PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, AUGUST 4, 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session August 4, 1975 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Merchanthouse pre- 4 sided with the following members present: Messrs. Brown, Cornett, 5 Elstro, Geier, Hilton, Marino, Mills and Williams. Absent: None. 6 The following business was had to-wit: 7 8 Councilmen Cornett and Merchanthouse reported their absence at the 9 last meeting was due to vacation. 10 11 Councilman Geier moved to approve the minutes of the previous meeting, 12 seconded by Councilman Mills and on unanimous voice vote the motion 13 was carried. 14 15 Mayor Charles A. Howell commented on the good news of American Motors 16 coming to Richmond stating, "We are grateful to all those who had a 17 part in the decision of American Motors to come here." It took much 18 planning and the fact the city has a good tax structure and provides 19 good services were factors and could be attributed to previous council 20 actions. He called on the Council members to look at 1976 budgets as 21 "protecting taxpayers and providing needed services to be a growing 22 community". He said the city is ready to have others "look at our 23 offerings". 24 25 Councilman Marino inquired as to progress being made on the Performing 26 Arts Center. Mr. Judge informed him that we have advertised for 27 bids to be taken on July 21 for the project. 28 29 Councilman Williams requested "Children Playing" signs be installed on 30 North 15th between "G" and 'H" Streets where the apartments are. 31 32 Councilman Brown commended Chief of Police, Louis E. Gibbs, for the 33 excellent job in apprehending the person attempting to rob a liquor 34 store. 35 36 Councilman Brown moved to adopt a resolution commending the Police 37 Department for their use of firearms and Chief Gibbs for his action, 38 seconded by Councilman Geier and on unanimous voice vote the motion 39 was carried. 40 41 Council President, Greg Merchanthouse, set an executive session for 42 next Monday in the Board of Works Room at 6:30 p.m. 43 44 The Clerk read Resolution No. 13-1975 - A RESOLUTION TO TRANSFER THE SUM OF 45 EIGHT THOUSAND "($8,00000) FROM OFF-STREET PARKING FUND TO PARKING METER FUND. 46 47 Councilman Elstro moved to adopt Resolution No. 13-1975, seconded by 48 Councilman Williams and on unanimous voice vote the motion was carried. 49 50 Councilman Geier moved to suspend the rules and read Ordinance No. 3010- 51 1975 on first reading by title only, seconded by Councilman Elstro and 52 on unanimous voice vote the motion was carried. 53 54 The Clerk read on first reading by title only Ordinance No. 3010-1975 - 55 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE 56 EXPENSES OF THE SEVERAL DEPARTMENTS OF THE CITY GOVERNMENT OF THE CITY 57 OF RICHMOND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1 , 1976 AND 58 ENDING DECEMBER 31 , 1976, INCLUSIVE, INCLUDING ALL OUTSTANDING CLAIMS 59 AND OBLIGATIONS, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 60 61 42 Common Council Minutes August 4, 1975 Page 2 1 Councilman Brown moved to suspend the rules and read Ordinance No. 3011- 2 1975 on first reading by title only, seconded by Councilman Williams and 3 on unanimous voice vote the motion was carried. 4 5 The Clerk read on first reading by title only Ordinance No. 3011-1975 - 6 AN ORDINANCE APPROPRIATING THE SUM OF $553,648.00 FROM THE MOTOR VEHICLE 7 HIGHWAY FUND OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, FOR THE 8 PURPOSE OF DEFRAYING THE EXPENSES OF THE MOTOR VEHICLE HIGHWAY FUND OF 9 SAID CITY FOR THE CALENDAR YEAR 1976 BUDGETING THE SAME, LIMITING THE 10 USE THEREOF AND FIXING THE TIME WHEN SAME SHALL TAKE EFFECT. 11 12 Councilman Brown moved to suspend the rules and read Ordinance No. 3012- 13 1975 on first reading by title only, seconded by Councilman Geier and 14 on unanimous voice vote the motion was carried. 15 16 The Clerk read on first reading by title only Ordinance No. 3012-1975 - 17 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES 18 OF OPERATING THE MUNICIPAL AIRPORT OF THE CITY OF RICHMOND, INDIANA, FOR 19 THE FISCAL YEAR BEGINNING JANUARY 1 , 1976 AND ENDING DECEMBER 31 , 1976, 20 INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 21 22 Councilman Elstro moved to suspend the rules and read Ordinance No. 3013- 23 1975 on first reading by title only, seconded by Councilman Williams and 24 on unanimous voice vote the motion was carried. 25 26 The Clerk read on first reading by title only Ordinance No. 3013-1975 - 27 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES 28 OF PARK AND RECREATION DEPARTMENT OF THE CITY OF RICHMOND, INDIANA, FOR 29 THE FISCAL YEAR BEGINNING JANUARY 1 , 1976 AND ENDING DECEMBER 31 , 1976, 30 INCLUSIVE, AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT. 31 32 Councilman Geier moved to suspend the rules and read Ordinance No. 3014- 33 1975 on first reading by title only, seconded by Councilman Elstro and 34 on unanimous voice vote the motion was carried. 35 36 The Clerk read on first reading by title only Ordinance No. 3014-1975 - 37 AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE 38 EXPENSES OF THE REDEVELOPMENT DISTRICT BOND FUND 1ST ISSUE OF THE CITY 39 OF RICHMOND, INDIANA, FOR THE FISCAL YEAR COMMENCING JANUARY 1 , 1976 AND 40 ENDING DECEMBER 31 , 1976, INCLUSIVE, AND. FIXING THE TIME WHEN THE SAME 41 SHALL TAKE EFFECT. 42 43 Councilman Elstro moved to suspend the rules and read Ordinance No. 3015- 44 1975 on first reading by title only, seconded by Councilman Cornett and 45 on unanimous voice vote the motion was carried. 46 47 The Clerk read on first reading by title only Ordinance No. 3015-1975 - 48 AN ORDINANCE FIXING THE RATE AND AMOUNT OF TAXES FOR MUNICIPAL PURPOSES 49 TO BE LEVIED ON PROPERTY WITHIN THE CITY OF RICHMOND, WAYNE COUNTY, 50 INDIANA, FOR THE YEAR 1976, AND PROVIDING FOR THE TAKING EFFECT THEREOF. 51 52 Councilman Geier moved to suspend the rules and read Ordinance No. 3016- 53 1975 on first reading by title only, seconded by Councilman Elstro and 54 on unanimous voice vote the motion was carried. 55 56 The Clerk read on first reading by title only Ordinance No. 3016-1975 - 57 AN ORDINANCE TO TRANSFER WITHIN THE WEIGHTS AND MEASURES BUDGET THE SUM 58 OF TWENTY FIVE DOLLARS ($25.00) FROM "SERVICES CONTRACTUAL" (2-24-241 ) 59 PRINTING OTHER THAN OFFICE SUPPLIES TO"SUPPLIES" (3-36-363) OTHER OFFICE 60 SUPPLIES. 61 43 Common Council Minutes August 4, 1975 Page 3 1 Councilman Elstro moved to suspend the rules and read Ordinance 3016-1975 2 on second reading, seconded by Councilman Geier and on unanimous voice 3 vote the motion was carried. 4 5 The Clerk read on second reading Ordinance No. 3016-1975. 6 7 Councilman Hilton moved for engrossment of Ordinance No. 3016-1975, 8 seconded by Councilman Williams and on unanimous voice vote the motion 9 was carried. 10 11 Councilman Geier moved to suspend the rules and read Ordinance No. 3016- 12 1975 on third reading by title only, seconded by, Councilman Williams and 13 on unanimous voice vote the motion was carried. 14 15 The Clerk read on third reading by title only Ordinance No. 3016-1975. 16 17 Ordinance No. 3016-1975 was placed on final passage or rejection and on 18 a call of the roll the following was recorded: Ayes; Brown, Cornett, 19 Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse.
