HomeMy Public PortalAbout12-01-1975 67 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, DECEMBER 1 , 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session December 1 , 1975 at the hour of 7:30 P.M. in the Council Chambers 3 in the Municipal Building in said City. President Merchanthouse presided 4 with the following members present: Messrs. Brown, Cornett, Elstro, 5 Geier, Hilton, Marino, Mills and Williams. Absent: None. The following 6 business was had to-wit: 7 8 Councilman Hilton reported he was absent from the last meeting because 9 he was out of town for medical purposes. 10 Councilman Williams moved to approve the minutes of the previous meeting, 11 seconded by Councilman Mills and on unanimous voice vote the motion was 12 carried. 13 14 Council president Greg Merchanthouse said Clearview Cable TV has requested 15 the Board of Works approve a rate increase which will be before Council . 16 I have appointed the following committee to make a recommendation to 17 this Council : Councilman Cornett, Chairman, Councilman Elstro and 18 Councilman Mills. This committee will' meet with the Board of Works. "This problem was created by the City 47 and they should take care of it" , he said. 48 49 Cedric Miller, 2320 Wernle Road, said he was concerned about mosquitos. 50 He said he felt an underground system even though more expensive would 51 be more healthful . 52 53 James Carter questioned the urgency of this plan. 54 55 Councilman Geier said we need recreation in the south end. 56 57 City Engineer, Ralph Willis, said he has consulted with the Federal 58 Government, County Government and Henry B. Steeg & Associates, hired 59 by the City and this is the only way to stop the flooding in that area. 60 He said this has been under study for at least seven years. 61 62, '72 Common Council Minutes December 1 , 1975 Page 6 1 Councilman Elstro said we need recreation in the south end and this is the 2 most feasible way to solve the flooding problem also. 3 4 Councilman Williams said this administration is trying to relieve this 5 flooding problem by using the money from these funds to do the work and "I 6 think we should follow through with it" , he said. 7 8 Councilman Marino said he would like to commend Mr. Willis on his efforts 9 to solve this problem. 10 11 Councilman Mills asked if this would take care of the flooding in the area. 12 13 Mr. Willis replied the basin plan is the only possible way because of much 14 higher costs and other problems in trying to put it underground. 15 16 Councilman Cornett said he will be voting no due to the magnitude of the 17 expenditure and the interest people have shown. 18 19 City Attorney Robert Burton examined proof of publication and found it 20 to be in order. 21 22 Councilman Geier moved to accept and file proof of publication, seconded 23 by Councilman Williams and on unanimous voice vote the motion was carried. 24 25 Councilman Geier moved for engrossment of Ordinance No. 3036-1975, seconded 26 by Councilman Elstro and on unanimous voice vote the motion was carried. 27 28 Councilman Brown moved to suspend the rules and read on third reading by 29 title only Ordinance No. 3036-1975, seconded by Councilman Hilton. 30 Councilman Cornett voted no. 31 32 The Clerk read on second reading Ordinance No. 3037-1975 - AN ORDINANCE 33 APPROPRIATING THE SUM OF TWO HUNDRED FORTY FOUR THOUSAND DOLLARS ($244,000.00) 34 FROM THE CUMULATIVE STORM SEWER FUND FOR THE SOUTH 16TH STREET DRAINAGE 35 PROBLEM. 36 37 City Attorney Robert Burton examined proof of publication and found it to 38 be in order. 39 40 Councilman Geier moved to accept and file proof of publication, seconded 41 by Councilman Hilton and on unanimous voice vote the motion was carried. 42 43 Councilman Geier moved for engrossment of Ordinance No. 3037-1975, seconded 44 by Councilman Elstro and on unanimous voice vote the motion was carried. 45 46 The Clerk read on second reading Ordinance No. 3038-1975 - AN ORDINANCE 47 TO APPROPRIATE TWENTY TWO THOUSAND DOLLARS ($22,000.00) FROM THE FEDERAL 48 REVENUE SHARING TRUST FUND FOR CERTAIN ORDINARY AND NECESSARY MAINTENANCE 49 AND OPERATING EXPENDITURES AND FOR CERTAIN ORDINARY AND NECESSARY CAPITAL 50 EXPENDITURES AS AUTHORIZED BY THE LAWS OF THE STATE OF INDIANA AND BY THE 51 ORDINANCES OF THE CITY OF RICHMOND, INDIANA. 52 53 City Attorney Robert Burton examined proof of publication and found it 54 to be in order. 55 56 Councilman Geier moved to accept and file proof of publication, seconded 57 by Councilman Marino and on unanimous voice vote the motion was carried. 58 59 60 73 Common Council Minutes December 1 , 1975 Page 7 1 Councilmen Geier, Marino, Brown, Williams and Hilton spoke for the 2 bus subsidy. 3 4 Councilman Cornett spoke against it. 5 6 Councilman Elstro moved for engrossment of Ordinance No. 3038-1975, - 7 seconded by Councilman Williams and on unanimous voice vote the motion 8 was carried. 9 10 Councilman Brown moved to suspend the rules and read on third reading by 11 title only Ordinance.
