HomeMy Public PortalAbout01-19-1976 85 PROCEEDINGS OF THE COMMON COUNCIL OF THE CM' OF R1;CHMOND, INDI`ANA. %JANUARY' 19, 1976 1 The Common Council of the City of Richmond, .Indiana, met in 2 regular session January 19, 1976 at the hour of 7:30 P.M. in 3 the Council Chambers in the Municipal Building in said City. 4 President Mills presided with the following members present: 5 Messrs. Ahaus , Austerman , Carter, Cornett, Elstro, Merchant- 6 house, Paust and Williams. Absent: None. The following 7 business was had, to-wit: 8 9 Councilman Williams moved to approve the minutes of the 10 previous meeting, seconded by Mr. Cornett and on unanimous 11 voice vote the motion was carried. 12 13 Resolution No. 1-1976 - A RESOLUTION REGARDING CONVEYANCE 14 OF FIREHOUSE NO. 3 IN THE CITY OF RICH{MOND, INDIANA and 15 Resolution No. 3-1976 - A RESOLUTION REGARDING CONVEYANCE 16 OF FIREHOUSE NO.3 IN THE CITY OF RICH:MOND, INDIANA were 17 brought forth for discussion. 18 19 Councilman Williams moved that the Board of Public Works. 20 should receive sealed bids for this conveyance. 21 22 Mr. Reinke speaking for the Board of Works, stated that the 23 Board would meet with the parties and report back to Council . 24 They will have an obligation to tell Council of any addition- 24 al bids but would not recommend taking that sale. 25 III 26 Proper procedure would be to authorize the Board of Works 27 to accept outside offer on a set date. 28 29 Councilman Williams motion died for lack of a second. 30 31 Councilman Paust moved that Resolution Nos. 1-1976 and 3-1976 32 be stricken from the records, seconded by Councilman Cornett 33 and on unanimous voice vote the motion was carried. 34 35 Mr. Matt Nepote, 114 No. 34th Street spoke against this action 36 in behalf of his client, who had presented Resolution No. 1- 37 1976. 38 39 Councilman Paust recommended that a typed copy. of Board of 40 Works procedure be prepared to deal with like matters in the 41 future. 42 43 The Clerk read Resolution No. 4-1976 - A RESOLUTION REGARDING 44 CONVEYANCE OF FIREHOUSE NO. 2 IN THE CITY OF RICHMOND, INDIANA. 45 46 Councilman Carter asked if an appraisal of the property had 47 been made and questioned the expiration date as being passed 48 on the Offer to Purchase. 49 50 Mr. Reinke made the following observations: 51 1 . The price is acceptable to the Board of Works 52 2. The real estate has been on the market for a substantial 53 period of time , October 2, 1975. 54 3. This is the highest offer anyone has made 55 4. There is a potential defect in title of real estate which 56 prospective purchaser is aware of. 57 58 Councilman Merchanthouse moved adoption of Resolution No. 4- 59 1976 with inclusion of legal description of property, seconded 60 by Councilman Austerman and on unanimous roll call vote the 61 motion was carried. 61 62 86 Commgn Council Minutes Cont'd January 19, 1976 Page 2 1 Mayor Dickman asked that the citizens are vandalizing properties up 2 for sale by the City and asked that these citizens respect these 3 properties. The broken windows , etc. , detracts from the property. 4 5 Councilman Merchanthouse asked the .MayoroifAhesalary'-'for"the 6 Deputy.,Dire-etor---of;Communityf-Development is- fundedathrough` CommunitS' 7 Devei.opment: Mayor Dickman=said that-it' istnoW-.inmtheoCommun _ty. 8 budget and will come before Council , hopefully, at the next meeting. 9 There will be no additional monies for this position. 10 11 Councilman Merchanthouse also inquired as to the salary of the 12 Personnel Assistant. Mayor Dickman replied that she is on the city 13 payroll and is being paid $75.00 a week out of the salary alloted 14 for the Secretary of Safety Director. Councilman Merchanthouse 15 asked if her duties are political , to which Mayor Dickman replied 16 that they were none whatsoever. 17 18 Councilman Elstro asked where the funds for a Consultant for the 19 $6,000 contract for preparation for application for a federal grant 20 were coming from. Mayor Dickman stated that they were out of 21 Community Development funds. 22 23 Councilman Elstro also made comment on the 35 hour work week for city 24 employees, to which Mayor Dickman stated that he had done away with 25 coffee breaks. All offices are now open during lunch hour. 26 27 Dr. George Blakey reported on the Bicentennial Committee. The 28 Committee was created in the summer of 1974 by Council . They have 31 29 projects , only 2 of which are commercial ; i.e. , have a price tag: 30 (1) Bicentennial trivet and (2) sketch book of historic sites in 31 Richmond. 32 33 The Committee has received $4,000 from local gifts which has been 34 deposited, to the City Controller. The city has printed stationery, 35 paid phone bill and provided postage. The Controller is disbursing 36. funds. Their secretary is a CETA program employee. 37 38 All of the projects have been local . Any money left over has been 39 earmarked in special trust funds to be divided among the three 40 libraries in town: Morrison-Reeves , Earlham and L.U. East. 41 42 President Mills congratulated Mr. Blakey on a job well done. 43 44 The Clerk read on second reading Ordinance No. 3056-1976. 45 46 Speaking for Ordinance No. 3056-1976 was George Tripp, 101 So. loth 47 Street, attorney for CATV. 48 49 Speaking against the Ordinance was James Duke, 118 Randolph and 50 James Weichman, 412 So. 22nd Street. 51 52 Mr. James Lahey, representing CATV, took the floor and answered 53 many inquiries of various Councilmen. 54 55 Councilman Paust moved for engrossment of Ordinance No. 3056-1976, 56 seconded by Councilman Merchanthouse and on unanimous voice vote the 57 • motion was carried. Common Council Minutes Cont'd January 19, 1976 Page 3 1 Councilman Elstro moved to suspend the rules and read on third 2 reading by title only Ordinance No. 3056-1976, seconded by 3 Councilman Austerman. Councilman Ahaus voted no. 4 5 President Mills announced that Wilbur Thomas' term on the Richmond 6 Economic Development Commission expires January 31 , 1975. 7 8 Councilman Carter moved that Mr. Thomas be reappointed to serve 9 for another term of four years , seconded by Councilman Paust and 10 on unanimous voice vote the motion was carried. 11 12 _There being no further business , on motion duly made , seconded and 13 . passed, the meeting was adjourned. 14 15 Mr. Fred Adelsperger, 117 N.W.
