PROCEEDINGS OF THE COMMON COUNCIL OF THE
CETY' OF RI'CHMOND, INDIANA, JUNE 17, 1976
- 1 The Common Council of the City of Richmond, Indiana, met in regular
2_ - session June 17, 197G, at the hour of7:30 p.m. in the Council
3_ Chambers in the Muni'ci:p.al Building in said City. President Mills
4 presided with the following members present: Messrs. Ahaus', Carter,
5 Cornett, Elstro, Me.rchanthouse, Paust and Williams. Absent: Messr.
6 Austerman. The following business was had, to-wilt:

8 Councilman Ah.aus gave, devotions.

10 Councilman Ahaus reported he was absent from the previous meeting
11 due to attending the American Public Power Conference and vacation ,
12 Councilman Cornett was absent due. to business and Councilman
13 Merchanth.ouse was absent due to vacation.

15 Mr. Williams: moved to approve the minutes of the previous meeting,
16 seconded by Councilman Elstro and on unanimous voice vote the
17 motion was.: carried.

19 Councilman Elstro reported to the Board of Works of weeds at 924
20 So. 4th, sa ri'ng that there is a prospective buyer for the property

22 23 Councilman Carter reported a manhole on So. 21st between "A" and
2.4 '-B"° should be built up. He also recommended a traffic study on
25 four (4) .wax' stops, using as an example th.e new one located at
26 ,the new 2.0th. Street Bridge. .

28 Councilman Williams reporte.d a hole in the highway on North 9th
29 in front of Hooks Drug Store, requesting if we could get the State
30 ;to fi`1l. in the hole there and the ones on the bridge.

32 .,Councilman Williams stated for the record that he attended a
33 Community Development meeting a couple of weeks ago At this
34 meeting, he heard a proposal to present to the people at this time
35 that Revenue. Sharing Funds should be used in the community where
36 Community Developments Funds are not used. There are twelve (12)
37 areas where this could be used. He suggested Catalpa Drive drain-
38 age problem and Sylvan Nook. Drive to straighten out a 'curve.

40 Councilman Williams noted that since the new administration took
41 office on January 1 , he has waived politics trying to work for the
42 good of .the, community. Not true of .our local newspaper. The Demo-
43 crat members do not appear in the newspaper. He was elected by
44 the people in the 2nd District, being chosen their representative
45 on ch.aracte.r not on the color of skin. He stated we have a one-
46 sided newspaper.

48 Councilman Carter stated he attended the Park Department Board meet-
49 ing and soon they would present the remodeling and updating of the
50 South. Se,ve.nth. Street Qark.

52 Councilman Ahaus reminded Council of their invitation for an
53 informal gathering at the airport Thursday.

55. Councilman Cornett moved to suspend the rules and read on first
56 reading by title only Ordinance No. 3090-1976, seconded by Council-
57 man Williams' and on unanimous voice vote the motion was carried.

59 The. Clerk, read on first reading by title only Ordinance No. 3090-
60 1976 AN ORDINANCE: TO AMEND ORDINANCE NO. 2432-1969, COMMONLY

2 this ordinance in two (2) weeks..

4 Speaking for this ordinance was Clem Swissler, Manager of
5 Earlham Cemetery.

7 Councilman Paust moved to strike. Ordinance No. 3090-1976,
8 seconded by Councilman Elstro and on a call of the roll the
9 following was recorded: Ayes: Cornett, Elstro, Merchanthouse ,
10 Paust and.Wi:lliams. Noes: Ahaus , Carter and Mills.. The vote
11 being five (5) to three (3) to strike. Ordinance No. 3090-
12 1976.

15 ORDINANCE::TO APPROPRIATE NINETY: THOUSAND. DOLLARS ($90,000.00)
16 FROM THE FEDERAL REVENUE SHARING TRUST FUND, FOR CERTAIN
17 QRDINARY' AND NECESSARY MAINTENANCE AND OPERATING EXPENDITURES
18 AND FOR CERTAIN ORDINARY AND NECESSARY CAPITAL EXPENDITURES
19 AS AUTHORIZED BY THE LARS OF. THE STATE OF INDIANA AND BY THE
20 ORDINANCES OF THE CITY OF RICHMOND, INDIANA.

22 Councilman Williams moved to table Ordinance No. . 3084-1976 ,
23 seconded by Councilman Paust and on unanimous voice vote.
24 the motion Os carried.. President Mills will appoint a Task
III 27 Force Commi,`ttee to study this ordinance, which will "include

27 Counci`lman Me.rchanthouse. and Councilman Ahaus.
28 The Clerk read on second reading Ordinance No. 3086-1976 -
29 AN ORDINANCE TO APPROPRIATE NINETY THOUSAND DOLLARS ($90,000.00)
30 FROM THE FEDERAL REVENUE SHARING TRUST FUND FOR CERTAIN
31 ORDINARY AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY

35 Councilman Paust moved to accept and file proof of publication ,
36 _ . ,. - of Ordinance. No. 3086-1976, seconded by Councilman Elstro
37 and on unanimous- voice vote the motion was carried.

39- Councilmen Elstro moved for engrossment of Ordinance No.
40 3086-1976, seconded by Councilman- Cornett and on unanimous
41 voice vote the motion was carried]

43 Councilman Elstro moved to suspend the rules and place
44 Ordinance No. 3086-1976 on third and final reading by title
45 only, seconded by Councilman Paust-and -on unanimous voice vote
46 the motion was carried.

48 The Clerk read .on -third reading by title only Ordinance No.

51 Ordinance No. 3086-1976 was placed on final passage or rejec--
52 ti:on and on a call of the roll the following was recorded:
53 Ayes: Ahaus, Carter, Cornett, Elstro, Merchanthouse, Mills ,
54 Paust and Williams. Noes: None. The vote being eight (8) to
55 zero (0) in favor of passage of Ordinance No. 3086-1976.

1 The Clerk read a letter from Robert B. Goodwin , Director of the
2 Department of City Planning regarding Ordinance No. 3074-1976,
3 stating the reqeust of William and Lois Burcham, 1425 National Road
4 West, request rezoning from C-1 to C-2, has been withdrawn at their
5 request.

7 Councilman Elstro moved to strike Ordinance No. 3074-1976, secon-
8 ded by Councilman Paust and on unanimous voice vote the motion
9 was carried.

11 Councilman Merchanthouse moved to change the date of the next
12 Council meeting to Tuesday, July 6, 1976, instead of Monday, July
13 5, seconded by Councilman Paust and on unanimous voice vote the
14 motion was carried.

16 There being no further business, on motion duly made, seconded
17 and passed, the meeting was adjourned.
