PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RI:CHMOND, I:NDIANA, MAY 17, 1976
1 The Common Council of the City. of Richmond, Indiana, met in regular
2 session May 17, 1976, at the hour of 7:30 p.m. in the Council Cham-
3 bers in the Municipal Building in said City. President Mills pre-
4 sided with the following members present: Messrs. Ahaus , Austerman ,
5 Carter, Cornett, Elstro, Merchanthouse, Paust and Williams. Absent:
6 None. The following business was had, to-wit::

8 Councilman il l rams• gave. devotions. .

1G Councilman Williams moved,. to approve the minutes with amended correc-
11 tions cited by Councilman Carter, seconded by Councilman Cornett and
12 on unanimous voice vote the motion was carried.

14 Mayor Clifford Dickman noted that approval from HUD had been received
15 for CD funds for the second year of 1 .4 million dollars.

19 . Councilman Merchanthouse received a complaint from a resident re-
20 garding Cable TV. The Cable to this, residence had been unhooked.
21 He suggested to the Board 'of Works that they should contact Cable
22 advising them that a more thorough investigation should be conducted
23 before- issuing a letter of this type.

25 In answer to Councilman El stro`s inquiry as to why the second lowest
26 bidder was awarded the South 16th Street Basin project , City Engi:-
27 neer, George Webb reported that the bids were taken on December 18,
III 28 1975. The low. bid was awardedkon December 30, 1975, with a minimum
29 guaranteed time of thirty (30) days'. On January 9, the State ,turned
30 down the first application and at that time , it was felt a contract
31 could not be signed. The basin was approved February 23, 1976, at
32 whi•ch time: plans were put together and when everything was ready,
33 the low,;` bidder was informed and he did not want the contract at the
34 hid price. F[e WAS asking $30,000 additional . The City contacted
35 the second lowest bidder, who agreed to do the work at his bid price.
36 This bi'd was accepted due to th.e cost of re-bidding and time factor
37 in re-bidding. Th.ts is a 150 day contract.

39 Mr. Webb reported h.e contacted the owner of the Waffle House and
40 they are going to erect a decorative stone wall , complete the drive-
41 way and patch the alley.

43 Mr. Meredith reported that he and the Mayor have sent out letters
44 attaching ,a summary of the Revenue Sharing Funds that are available
45 at the present time and a brief summary of requests by various de-
46 partments. He added to this list a storage area fo.r City Building
47 equipment of $70,000.00.

49 City Attorney, Robert Reinke commented on the recent newspaper
50 article referring to him in the recent investigation by Prosecuting
51 Attorney's Office. He wanted Council and the citizens to know that
II 52 he is not or never was an officer of a firm involved in the investi-

54 gati:on.
55 The Building Trade Union met with Council and asked them to look in-
56 to an ordinance from New Castle. This matter will be turned over to
57 the. Public Works and Sanitation Committee who will study the .ordi-
58 nance and will give a recommendation to Council. . . The City Attorney
59 will then draft an appropriate ordinance.
