HomeMy Public PortalAbout12-15-1975 79 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 15, 1975 1 The Cannon Council of the City of Richmond, Indiana, met in regular 2 session December 15, 1975 at the hour of 7:30 P.M. in the Council 3 Chambers in the Municipal Building in said City. President Merchanthouse 4 presided with the following members present: Messrs. Brown, Cornett 5 Elstro, Geier, Hilton, Marino, Mills, Williams. Absent: None. The 6 following business was had to-wit: 7 8 Councilman Williams moved to approve the minutes of the previous meeting, 9 seconded by Councilman Mills and on unanimous voice vote the motion was 10 carried. 11 12 The Clerk read Resolution No. 16-1975 - A RESOLUTION TO TRANSFER WITHIN 13 THE CITY COURT BUDGET THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FROM 14 "SERVICES PERSONAL" (1-12-122) SPECIAL JUDGES TO "SERVICES PERSONAL" 15 (1-12-123) COURT APPOINTED ATTORNEYS. 16 17 Councilman Elstro moved to adopt Resolution No. 16-1975, seconded by 18 Councilman Williams and on unanimous voice vote the motion was carried. 19 20 The Clerk read Resolution No. 17-1975 - A RESOLUTION TO TRANSFER WITHIN 21 THE POLICE DEPARTMENT BUDGET THE SUM OF SIXTY ONE DOLLARS ($61.00) FROM 22 "SUPPLIES" (3-32-321) GASOLINE TO "SUPPLIES" (3-37) OTHER SUPPLIES. 23 24 Councilman Geier moved to adopt Resolution No. 17-1975, seconded by 25 Councilman Mills and on unanimous voice vote the motion was carried. 26 27 Councilman Geier moved to suspend the rules and read Resolution No. 18- 28 1975 by title only, seconded by Councilman Hilton and on unanimous voice 29 vote the motion was carried. 30 31 The Clerk read by title only Resolution No. 18-1975 - A RESOLUTION TO 32 TRANSFER WITHIN THE BOARD OF PUBLIC WORKS & SAFETY BUDGET THE SUM OF 33 SEVEN HUNDRED AND FIFTY DOLLARS ($750.00) FROM "SERVICES CONTRACTUAL" 34 (2-22-221b) ELECTRIC CURRENT STREET LIGHTING EXTENSIONS ($186.86) , FROM 35 :SERVICES CONTRACTUAL" (2-21-213) TRAVELING EXPENSES ($270.36) AND 36 FROM "SERVICES CONTRACTUAL" (2-22-224) WATER ($292.78) TO "SERVICES 37 CONTRACTUAL'.' ($590.00) AND TO 38 "SERVICES CONTRACTUAL (2-21-214) TELEPHONE AND TELEGRAPH ($160.00) . 49 40 Councilman Brown moved to adopt Resolution No. 18-1975, seconded by 41 Councilman Elstro and on unanimous voice vote the motion was carried. 42 43 Mayor Charles A. Howell expressed his appreciation to the members of Council 44 for the cooperation given him during the eleven months he served as Mayor. 45 46 City Attorney, Robert Burton, on behalf of the Board of Works, expressed 47 appreciation for the progress this Council has made in the past eight 48 years. 49 50 Councilman Hilton moved to suspend the rules and read on first reading 51 by title only Ordinance No. 3051-1975, seconded by Councilman Elstro 52 and on unanimous voice vote the motion was carried. 53 54 The Clerk read on first reading by title only Ordinance No. 3051-1975 - 55 AN ORDINANCE TO TRANSFER WITHIN THE CITY CONTROTT.F,R'S BUDGET THE SUM 56 OF NINETY DOLLARS ($90.00) FROM "SERVICES CONTRACTUAL" (2-21-213) 57 TRAVELING EXPENSES TO "SUPPLIES" (3-36-362) STATIONARY & PRINTING. 58 59 60 80 Common Council Minutes December 15, 1975 Page 2 1 Councilman Geier moved to suspend the rules and read on second reading 2 Ordinance No. 3051-1975, seconded by Councilman Hilton and on unanimous voice 3 vote the motion was carried. 4 5 The Clerk read on second reading Ordinance No. 3051-1975. 6 7 Councilman Marino moved for engrossment of Ordinance No. 3051-1975, seconded 8 by Councilman Williams and on unanimous voice vote the motion was carried. 9 10 Councilman Williams moved to suspend the rules and read on third reading 11 by title only Ordinance No. 3051-1975, seconded by Councilman Hilton and 12 on unanimous voice vote the motion was carried. 13 14 The Clerk read on third reading by title only Ordinance No. 3051-1975. 15 16 Ordinance No. 3051-1975 was placed on final passage or rejection and on 17 a call of the roll the following was recorded: Ayes; Brown, Cornett, 18 Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse. The vote being nine (9) to zero (0) in favor of passage of Ordinance 20 No. 3051-1975. 21 22 Councilman Brown moved to suspend the rules and read on first reading by 23 title only Ordinance No. 3052-1975, seconded by Councilman Hilton and on 24 unanimous voice vote the motion was carried. 25 26 The Clerk read on first reading by title only Ordinance No. 3052-1975 - 27 AN ORDINANCE TO TRANSFER WITHIN THE MOTOR VEHIC F, HIGHWAY BUDGET THE SUM 28 OF FIVE HUNDRED SEVENTY EIGHT DOLLARS AND TWENTY CENTS ($578.20) FROM "MATER- 29 IALS" (4-42-425) STREETS, ALLEYS, CURBS & SIDEWALKS TO "SERVICES CONTRACTUAL" 30 (2-22-221) FTFCTRIC CURRENT ($23.17) AND TO "SUPPLIES" (3-32-321) GASOLINE 31 ($555.03) . 32 33 Councilman Geier moved to suspend the rules and read on second reading 34 Ordinance No. 3052-1975, seconded by Councilman Hilton and on unanimous 35 voice vote the motion was carried. 36 37 The Clerk read on second reading Ordinance No. 3052-1975. 38 39 Councilman Hilton moved for engrossment of Ordinance No. 3052-1975, seconded 40 by Councilman Elstro and on unanimous voice vote the motion was carried. 41 42 Councilman Marino moved to suspend the rules and read on third reading by 43 title only Ordinance No. 3052-1975, seconded by Councilman Williams and 44 on unanimous voice vote the motion was carried. 45 46 The Clerk read on third reading by title only Ordinance No. 3052-1975. 47+ 8 Ordinance No. 3052-1975 was placed on final passage or rejection and on a 49 call of the roll the following was recorded: Ayes; Brown, Cornett, Elstro, 50 Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Councilman 25 Mills voted. no. Noes; 30 None. The vote being nine (9) to zero (0) in favor of passage of 31 Ordinance No. 3055-1975. 32 33 Councilman Elstro moved to suspend the rules and read on third reading 34 by title only Ordinance No. 3044-1975, seconded by Councilman Mills and 35 on unanimous voice vote the motion was carried. 36 37 The Clerk read on third reading by title only Ordinance No. 3044-1975 - 38 AN ORDINANCE REPEALING ORDINANCE NO. 2232-1966, "AN ORDINANCE AUTHORIZING 39 THE CITY OF RICHMOND, INDIANA, TO JOIN, FOR LIMITED PURPOSES, IN A PETITION 40 TO BE INCLUDED WITHIN THE BOUNDARIES AND AS APART OF THE WHITEWAlER VALLEY 41 CONSERVANCY DISTRICT" AND ENACTING AN ORDINANCE AUTHORIZING THE CITY OF 42 RICHMOND, INDIANA TO PETITION FOR THE DISSOLUTION OF THE WHI1EWAT R VALLEY 43 CONSERVANCY DISTRICT. 44 45 Councilman Geier read a letter from Wayne County Soil and Water Conservancy 46 District opposing the Ordinance. Also opposing the ordinance is the 47 Northeastern Soil Builders Young Farmers Organization, he- said. 48 49 Ordinance No. 3044-1975 was placed on final passage or rejection and on 50 a callof the roll the following was recorded: Ayes; Cornett, Elstro, 51 Hilton, Marino, Mills, Williams and Merchanthouse. Noes; Brown and 52 Geier. The vote being seven (7) to two (2) in favor of passage. 53 54 All the Councilmen expressed their thanks and appreciation for the oppor- 55 tunity to serve the City. 56 57 Council President, Greg Merchanthouse, presented plaques "In recognition 58 of distinguished service to Councilman Brown, Councilman Geier, Councilman 59 Hilton and Councilman Marino. 60 61 There being no further business on motion duly made, seconded and passed, 62 the meeting was adjourned. 63 64 Greg L.
