HomeMy Public PortalAbout12-09-1975 - Special Meeting SPECIAL MEETING PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 9, 1975 1 The Common Council of the City of Richmond, Indiana, met in special 2 session December 9, 1975 at the hour of 7:00 P.M. in the Council Chambers 3 in the Municipal Building in said City. President Merchanthouse presided 4 with the following members present: Messrs. Brown, Cornett, Elstro, Geier, 5 Hilton, Marino, Mills, Williams. Absent: None. The following business 6 was had to-wit: 7 Councilman Geier moved to suspend the rules and read on third reading 8 by title only Ordinance No. 3036-1975 - AN ORDINANCE APPROPRIATING 9 THE SUM OF TWO HUNDRED TWENTY NINE THOUSAND DOLLARS ($229,000.00) FROM 10 THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) FOR THE SOUTH 11 16TH STREET DRAINAGE PROBLEM. 12 13 Councilman Cornett stated this is a long standing problem and something 14 needs to be done. I am not against solving the problem, however, a pre- 15 committment was made for a park and I find no arrangements have been 16 made. This water in the basin would not be pure clean water and there 17 would probably be some material left standing. No one came forward to 18 express concern for the ordinance, however; some did come out against it. 19 I will be voting no. 20 21 In answer to a question from Councilman Geier, Mr. Burton, City Attorney, 22 said Wernle Home is assured the area will be used for a park. 23 24 Councilman Williams said this project has been under study for several 25 years and "I feel we are not being hasty by entering into it at this time" . 26 The funds are available to do the work and we should go ahead with it. 27 28 Councilman Mills said, "I have mixed emotions about this ordinance. I 29 have heard for many years about the flooding problem down there and I 30 think we should try to solve this problem" . 31 32 Councilman Marino said the flooding in this area has been a problem for 33 years and years and I think this project is a start in solving it. 34 35 Councilman Elstro said, "I have been fighting this problem for six or 36 seven years and I intend to see it through" . 37 38 Ordinance No. 3036-1975 was placed on final passage or rejection and on 39 a call of the roll the following was recorded: Ayes; Brown, Elstro, 40 Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes; Cornett. 41 The vote being eight (8) to one (1 ) in favor of passage of Ordinance No. 42 3036-1975. 43 44 Councilman Geier moved to suspend the rules and read on 'third reading by 45 title only Ordinance No. 3037-1975 - AN ORDINANCE APPROPRIATING THE SUM 46 OF TWO HUNDRED FORTY FOUR THOUSAND DOLLARS ($244,000.00) FROM THE 47 CUMULATIVE STORM SEWER FUND FOR THE SOUTH 16TH STREET DRAINAGE PROBLEM, 48 seconded by Councilman Hilton and on unanimous voice vote the motion was 49 carried. 50 51 The Clerk read on third reading by title only ORdinance No. 3037-1975. 52 53 Ordinance No. 3037-1975 was placed on final passage or rejection and on 54 a call of the roll the following was recorded: Ayes; Brown, Elstro, 55 Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes; Cornett. 56 The vote being eight (8) to one (1 ) in favor of passage of Ordinance No. 57 3037-1975. 58 78 Special Meeting Common Council Minutes December 1 , 1975 Page 2 1 Councilman Brown moved to suspend the rules and read on third reading by 2 title only Ordinance No. 3038-1975, seconded by Councilman Hilton and on 3 unanimous voice vote the motion was carried. 4 5 Ordinance No. 3038-1975 was placed on final passage or rejection and on a 6 call of the roll the following was recorded: Ayes; Brown, Elstro, Geier, 7 Hilton, Marino, Mills, Williams and Merchanthouse. Noes; Cornett. The vote 8 being eight (8) to one (1 ) in favor of passage of Ordinance No. 3038-1975. 9 10 There being no further business on motion duly made, seconded and passed, 11 the meeting was adjourned. 12 13 Greg L.
