HomeMy Public PortalAbout03-01-1976 95 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, MARCH 1 , 1976 1 The Common Council of the City of Richmond, Indiana, met in 2 regular session March 1 , 1976 at the hour of 7:30 p.m. in 3 the Council Chambers in the Municipal Building in said City. 4 President Mills presided with the following members present: 5 Messrs. Ahaus , Austerman , Carter, Elstro, Merchanthouse , 6 Paust and Williams. Absent: Cornett. The following 7 business was had, to-wit: 8 9 Councilman Elstro gave devotions. 10 11 Councilman Williams moved to approve the minutes of the • 12 previous meeting, seconded by Councilman Paust and on unani- 13 mous voice vote the motion was carried. 14 15 Councilman Elstro moved Resolution No. 8-1976 - A RESOLUTION 16 REGARDING CONVEYANCE OF REAL ESTATE IN THE CITY OF RICHMOND, 17 INDIANA, be brought on the table, seconded by Councilman Paust 18 and on unanimous voice vote the motion was carried. 19 20 Councilman Ahaus moved Resolution No. 8-1976 be stricken from 21 the records, seconded by Councilman Paust and on unanimous 22 voice vote the motion was carried. 23 24 President Mills announced that Resolution No. T0 will remain 25 . on the table for the disposition of Ordinance No. 3060. 26 27 Mr. Donald Meredith, City Controller reported from the Board 28 of Works that the Board has contacted the Director of the 29 Department of City Planning in regard to the question concern- 30 ing the parking problem around the area of Glazer and Mosey 31 Manufacturing. 32 33 Mr. Meredith read a letter from Director Bob Goodwin , outlin- 34 ing the problems and notifying the Council that the problems 35 are being,;inyestigated. 36 37 38 Councilman Elstro recommended that the old Police Department 39 cruisers be sold individually instead at public auction , as they 40 would bring more money for the City. Mr. Meredith stated that 41 there is a statute which says the only way to dispose of City 42 property is by trade-in or at public auction. 43 44 Councilman Paust brought to the attention of the Board that 45 property on North 10th (old School Administration Building) 46 is a condemned building. It is always in the process of being 47 remodeled. Whoever owns the property should go in and remodel 48 or tear it down or the City should tear it down and put a lien 49 on the property. 50 11/ 51 Councilman Ahaus thanked Mayor Dickman and the Board of Works 52 for their resolution 'authorizing restitution of the 15th Street 53 Park. 54 55 President Mills gave ,a letter to the Board of Works asking im- 56 provement of the end of S.W. 16th Street. 57 58 Councilman Merchanthouse moved to suspend the rules and read by 59 title only Ordinance No. 3062-1976 , seconded by Councilman 60 Elstro and on unanimous voice vote the motion was carried. 96 Common Council Minutes Con t'd March 1, 1976 Page 2 1 The Clerk read on first reading by title only, Ordinance No. 3062- 2 1976 - AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY 3 KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, 4 ADOPTED JUNE 3, 1968. 5 6 President Mills announced that this ordinance will go to the 7 Planning Commission for study and recommendation. 8 9 Councilman Aftaus moved to suspend the rules and read by title only 10 Ordinance No. 3063-1976, seconded by Councilman Williams and on 11 unanimous -voice vote the motion was carried. 12 13 The Clerk read on first reading, by title only, Ordinance No. 14 3063-1976 - AN ORDINANCE TO APPROPRIATE EIGHTEEN THOUSAND DOLLARS 15 ($18,000.00) FROM THE LOCAL ROAD AND STREET FUND FOR R & S NO. 14. 16 17 President Mills announced that this ordinance has to be advertised. 18 19 Councilman Williams moved to suspend the rules and read by title 20 only Ordinance No. 3064-1976 , seconded by Councilman Elstro and 21 on unanimous voice vote the motion was carried. 22 23 The Clerk read on first reading, by title, only, Ordinance No. 24 3064-1976 - AN ORDINANCE TO APPROPRIATE TWO THOUSAND DOLLARS 25 ($2 ,000.00) FROM CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE 26 FUND) . 27 28 President Mills announced that this ordinance has to be advertised. 29 30 Councilman Elstro moved to suspend the rules and read by title 31 only Ordinance No. 3065.1976, seconded by Councilman Williams 32 and on unanimous voice vote the motion was carried. 33 34 . Noes: Ahaus , Austerman , 3 Carter. The vote being eight (8) to zero (0) in favor or 41 passage. 42 43 Councilman Elstro moved to suspend the rules and read on third 44 reading by title only Ordinance No. 3060-1976 , seconded by 45 Councilman Paust and on unanimous voice vote the motion was 46 carried. 47 48 The Clerk read on third reading, by title only, amended Ordi- 49 nance No. 3060-1976. 50 51 Ordinance No. 3060-1976 was placed on final passage or rejec- 52 tion and on a call of the roll the following was recorded: 53 Ayes: Ahaus , Austerman , Merchanthouse , Paust and Williams. 54 Noes: Carter, Elstro and Mills. The vote being five (5) to 55 three (3) in favor of passage. 56 57 Councilman Paust moved to bring Resolution No.' 10 back to be 58 acted upon , seconded by Councilman Merchanthouse and on unanimous 59 voice vote the motion was carried. 98 Common Council Minutes Cont'd March 4, 1976 Page 4 1 Councilman Paust moved to adopt Resolution No. 10, seconded by 2 Mr. Merchanthouse and on a call of the roll the following was 3 recorded. Ayes: Ahaus, Austerman , Merchanthouse, Paust, and 4 Williams. Noes: Carter, Elstro and Mills. The vote being five 5.
