PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, I:NDIANA, APRI:L 19, 1976
1 The Common Council of the City of Richmond, Indiana, met in
III 2 regular session April :19, 1976, at the hour of 7:30 p.m. in
3 the Council Chambers in the Municipal Building in said City.
4 President Mills presided with the following members present:
5 Messrs. Ahaus, Austerman , Carter, Cornett, Elstro, Merchant-
& house., Paust and Williams. Absent: None. The following
7 business was had, to-wit:

9 Councilman Carter said he was on vacation at the two previous
1O meetings.

12 Councilman Merchanthouse moved to approve the minutes of the
13 previous meeting, with an amendment to lineh.l0, page 3,
14 seconded by Councilman Carter and on unanimous voice vote the
. 15 motion was carried.

17 The. Clerk read Resolution No. 14-1976 - A RESOLUTION TO .
18 AUTHORIZE THE. BOARD OF PUBLIC WORKS AND SAFETY TO SELL CERTAIN
19 PERSONAL PROPERTY AFTER PUBLICATION AS REQUIRED BY LAW..

21 Councilman Cornett moved for adoption of Resolution No. 14-
22 1976, seconded by Councilman Williams and on unanimous voice
•
23 vote the motion was. carried.

25 Mr. Don Meredith reported from the Board of Works that the
26 installation on $o. :'..L between 20th and 22nd Streets is
27 completely finished and the south side of the road is graded to
28 permit off-street parking. Mr. Elstro stated the area to be
29 on South 22nd, south of "L" , which will be studied by the Board.

31 Concerning gasoline fumes in area of No. I and H, Mr. Meredith
32 reported that Mrs. Nellie Harris first reported the odor on
33 March 29 and on March 30 the Fire Department checked and found
34 gasoline odor in the sewer with the explosion reading very low.
35 The sewers were flushed four (4) times after this date. Joe
36 Barker, owner of a filling station in this area was contacted
37 and he had already pumped out one tank and had discontinued
38 this tank. This tank was re-lined and the other two (2) tanks
39 there will be re-lined. Mrs. Harris reported there has been
. 40 no odor since April 9.

42 Councilman Williams requested the City Engineer to check the
43 south corner of No. 18th and "J". .

45 Councilman Cornett asked if anything was being done to check
46 mosquito growth. Mr. George Webb reported he had contacted
47 Bob Clark, Soil Conservation and State Engineer, Bob Wiwi.
48 They are all in agreement that the size of tile used in basin
49 has been checked and is proper. Mrs. Shirley Rodgers , who
50 had contacted Councilman Austerman , has been informed and is
51 completely satisfied.

53 ]n answer to Councilman Ahaus ' inquiry as to the completion of
54 N.W. 5th, Mr. Webb stated the schedule date for completion is
55 July 1 and the ,contractors say they will beat that schedule.

57 Councilman Elstro reported that the Sanitation Department only
58 worked four (4) hours on Good Friday and all of the trash was
59 not picked up. The Sanitation Department had planned to start
60 ' - early enough to pick up all the. trash rather than pay time and
61 a half for working longer hours; however, all the trash did not
62 get picked up. Councilman Elstro requested Mr. Longer of the
63 Sanitation Department attend the next Council meeting.

carried.

36 Councilman Cornett moved to suspend the rules and read on first

38 Councilman Austerman and on unanimous voice vote the motion was

48 President Mills "referred this ordinance to the Committee of the
49 Whole.

51 The Committee of the Whole will meet on April 26 at 6:30, will
52 meet with the Building Trades Union at 7:30 and with the Plan
53 Commission at 8:00. President Mills requested Mr. Meredith
54 attend the meeting to also discuss his Mini Computer.

13 by Councilman Paust and on unanimous voice vote the motion was
14 carried.

42 The vote being eight (8) to one (1 ) in favor of passage of
43 Ordinance No. 3071-1976.
