman Elstro noted there will be a Street Light Committee meeting on 44 July 15, 1976 at RP&L. He suggested Mr. Charles Roberts, Bureau of 45 Buildings, make suggestions for the committee on Building Trade Ordinance. 46 47 Mrs. Gay Hubbel told Council what a fine job Mr. Robert Smock has done 48 with CETA. She reminded members that this project is funded to the last 49 of January, 1977. 50 51 Councilmen Ahaus and Merchanthouse reported on the Computer Task Force 52 Committee which is composed of Tom Webb, Bob Eden, Roland Robbins, Dave 53 Runyon and Dave Herbst. They have met and it is gratifying to see this 54 group of people going about their assignment in such a proper and excellent 55 way. 56 57 Councilman Cornett moved to suspend the rules and read on first reading by 58 title only Ordinance No. 3091-1976, seconded by. Councilman Paust and on 59 unanimous voice vote the motion was carried. 60 61 The Clerk read on first reading by title only Ordinance No. 3091-1976 - AN 62 ORDINANCE ESTABLISHING THE MAXIMUM SIZE, WEIGHT AND TYPE OF VEHICTES WHICH 130 Common-.Council Minutes Cont'd July 6, 1976 Page 2 1 MAY USE THE MUNICIPAL PARKING FACILITY COMMONLY KNOWN AS THE DOWNTOWN 2 PARKING GARAGE AND ESTABLISHING REGULATIONS FOR THE USE OF SAID DOWNTOWN 3 PARKING GARAGE AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. 4 5 President Mills announced this Ordinance will be assigned to the Public 6 Safety Committee for "study and recommendation. 7 8 Councilman Cornett moved to suspend the rules and read on first reading by 9 title only Ordinance No. 3092-1976, seconded by Councilman Elstro and on 10 unanimous voice vote the motion was carried. 11 12 The Clerk read on first reading by title only Ordinance No. 3092-1976 - 13 AN ORDINANCE TO AMEND ORDINANCE NO. 2432-1969, COMMONLY KNOWN AS THE 14 GARBAGE AND RUBBISH CONTROL ORDINANCE OF THE CITY OF RICHMOND, INDIANA. 15 16 President Mills announced this Ordinance will be assigned to the Public 17 Works and Sanitation Committee for study and recommendation. 18 19 Councilman Cornett moved to suspend the rules and read on first reading by 20 title only Ordinance No. 3093-1976, seconded by Councilman Elstro and on 21 unanimous voice vote the motion was carried. 22 23 The Clerk read on first reading by title only Ordinance No. 3093-1976 - AN 24 ORDINANCE TO APPROPRIATE THIRTY THOUSAND DOLLARS ($30,000.00) JHOM THE 25 FEDERAL REVENUE SHARING TRUST FOR CERTAIN ORDINARY AND NECESSARY MAINTENANCE 26 AND OPERATING EXPENDITURES AS AUTHORIZED BY THE LAWS OF THE STATE OF INDIAN, 27 AND BY TEE ORDINANCES OF THE CITY OF RICHMOND, INDIANA. 28 29 President Mills announced this Ordinance will be assigned to the Trans- 30 portation Committee for study and recommendation, and has to be advertised. 31 32 Councilman Elstro moved to suspend the rules and read on first reading by 33 title only Ordinance No. 3094-1976, seconded by Councilman Williams and on 34 unanimous voice vote the motion was carried. 35 36 The Clerk read on first reading by title only Ordinance No. 3094-1976 - AN 37 ORDINANCE TO APPROPRILLE EIGHT THOUSAND THREE HUNDRED SEVENTY DOLLARS 38 ($8,370.00) ±HOM TIE LOCAL ROAD AND STREET FUND FOR R&S PROJECT NO. 15. 39 40 President Mills announced this Ordinance has to be advertised. 41 42 Councilman Ahaus moved to suspend the rules and read on first reading by 43 title only Ordinance No. 3095-1976, seconded by Councilman Austerman and 44 on unanimous voice vote the motion was carried. 45 46 The Clerk read on first reading by title only Ordinance No. 3095-1976 - AN 47 ORDINANCE TO APPROPRIA'1'L NINE HUNDRED THIRTY DOLLARS ($930.00) FROM 48 CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) . 49 50 President Mills announced this Ordinance has to be advertised. 51 52 Councilman Ahaus moved to suspend the rules and read on first reading by 53 title only Ordinance No. 3096-1976, seconded by Councilman Carter and on 54 unanimous voice vote the motion was carried. 55 56 The Clerk read on first reading by title only Ordinance No. 3096-1976 - AN 57 ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND, CONTROLLER'S BUDGET, THE 58 SUM OF FOUR. The vote being nine (9) to zero (0) in favor of passage of Ordinance 20 No. 3103-1976. 21 22 As Ordinance No. 3104-1976 was a duplication of Ordinance No. 3098-1976, 23 Councilman Paust moved to strike Ordinance No. 3104-1976, seconded by Council- 24 man Carter and on unanimous voice vote the motion was carried. 25 26 Councilman Paust moved to suspend the rules and read on first reading by 27 title only Ordinance No. 3105-1976, seconded by Councilman Cornett and 28 on unanimous voice vote the motion was carried. 29 30 The Clerk read on first reading by title only Ordinance No. 3105-1976 - AN 31 ORDINANCE TO APPROPRIATE THREE THOUSAND FIVE HUNDRED DOLLARS ($3,500.00) 32 FROM CUMULATIVE CAPl'I'AL IMPROVEMENT FUND (CIGARE'rI TAX) . 33 34 President Mills announced this Ordinance has to be advertised. 35 36 President Mills stated Ordinance No. 3084-1976 will remain on the table for 38 further study and recommendation of the Task Force Committee. 489 9 The Clerk read on second reading Ordinance No. 3087-1976 - AN ORDINANCE 41 AMENDING ORDINANCE NO. 2518-1971, AN ORDINANCE AUTHORIZING A DEVELOPMENT UNIT PROJECT, IN ACCORDANCE.WITH ARTICT,FS 45 AND 48 OR ORDINANCE NO. 2325- 42 1968, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA. 44 Mr. Dale Jacobs, representing builder Charles Miles, explained Ordinance 45 46 No. 3087-1976. 47 Councilman Merchanthouse moved for engrossment of Ordinance No. 3087-1976, 48 seconded by Councilman Paust and on unanimous voice vote the motion was 49 carried. 50 51 Councilman Merhanthouse moved for suspension of the rules and place Ordin- 52 ance No. 3087-1976 on third reading by title only, seconded by Councilman 53 Paust and on unanimous voice vote the motion was carried. 54 55 The Clerk read on third reading by title only Ordinance No. 3087-1976. 56 57 Ordinance No. 3087-1976 was placed on final passage or rejection and on a 58 call of the roll the following was recorded: Ayes: Ahaus, Austerman, 59 Carter, Cornett, Elstro, Merchanthouse, Mills, Paust and Williams.
