HomeMy Public PortalAbout10-20-1975 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, OCTOBER 20, 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session October 20, 1975 at the hour of 7:30 P.M. in the Council 3 Chambers in the Municipal Building in said City. President Merchanthouse 4 presided with the following members present: Messrs. Brown, Cornett, 5 Elstro, Geier,Hilton, Marino, Mills and Williams. Absent: None. The 6 following business was had to-wit: 7 8 Councilman Williams moved to approve the minutes of the previous meeting, 9 seconded by Councilman Mills and on unanimous voice vote the motion 10 was carried. 11 12 Greg Merchanthouse, Council President, requested the Councilmen restrict 13 any political orientated comments. 14 15 Councilman Williams presented a petition to be submitted to the Board of 16 , Public Works and Safety from residents of North Richmond concerning 17 Glazer Scrap Company parking containers near their homes. 18 19 Councilman Geier moved to suspend the rules and read by title only on 20 first reading Ordinance No. 3025-1975, seconded by Councilman Hilton and 21 on unanimous voice vote the motion was carried. 22 23 The Clerk read on first reading by title only Ordinance No. 3025-1975 - 24 AN ORDINANCE TO TRANSFER WITHIN THE FIRE DEPARTMENT BUDGET THE SUM OF 25 TWO THOUSAND TWO HUNDRED DOLLARS ($2,200.00) FROM "SERVICES PERSONAL" 26 (1-11-111 ) PAYROLL TO "SERVICES CONTRACTUAL" (2-26-263) RENTAL OF HYDRANTS 27 & LINES. 28 29 Councilman Elstro moved to suspend the rules and read on second reading 30 , Ordinance No. 3025-1975, seconded by Councilman Geier and on unanimous 31 voice vote the motion was carried. 32 33 The Clerk read on second reading Ordinance No. 3025-1975. 34 35 Councilman Geier moved for engrossment of Ordinance No. 3025-1975, seconded 36 , by Councilman Hilton and on unanimous voice vote the motion was carried. 37 38 Councilman Geier moved for suspension of the rules and read on third 39 reading by title only Ordinance No. 3025-1975, seconded by Councilman 40 Williams and on unanimous voice vote the motion was carried. 41 42 The Clerk read on third reading by title only Ordinance No. 3025-1975. 43 44 Ordinance No. 3025-1975 was placed on final passage or rejection and on 45 a call of the roll the following was recorded: Ayes; Brown, Cornett, 46 Elstro, Geier, Hilton, Marino, MIlls , Williams and Merchanthouse. Noes; 47 None.. The vote being nine (9) to zero (0) in favor of passage of Ordinance 48 No. 3025-1975. 49 50 Councilman Elstro moved to suspend the rules and read on first reading by 51 title only Ordinance No. 3026-1975, seconded by Councilman Williams and 52 on unanimous voice vote the motion was carried. 53 54 The Clerk read on first reading by title only Ordinance No. 3026-1975 - 55 AN ORDINANCE TO TRANSFER WITHIN THE BOARD OF PUBLIC WORKS AND SAFETY BUDGET 56 THE SUM OF TWO THOUSAND SEVEN HUNDRED DOLLARS ($2,700.00) FROM "PROPERTIES" 57 (7-73) LAND/SANITARY STORM SEWER/BARRETT LAW IMPROVEMENT TO "CURRENT 58 CHARGES" (5-51a) HOSPITAL INSURANCE ($2,500.00) AND TO "CURRENT CHARGES" 59 (5-53) REFUNDS, AWARDS AND INDEMNITIES ($200.00) . 60 ' 61 Councilman Elstro moved for suspension of the rules and read on second 62 reading Ordinance No. 3026-1975, seconded by Councilman Williams and on 63 unanimous voice vote the motion was carried. 64 65 58 Common Council Minutes October 20, 1975 Page 2 1 The Clerk read on second reading Ordinance No. 3026-1975. 2 3 Councilman Elstro moved for engrossment of Ordinance No. 3026-1975, 4 seconded by Councilman Hilton and on unanimous voice vote the motion was 5 carried. 6 7 Councilman Cornett moved for suspension of the rules and read on third 8 reading by title only Ordinance No. 3026-1975, seconded by Councilman 9 Geier and on unanimous voice vote the motion was carried. 10 11 The Clerk read on third reading by title only Ordinance No. 3026-1975. 12 13 Ordinance No. 3026-1975 was placed on final passage or rejection and on 14 a call of the roll the following was recorded: Ayes; Brown, Cornett, 15 Elstro, Geier, Hilton, Marino; Mills, Williams and Merchanthouse. The vote being nine (9) to zero (0) in favor of passage of Ordinance 17 No. 3026-1975. 18 19 Councilman Brown moved for suspension of the rules and read on first reading 20 by title only Ordinance No. 3027-1975, seconded by Councilman Mills and 21 on unanimous voice vote the motion was carried. 22 23 The Clerk read on first reading by title only Ordinance No. 3027-1975. - 24 AN ORDINANCE TO TRANSFER WITHIN THE POLICE DEPARTMENT BUDGET THE SUM OF TWO 25 THOUSAND, TWO HUNDRED AND FIFTY DOLLARS ($2,250.00) FROM "SUPPLIES" (3-32-32 ) 26 GASOLINE ($2,000.00) AND FROM "SUPPLIES" (3-35) RADIO STATIONS SUPPLIES 27 ($25.000) , TO "SERVICES CONTRACTUAL" (2-25-252) REPAIR OF EQUIPMENT 28 ($2,000.00) AND TO "SUPPLIES" (3-34) LABORATORY MATERIALS AND SUPPLIES 29 ($250.00) . 30 31 Councilman Williams moved to suspend the rules and read on second reading 32 Ordinance No. 3027-1975, seconded by Councilman Marino and on unanimous 33 voice vote the motion was carried. 34 The Clerk read on second reading Ordinance No. 3027-1975. 35 Councilman Hilton moved for engrossment of Ordinance No. 3027-1975, 36 seconded by Councilman Mills and on unanimous voice vote the motion was 37 carried. 38 39 Councilman Williams moved for suspension of the rules and read Ordinance 40 No. 3027-1975 on third reading by title only, seconded by Councilman 41 Brown and on unanimous voice vote the motion was carried. 42 43 The Clerk read on third reading by title only Ordinance No. 3027-1975. 44 45 Ordinance No. 3027-1975 was placed on final passage or rejection and on a 46 call of the roll the following was recorded: Ayes: Brown, Cornett, 47 Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes; 56 None.
