President Mills 4 • presided with the following members present: Messrs. Austerman , 5 ' Carter, Elstoo, Paust and Williams. Absent: Messrs. Ahaus, Cornett 6 and Merchanthouse. The following -business was had, to wit: 7 8 Councilman Mills gave. devotions. 9 10 • Coun ci'lman .Wi:1 l i;ams moved to approve the. minutes of the previous . 11 meeting, seconded by Councilman Paust and on unanimous voice vote the • 12 motion was carried. 13 14 Mr. Robert Reinke reported from the.. Board of Works on a request from 15 Council to the. Board to write. to the Firefighters organization request- 16 ing certain- changes in the agreement between the. Firefighters and the 17 • City. Mr. Reinke, sent a letter on April 13, requesting communication 18 • personnel be excluded from the. organization and Firefighters work • 19 additional hours. Re was informed the Executive. Committee was going to 20 - meet and we would get a response soon. Re received a letter May 5th, 21 which. died not answer his request. On May 11 th, Mr. Reinke wrote a 22 letter swing that hits questions had not been answered. 'A meeting 23 was held on May 2Qth. at which. their response was that they declined 24 to do eiihe.r. Mr. Reinke sent a letter to them on May 25th confi'rm- 25 ing he would respond with: their decision to Council . - • 26 11/ 27 President Mills thanked the. E.ngi;neer and the Board of Works for the 28 fine job. they did at the Raffle Rouse. 29 • 30 In answer to a question by Councilman Williams on weed cutting pro- 31 gram, Mr. Reinke stated that it is being handled by the Bureau of 32. Bui;l di''ngs.- Lots owned by Community Development and City lots are 33 •cut. by Community Development.. Owners of vacant lots should 34 be contacted. concerning weeds on these lots. 35 . 36 ' Councilman Elstro reported that the old fire station on South 9th 37 and is getting in worse condition. -He inquired about the 38 ' present possibilities of selling the building. .Mr.-Meredith stated 39 that it had been listed and the City had received an offer tb 40. purchase which was not acceptable. There had been some concern that 41 the. State Ritghway might want the. property; however, the response . 42 from the State is that they are not interested. The property is 43 now listed with Otto Realty who had recommended not tearing down 44 the building. The selling will be subject- to leaving a monument 45 located there intact in that location. 46. • 47 Councilman Paust announced the Public Safety Committee will meet 48 ..Wednesday, June 16th at 7:30 p.m. to discuss the crime lab for the • • 49 Police Department. 50 . 51 Councilman Elstro; Public Works and Sanitation Committee, questioned - ". ' 52 not having trash. pick-up in lieu of not having this on Mondays 53 which are legal holidays. Re stated that there were 64 employees 54 at the Sanitation Department in January of 1976 not' counting land . 55 fill . Now counting land fill there are 78 or 79 people and that • 56 _last year's. budget should have enough money to cover.- pick-up for . • 57 these days. Mr. Longer of 'the Sanitation Department stated there 58 . were 67 people employed as- of January 1 , 1976 and the budget was 59 cut .for this year. He will give a' report to the Committee of the Whole 2. CITY OR RICHMOND, INDIANA. 14 15 President Mills announced this ordinance has to be advertised. 16 17 Councilman E:lstro moved to suspend the rules and read on first reading 18 by title only Ordinance No. 3087-1976, seconded by Councilman.. 19 Williams and on unanimous voice vote the motion was carried. 2Q 21 The Clerk, read on first reading, by title. only,, Ordinance .No. 3087- 22 1976 - AN ORDINANCE: AMENDING ORDINANCE NO. 2518-1971 , AN ORDIaNANCE 23 AUTHORIIZTNG A DEVELOPMENT UNIT PROJECT, I:N ACCORDANCE: WITH ARTICLES 24 4 .AND 48 OR ORDINANCE: NO. 2325-1968, COMMONLY KNOWN AS THE ZONING 2.5 ORDINANCE: OF THE CITY' OF RICHMOND, INDIANA. 26 27 President Mills announced this ordinance will be referred to the 28 Plan Commission. 111 29 30 Councilman Elstro moved to suspend the rules and read, on first read- 31 i'ng by, title. only Ordinance. No. 3088-1976, seconded- by Councilman 32 Austerman and on unanimous voice vote the motion was carried. 33 34 The.
