SPECIAL MEETING
PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST 25, 1975

2 The Common Council of the City of Richmond, Indiana, met in special
3 session August 25, 1975 at the hour of 7:30 P.M. in the Council Chambers
4 in the Municipal Building in said City. President Merchanthouse presided
5 with the following members present: Messrs. Brown, Cornett, Elstro,
6 Geier, Hilton, Marino, Mills and Williams. Absent: None. The following
7 business was had to-wit:

9 Councilman Brown moved to suspend the rules and read Ordinance No. 3010-
10 1975 on third reading by title only, seconded by Councilman Mills and on
11 unanimous voice vote the motion was carried.

13 The Clerk read on third reading by title only Ordinance No. 3010-1975 -
14 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
15 EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY
16 OF RICHMOND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1 , 1976
17 AND ENDING DECEMBER 31, 1976, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS
18 AND OBLIGATIONS, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

20 Councilman Cornett expressed concern over some of the items in the
21 general fund budget citing too much spending in some areas, such. as: $6,40C
22 for computer hardware to process city payroll , $5,000 for the Art
23 Association, the electricity bill for the City in.the amount of $613,142
24 and the increase in the Fire Department Budget.

26 City Attorney, Robert G. Burton, examined proof of publication and found
27 it to be in order.

39 Councilman Marino moved to accept and file proof of publication, seconded
30 by Councilman Mills and on unanimous voice vote the motion was carried.

32 Ordinance No. 3010-1975 was placed on final passage or rejection and on
33 a call of the roll the following was recorded: Ayes; Brown, Elstro,
34 Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes; Cornett.
35 The vote being eight (8) to one (1 ) in favor of passage of Ordinance
36 No. 3010-1975.

38 Councilman Elstro moved for suspension of the rules and read Ordinance
39 No. 3011-1975 on third reading by title only, seconded by Councilman
40 Hilton and on unanimous voice vote the motion was carried.

42 The Clerk read on third reading by title only Ordinance No. 3011-1975 -
43 AN ORDINANCE APPROPRIATING THE SUM OF $553,648.00 FROM THE MOTOR VEHICLE
44 HIGHWAY FUND OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE
45 PURPOSE OF DEFRAYING THE EXPENSES OF THE MOTOR VEHICLE HIGHWAY FUND OF
46 SAID CITY FOR THE CALENDAR YEAR 1976 BUDGET THE SAME, LIMITING THE USE
47 THEREOF AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

49 Ordinance No. 3011-1975 was placed on final passage or rejection and on
50 a call of the roll the following was recorded: Ayes; Brown, Cornett,
51 Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes;
52 None. The vote being nine (9) to zero (0) in favor of passage of
53 Ordinance No. 3011-1975.

55 Councilman Hilton moved for suspension of the rules and read Ordinance No.
56 3012-1975 on third reading by title only, seconded by Councilman Mills
57 and on unanimous voice vote the motion was carried.

60 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE
61 EXPENSES OF OPERATING THE MUNICIPAL AIRPORT OF THE CITY OF RICHMOND,
62 INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1 , 1976 AND ENDING DECEMBER
63 31 , 1976, INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

4 None. The vote being nine (9) to zero (0) in favor of passage of Ordinance

14 THE FISCAL YEAR BEGINNING JANUARY 1 , 1976. AND ENDING DECEMBER 31 , 1976,
15 INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

18 call of the roll the following was recorded: Ayes; Brown, Cornett, Elstro,
19 Geier, Hilton,Marino, Mills, Williams and Merchanthouse. Noes; None.
20 The vote being nine (9) to zero (0) in favor of passage of Ordinance No.

23 Councilman Hilton moved for suspension of the rules and read Ordinance
24 No. 3014-1975 on third reading by title only, seconded by Councilman
25 Williams and on unanimous voice vote the motion was carried.

30 INDIANA, FOR THE FISCAL YEAR COMMENCING JANUARY 1 , 1976 AND ENDING DECEMBER
31 31 , 1976,. INCLUSIVE, AND FIXING THE !ME WHEN THE SAME SHALL TAKE EFFECT.

44 AN ORDINANCE FIXING THE RATE AND AMOUNT OF TAXES FOR MUNICIPAL PURPOSES TO
45 BE LEVIED ON PROPERTY WITHIN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA,
46 FOR THE YEAR 1976,. AND PROVIDING FOR THE TAKING EFFECT THEREOF.

48 Ordinance No. 3015-1975 was•placed on final passage or rejection and on a
49 call of the roll the following was recorded: Ayes; Brown, Cornett, Elstro,
50 Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes; None.
51 The vote being nine (9) to zero (0) in favor of passage of Ordinance No.
52 3015-1975.

54 There being no further business on motion duly made, seconded and passed,
