HomeMy Public PortalAbout11-17-1975 61 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 17, 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session November 17, 1975 at the hour of 7:30 P.M. in the Council 3 Chambers in the Municipal Building in said City. President 4 Merchanthouse presided with the following members present: Messrs. 5 Brown, Cornett, Elstro, Geier, Marino, Mills and Williams. Absent. 6 Mr. Hilton. The following business was had to-wit: 7 8 Councilman Williams moved to approve the minutes of the previous 9 meeting, seconded by Councilman Mills and on unanimous voice vote the 10 motion was carried. 11 12 Councilman Marino requested the Board of Works move the plaque of 13 the bust of Dan Mitrione which is on the Main Floor of the Municipal 14 Building to the Police floor. 15 16 Councilman Williams inquired about the Penn Central R.R. moving their 17 equipment to North 15th Street crossing and quiting. Mr. Willis said 18 he is trying to find out when they are going to repair the crossing. 19 20 Councilman Williams also inquired about repairing North_ ."F" Street. 21 22 Greg Merchanthouse, Council President, set an executive session for 23 Monday, November 24, 1975 at 7:00 p.m. in the Board of Works Room. 24 25 Councilman Cornett requested the City Controller, Jerald Judge, have 26 a report on the cash flow of the Revenue Sharing money by the next 27 meeting. 28 29 Councilman Geier moved to suspend the rules and read by title only 30 RESOLUTION NO. 15-1975, seconded by Councilman Elstro and on unanimous 31 voice vote the motion was carried. 32 33 The Clerk read on first reading by title only RESOLUTION NO. 15-1975 - 34 A RESOLUTION TO TRANSFER WITHIN THE BUDGET OF THE DEPARTMENT OF CITY 35 PLANNING THE SUM OF FIFTY DOLLARS ($50.00) FROM "SUPPLIES" (3-36-363) 36 OTHER OFFICE SUPPLIES TO "SUPPLIES" (3-32-324) OTHER GARAGE SUPPLIES. 37 38 Councilman Geier moved to adopt Resolution No. 15-1975, seconded by 39 Councilman Elstro and on unanimous voice vote the motion was carried. 40 41 Councilman Geier moved to suspend the rules and read on first reading 42 by title only Ordinance No. 3030-1975, seconded by Councilman Elstro 43 and on unanimous voice vote the motion was carried. 44 45 The Clerk read by title only on first reading Ordinance No. 3030-1975 - 46 AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE 47 ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 1968. 48 49 Ordinance No. 3030-1975 was referred to the Plan Commission for study 50 and recommendation. 51 52 Councilman Geier moved to suspend the rules and read on first reading 53 by title only Ordinance No. 3031-1975, seconded by Councilman Elstro 54 and on unanimous voice vote the motion was carried. 55 56 The Clerk read on first reading by title only Ordinance No. 3031-1975 - 57 AN ORDINANCE TO TRANSFER WITHIN THE CITY ENGINEERS BUDGET THE SUM OF 58 ONE HUNDRED AND THIRTY DOLLARS ($130.00) FROM "PROPERTIES" (7-72-726) 59 OTHER EQUIPMENT TO "SUPPLIES" (3-32-321 ) GASOLINE. 60 Common Council Minutes November 17, 1975 Page 2 1 Councilman Elstro moved to suspend the rules and read on second reading 2 Ordinance No. 3031-1975, seconded by Councilman Williams and on unanimous 3 voice vote the motion was carried. 4 5 The Clerk read on second reading Ordinance No. 3031-1975. 6 7 Councilman Marino moved for engrossment of Ordinance No. 3031-1975, seconded 8 by Councilman Mills and on unanimous voice vote the motion was carried. 9 10 Councilman Williams moved to suspend the rules and read on third reading by 11 title only Ordinance No.. 3031-1975, seconded by Councilman Geier and on 12 unanimous voice vote the motion was carried. 13 14 The Clerk read on third reading by title only Ordinance No. 3031-1975. 15 16 Ordinance No. 3031-1975 was placed on final passage or rejection and on a 17 call of the roll the following was recorded: Ayes; Brown, Cornett, Elstro, 18 Geier, Marino, Mills, Williams and Merchanthouse.
