PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, AUGUST 18, 1975
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session August 18, 1975 at the hour of 7:30 p. m. in the Council
3 Chambers in the Municipal Building in said City. President Merchanthouse
4 presided with the following members present: Messrs. Brown, Cornett,
5 Elstro, Geier, Hilton, Marino, Mills and Williams. Absent: None. The

6 following business was had to-wit:

8 Councilman Mills moved to approve the minutes of the previous meeting,
9 seconded by Councilman Williams and on unanimous voice vote the motion
10 was carried.

12 The Clerk read Resolution No. 14-1975 - A RESOLUTION TO TRANSFER WITHIN
13 THE BOARD OF PUBLIC WORKS AND SAFETY BUDGET THE SUM OF FIFTY DOLLARS
14 ($50.00) .FROM "CURRENT CHARGES" (5-55) SUBSCRIPTIONS AND DUES TO "CURRENT
15 CHARGES" (5-53) REFUNDS, AWARDS & INDEMNITIES.

17 Councilman Geier moved for adoption of Resolution No. 14-1975, seconded
18 by Councilman Williams and on unanimous voice vote the motion was carried.

20 Mayor Charles Howell stated the following: "These budgets are realistic
21 and have been presented as conscientiously and honestly as we can project
22 the needs for the next 18 months. Much time and effort by department
23 heads, council members meeting with them and hearing the needs and
24 scrutinizing requests preceded these proposals. There are no extras in
25 these requests. We are asking only funds needed to continue services.
26 Spending is up 9 per cent($427,940) as proposed from $4,671 ,692 this
27 year to $5,099,632 in 1976. The tax rate is advertised at $2.1111 , 35
28 cents less than advertised for the 1975 budget at this time of the year
29 and actually is 12 cents less than the $2.24 finally certified by the
10 State Tax Board."

32 He said increased salaries, hospitalization insurance costs, purchase
33 of 15 police cars, increased electricity costs and rehiring of six
34 firemen account for almost all the increase.

36 The Mayor thanked all participants for their work and the interest
37 expressed by the citizens present.

39 Council President, Greg Merchanthouse, set a Special Meeting of Council
40 for Monday, August 25, 1975 at 7:30 P.M. for the purpose of final
41 approval of the budget.

43 Councilman Merchanthouse also announced the next regular meeting of Council
44 will be on Tuesday, September 2, 1975 because of the Labor Day holiday.

46 Councilman Geier moved for suspension of the rules and read Ordinance No.
47 3019-1975 on first reading by title only, seconded by Councilman Elstro
48 and on unanimous voice vote the motion was carried.

50 The Clerk read on first reading Ordinance No. 3019-1975 - AN ORDINANCE TO
51 TRANSFER WITHIN THE MUNICIPAL AIRPORT BUDGET THE SUM OF TWO HUNDRED DOLLARS
52 ($200.00) FROM "SERVICES CONTRACTUAL" (2-26-263) AIRPORT PLANNING SURVEY
53 TO "SUPPLIES" (3-32-321) GASOLINE.

55 Councilman Geier moved for suspension of the rules and place Ordinance No.
56 3019-1975 on second reading, seconded by Councilman Williams and on
57 unanimous voice vote the motion was carried.

3 Councilman Elstro moved for engrossment of Ordinance No. 3019-1975,
4 seconded by Councilman Williams and on unanimous voice vote the motion
5 was carried.

7 Councilman Elstro moved for suspension of the rules and place Ordinance
8 No. 3019-1975 on third reading by title only, seconded by Councilman
9 Williams and on unanimous voice vote the motion was carried.

11 The Clerk read on third reading by title only Ordinance No. 3019-1975.

13. Ordinance No. 3019-1975 was placed on final passage or rejection and on
14 a call of the roll the following was recorded: Ayes; Brown., Cornett,
15 Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes;
16 None. The vote being nine (9) to zero (0) in favor of passage of
17 Ordinance No. 3019-1975.

20 APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE
21 SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY OF RICHMOND,
22 INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1 , 1976 AND ENDING DECEMBER
23 31 , 1976, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS,
24 AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

26 Mr. Hugh Ronald, 1900 Reeveston Rd. and Mrs. Hazel Pummerville, 128 So.
27 22nd Street appeared for Ordinance No. 3010-1975 representing the Richmond
28 Art Association.

30 No one appeared against Ordinance No. 3010-1975.

32 Councilman Mills moved for engrossment of Ordinance No. 3010-1975, seconded
33 by Councilman Geier and on unanimous voice vote the motion was carried.

35 The Clerk read on second reading Ordinance No. 3011-1975 - AN ORDINANCE
36 APPROPRIATING THE SUM $553,648.00 FROM THE MOTOR VEHICLE HIGHWAY FUND OF
37 THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE PURPOSE OF DEFRAYING
38 THE EXPENSES OF THE MOTOR VEHICLE HIGHWAY FUND OF SAID CITY FOR THE
39 CALENDAR YEAR 1976 BUDGETING THE SAME, LIMITING THE USE THEREOF AND
40 FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.

42 Councilman Hilton moved for engrossment of- Ordinance No. 3011-1975,
43 seconded by Councilman Williams and on unanimous voice vote the motion
44 was carried.

8 INDIANA, FOR THE FISCAL YEAR COMMENCING JANUARY 1 , 1976 AND ENDING
9 DECEMBER 31 , 1976, INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL

12 Councilman Geier moved for engrossment of Ordinance No. 3014-1975,
13 seconded. by Councilman Hilton and on unanimous voice vote the motion was
14 carried.

16 The Clerk read on second reading Ordinance No. 3015-1975 - AN ORDINANCE
17 FIXING THE RATE AND AMOUNT OF TAXES FOR MUNICIPAL PURPOSES TO BE LEVIED ON
18 PROPERTY WITHIN THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA FOR THE YEAR
19 1976, AND PROVIDING FOR THE TAKKING EFFECT THEREOF.

21 Councilman Hilton moved for engrossment of Ordinance No. 3015-1975, seconded
22 by Councilman Williams and on unanimous voice vote the motion was carried.

24 There being no further business on motion duly made, seconded and passed,
25 the meeting was adjourned.
