PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, SEPTEMBER 15, 1975
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session September 15, 1975 at the hour_ of 7:30 P.M. in the Council
3 Chambers in the Municipal Building. President Merchanthouse presided
4 with the following members present: Messrs. Brown, Cornett, Elstro,
5 Geier, Hilton, Marino, Mills and Williams. Absent: None. The
6 following business was had to-wit:

8 Councilman Hilton said he was on vacation at the last meeting.

10 Councilman Mills moved to approve the minutes of the previous meeting,
11 seconded by Councilman Williams and on unanimous voice vote the motion
12 was carried.

14 The Clerk read on first reading Ordinance No. 3022-1975 - AN ORDINANCE
15 TO PROHIBIT THE FOLLOWING OF EMERGENCY VEHICLES.

17 Councilman Marino moved to suspend the rules and place Ordinance No.
18 3022-1975 on second reading, seconded by Councilman Hilton.

20 Councilman Geier said he was voting No.

22 Councilman Elstro moved to suspend the rules and read Ordinance No. 3023-
23 1975 on first reading by title only, seconded by Councilman Geier and
24 on unanimous voice vote the motion was carried-.

26 The Clerk read on first reading by title only Ordinance No. 3023-1975 -
27 AN ORDINANCE TO TRANSFER WITHIN THE POLICE DEPARTMENT BUDGET THE SUM
28 OF THREE THOUSAND SEVEN HUNDRED DOLLARS ($3,700.00) FROM "SUPPLIES"
29 (3-32-321 ) GASOLINE TO "SUPPLIES" (3-32-323) TIRES & TUBES ($3,500.00)
30 AND TO "SERVICES CONTRACTUAL" (2-21-214) TELEPHONE & TELEGRAPH ($200.00) .

32 Councilman Geier moved to suspend the rules and place Ordinance No. 3023-
33 1975 on second reading, seconded by Councilman Elstro and on unanimous
34 voice vote the motion was carried.

36 The Clerk read on second reading Ordinance No. 3023-1975.

38 Councilman Marino moved for engrossment of Ordinance No. 3023-1975,
39 seconded by Councilman Williams and on unanimous voice vote the motion
40 was carried.

42 Councilman Brown moved for suspension of the rules and place Ordinance
43 No. 3023-1975 on third reading by title only, seconded by Councilman
44 Hilton and on unanimous voice vote the motion was carried.

46 The Clerk read on third reading by title only Ordinance No. 3023-1975.

48 Ordinance No. 3023-1975 was placed on final passage or rejection and
49 on a call of the roll the following was recorded: Ayes; Brown, Cornett,
50 Elstro, Geier, Hilton, Marino, Mills , Williams and Merchanthouse. Noes;
51 None. The vote being nine (9) to zero (0) in favor of passage of
52 Ordinance No. 3023-1975.

54 The Clerk read on second reading Ordinance No. 3021-1975 - AN ORDINANCE
55 TO APPROPRIATE FOUR" THOUSAND TWO HUNDRED., FORTY ONE DOLLARS ($4,241 .00)
56 FROM THE FEDERAL REVENUE SHARING TRUST FUND, FOR CERTAIN ORDINARY AND
57 NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AND FOR CERTAIN ORDINARY
58 AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY THE STATE OF INDIANA
59 AND BY THE ORDINANCES OF THE CITY OF RICHMOND, INDIANA.

1 City Attorney, Robert Burton, examined proof of publication for Ordinance
2 No. 3021-1975 and found it to be in order.

4 Councilman Geier moved to accept and file proof of publication, seconded
5 by Councilman Hilton and on unanimous voice vote the motion was carried.

7 Councilman Brown moved for engrossment of Ordinance No. 3021-1975, seconded
8 by Councilman Williams and on unanimous voice vote the motion was carried.

10 Councilman Brown moved for suspension of the rules and place Ordinance
11 No. 3021-1975 on third reading by title only, seconded by Councilman
12 Hilton and on unanimous voice vote the motion was carried.

14. The Clerk read on third reading by title only Ordinance No. 3021-1975.

16 Ordinance No. 3021-1975 was placed on final passage or rejection and on
17 a call of the roll the following was recorded: Ayes; Brown, Cornett,

19 None. The vote being nine (9) to zero (0) in favor of passage of Ordinance

22 There being no further business on motion duly made, seconded and
23 passed, the meeting was adjourned.
