HomeMy Public PortalAbout06-16-1975 33 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JUNE 16, 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session June 16, 1975 at the hour of 7:30 p.m. in the Council Chambers 3 in the Municipal Building in said City. President Merchanthouse 4 presided with the following members present: Messrs. Brown, Cornett, 5 Elstro, Geier, Hilton, Marino, Mills and Williams. Absent: None. 6 The following business was had to-wit: 7 8 Councilman Geier moved to approve the minutes of the previous meeting, 9 seconded by Councilman Mills and on unanimous voice vote the motion 10 was carried. 11 12 Councilman Marino recommended warning lights be installed on trash 13 pick-up trucks. 14 15 Councilman Merchanthouse commented on the vandalism on the mall . 16 17 Mayor Charles Howell said arrests have been made and added violations 18 will not be tolerated. 19 20 City Attorney, Robert Burton, said he met with Police Chief Louis Gibbs 21 regarding this problem and that the police are interested in keeping 22 order. 23 24 The Clerk read Resolution No. 9-1975 - A RESOLUTION TO TRANSFER WITHIN 25 THE MINICIPAL AIRPORT BUDGET THE SUM OF SEVEN HUNDRED THIRTY FOUR DOLLARS 26 ($734.00) FROM "SERVICES CONTRACTUAL" (2-25-251 ) REPAIR TO BUILDINGS 27 & STRUCTURES TO "SERVICES CONTRACTUAL" (2-26-264) RUNWAY MAINTENANCE. 28 29 Councilman Elstro moved for adoption of Resolution No. 9-1975, seconded 30 by Councilman Mills and on unanimous voice vote the motion was carried. 31 32 Councilman Brown moved for suspension of the rules and read Ordinance 33 No. 3002-1975 on first reading by title only, seconded by Councilman 34 Mills and on unanimous voice vote the motion was carried. 35 36 The Clerk read on first reading by title only Ordinance No. 3002-1975 - 37 AN ORDINANCE OF THE CITY OF RICHMOND AUTHORIZING THE ACQUISITION AND 38 FINANCING OF INDUSTRIAL FACILITIES, THE ISSUANCE AND SALE OF REVENUE 39 BONDS TO PAY THE COST THEREOF, AND THE LEASING OF SUCH FACILITIES TO 40 K B LAMINATES, INC. , AND OTHER MATTERS RELATING THERETO. 41 42 Councilman Elstro moved for suspension of the rules and place Ordinance 43 No. 3002-1975 on second reading, seconded by Councilman Williams and 44 on unanimous voice vote the motion was carried. 45 46 The Clerk read on second reading Ordinance No. 3002-1975. 47 48 Andrew Cecere, Attorney, spoke for Ordinance No. 3002-1975. 49 50 Councilman Mills moved for engrossment of Ordinance No. 3002-1975, 51 seconded by Councilman Hilton and on unanimous voice vote the motion 52 was carried. 53 54 Councilman Geier moved for suspension of the rules and place Ordinance 55 No. 3002-1975 on third reading by title only, seconded by Councilman 56 Williams and on unanimous voice vote the motion was carried. 57 58 59 Common Council Minutes June 16, 1975 Page 2 1 Councilman Cornett requested permission to abstain form voting on 2 Ordinance No. 3002-1975 due to his position in the Dunham-Lehr Co. 3 4 Councilman Mills moved to grant permission for Councilman Cornett to 5 abstain from voting, seconded by Councilman Marino and on'unanimous 6 voice vote the motion was carried. 7 8 Ordinance No. 3002-1975 was placed on final passage or rejection and on 9 a call of the roll the following was recorded: Ayes; Brown, Elstro, 10 Geier, Hilton, Marino, Mills, Williams and Merchanthouse. Noes; None. 11 The vote being eight (8) to zero (0) in favor of passage. 12 13 There being no further business on motion duly made, seconded and 14 passed, the meeting was adjourned. 15 16 17 Greg .
