HomeMy Public PortalAbout07-21-1975 v PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JULY 21 , 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session July 21 , 1975 at the hour of 7:30 P.M. in the Council Chambers 3 in the Municipal Building in said City. Councilman Brown presided 4 with the following members present: Messrs. Elstro, Geier, Hilton, 5 Marino, Mills and Williams. Absent:. Messrs. Cornett and Merchant- 6 house. 7 8 Councilman Brown and Geier said they were on vacation at the last 9 meeting. 10 11 Councilman Williams moved to approve the minutes of the previous 12 meeting, seconded by Councilman Mills and on unanimous voice vote the 13 motion was carried. 14 15 The Clerk read Resolution No. 12-1975 - A RESOLUTION APPROVING A SHORT 16 RANGE BUS TRANSPORTATION TECHNICAL STUDY FOR THE CITY OF RICHMOND, 17 INDIANA. 18 19 Councilman Geier stated that even though Resolution No. 12-1975 is 20 adopted, it does not mean that Council approves all of the study 21 recommendations. 22 23 Councilman Geier moved for adoption of Resolution No. 12-1975, seconded 24 by Councilman Elstro and on unanimous voice vote the motion was 25 carried. 26 27 Mayor Charles A. Howell stated the downtown mall extension would be 28 postponed for the year 1975. He stated there were greater priority 29 needs for the City of Richmond such as relocation of two fire stations, 30 which is costing more than anticipated because of inflation; helping 31 the bus service which many senior citizens and others depend on; 32 providing materials and equipment for those hired under the Compre- 33 hensive Employment Training Act (CETA) to work with; reactivation of 34 a pumper company at the No. 1 station to coincide with relocating 35 No. 2 and No. 3 stations farther north and east to comply with a 36 National Fire Loss Control Service study, and possible use of funds 37 for improving North West Fifth Street, are more urgent. 38 39 Councilman Geier moved for suspension of the rules and read Ordinance 40 No. 3005-1975 on first reading by title only, seconded by Councilman 41 Elstro and on unanimous voice vote the motion was carried. 42 43 The Clerk read on first reading Ordinance No. 3005-1975 - AN ORDINANCE 44 TO APPROPRIATE THE SUM OF TWELVE THOUSAND DOLLARS ($12,000.00) FROM 45 THE GENERAL FUND TO THE FIRE DEPARTMENT BUDGET "SERVICES CONTRACTUAL" 46 (2-22-221 ) ELECTRIC CURRENT ($5,500.00) ; TO BOARD OF PUBLIC WORKS 47 AND SAFETY BUDGET, "SERVICES CONTRACTUAL" (2-26-261 ) TREE AND STUMP 48 REMOVAL ($3,000.00) ; TO THE CONTROLLER'S BUDGET, "SERVICES CONTRACTUAL" 49 (2-26-262) CONTRACTUAL SERVICE COMPUTER ($3,500.00) . 50 51 Councilman Elstro moved for suspension of the rules and read Ordinance 52 No. 3006-1975 on first reading by title only, seconded by Councilman 53 Geier and on unanimous voice vote the motion was carried. 54 55 The Clerk read on first reading by title only Ordinance No. 3006-1975 - 56 AN ORDINANCE TO APPROPRIATE TWENTY THREE THOUSAND FIVE HUNDRED DOLLARS - 57 ($23,500.00) FROM THE FEDERAL REVENUE SHARING TRUST FUND, FOR CERTAIN 58 ORDINARY AND NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AND FOR 59 CERTAIN ORDINARY AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY 60 THE LAWS OF THE STATE OF INDIANA AND BY THE ORDINANCES OF THE CITY 61 OF RICHMOND, INDIANA. Common Council Minutes July 21 , 1975 Page 2 1 Councilman Geier moved for suspension of the rules and read Ordinance 2 No. 3007-1975 on first reading by title only, seconded by Councilman 3 Hilton and on unanimous voice vote the motion was carried. 4 5 The Clerk read on first reading by title only Ordinance No. 3007-1975 - 6 AN ORDINANCE TO APPROPRIATE FORTY THOUSAND DOLLARS ($40,000.00) FROM 7 THE FEDERAL REVENUE SHARING TRUST FUND, FOR CERTAIN ORDINARY AND 8 NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AND FOR CERTAIN ORDINARY 9 ORDINARY AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY THE LAWS 10 OF THE STATE OF INDIANA AND BY THE ORDINANCES OF THE CITY OF RICHMOND, 11. INDIANA. 12 13 Councilman Hilton moved to suspend the rules and read Ordinance No. 14 3008-1975 on first reading by title only, seconded by Councilman 15 Williams and on unanimous voice vote the motion was carried. 16 17 The Clerk read on first reading by title only Ordinance No. 3008-1975 - 18 AN ORDINANCE TO TRANSFER WITHIN THE FIRE DEPARTMENT BUDGET THE SUM 19 OF SIX HUNDRED DOLLARS ($600.00) FROM "SERVICES CONTRACTUAL" (2-21-211 ) 20 FREIGHT, EXPRESS & DRAYAGE ($100.00) , FROM (2-25-251 ) REPAIR OF 21 BUILDINGS & STRUCTURES ($500.00) TO "SUPPLIES" (3-312) FUEL OIL ($600.00) . 22 23 Councilman Elstro moved to suspend the rules and place Ordinance No. 24 3008-1975 on second reading, seconded by Councilman Geier and on 25 unanimous voice vote the motion was carried. 26 27 The Clerk read on second reading Ordinance No. 3008-1975. 28 29 Councilman Marino moved for engrossment of Ordinance No. 3008-1975, 30 seconded by Councilman Mills and on unanimous voice vote the motion 31 was carried. 32 33 Councilman Geier moved for suspension of the rules and place Ordinance 34 No. 3008-1975 on third reading by title only, seconded by Councilman 35 Mills and on unanimous voice vote the motion was carried. 36 37 The Clerk read on third reading by title only Ordinance No. 3008-1975. 38 39 Ordinance No. 3008-1975 was placed on final passage or rejection and 40 on a call of the roll the following was recorded: Ayes; Elstro, Geier, 41 Hilton, Marino, Mills, Williams and Brown. Noes; None. The vote 42 being seven (7) to zero (0) in favor of passage of Ordinance No. 3008- 43 1975. 44 45 Councilman Elstro moved for suspension of the rules and read Ordinance 46 No. 3009-1975 on first reading by title only, seconded by Councilman 47 Hilton and on unanimous voice vote the motion was carried. 48 49 The Clerk read on first reading by title only Ordinance No. 3009-1975 - 50 AN ORDINANCE TO TRANSFER WITHIN THE DEPARTMENT OF PARKS AND RECREATION 51 BUDGET THE SUM OF FIVE. THOUSAND, TWO HUNDRED DOLLARS ($5,200.00) FROM 52 "SERVICES CONTRACTUAL" (2-26-262) REPAIRS OF HARDBALL & SOFTBALL LIGHTS 53 ($2,000.00) , FROM "SERVICES PERSONAL" (1-12-121 ) PARK PAYROLL ($3,200.00) 54 TO "SUPPLIES" (3-37-374) HARDBALL AND SOFTBALL LIGHTS ($4,000.00) , AND 55 TO "SUPPLIES" (3-37-375) CHEMICALS ($1 ,200.00) . 56 57 Councilman Elstro moved for suspension of the rules and place Ordinance 58 No. 3009-1975 on second reading, seconded by Councilman Geier and 59 on unanimous voice vote the motion was carried. 60 4o Common Council Minutes July 21 , 1975 Page 3 1 The Clerk read on second reading Ordinance No. 3009-1975. 2 3 Councilman Williams moved for engrossment of Ordinance No. 3009-1975, 4 seconded by Councilman Geier and on unanimous voice vote the motion 5 was carried. 6 7 Councilman Geier moved for suspension of the rules and read Ordinance 8 No. 3009-1975 on third reading by title only, seconded by Councilman 9 Hilton and on unanimous voice vote the motion was carried. 10 11 The Clerk read on third reading by title only Ordinance No. 3009-1975. 12 13 Ordinance No. 3009-1975 was placed on final passage or rejection and on 14 a call of the roll the following was recorded: Ayes; Elstro, Geier, 15 Hilton, Marino, Mills, Williams and Brown. Noes; None. The vote being 16 seven (7) to zero (0) in favor of passage of Ordinance No. 3009-1975. 17 18 The Clerk read on second reading Ordinance No. 3003-1975 - AN ORDINANCE 19 FIXING SALARIES FOR APPOINTED OFFICERS AND EMPLOYEES OF THE CITY OF 20 RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1 , 1976 AND 21 ENDING DECEMBER 31 , 1976 AND APPROVING THE ADDITIONAL COMPENSATION TO 22 CERTAIN APPOINTED OFFICIALS OF THE CITY, OTHER THAN GOVERNMENTAL, WHO 23 PERFORM SERVICES FOR THE CITY, WHICH SERVICES ARE CONNECTED WITH THE 24 OPERATION OF MUNICIPALLY-OWNED UTILITY OR FUNCTIONS. 25 26 Councilman Marino moved for engrossment of Ordinance No. 3003-1975, 27 seconded by Councilman Elstro and on unanimous voice vote the motion 28 was carried. 29 30 Councilman Geier moved for suspension of the rules and place Ordinance 31 No. 3003-1975 on third reading by title only, seconded by Councilman 32 Elstro and on unanimous voice vote the motion was carried. 33 34 The Clerk read on third reading by title only Ordinance No. 3003-1975. 35 36 Ordinance No. 3003-1975 was placed on final passage or rejection and on 37 a call of the roll the following was recorded: Ayes; Elstro, Geier, 38 Hilton, Marino, Mills , Williams and Brown. Noes; None.
