PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, MAY 19, 1975
1 The Common Council of the City of Richmond, Indiana, met in regular
2 session May 19, 1975 at the hour of 7:30 P.M. in the Council Chambers
III 3 in the Municipal Building in said City. President Merchanthouse
4 presided with the following members present: Messrs. Brown, Cornett,
5 Elstro, Geier,Hilton, Marino, Mills, Williams. Absent: None. The
6 following business was had to-wit:

8 Councilman Williams moved to approve the minutes of the previous
9 meeting, seconded by Councilman Mills and on unanimous voice vote the
10 motion was carried.

12 Mayor Charles Howell commented on the ordinances before Council this
13 meeting. He stated Ordinance No. 2998-1975 was necessary for the
14 street department to repair sidewalks and curbs with the jack hammer
15 that will be purchased. He stated Ordinance No. 3000-1975 was a
16 very important item and he felt Council should meet with the Park
17 Board before acting on this Ordinance.

19 Richard Freeman, Director of Community Development reported to the
20 Council his Department has received notification of approval of
21 their grant application for $1 ,422,000 to be spent in accordance
22 with programs and projects outlined in grant application. He
23 stated Richmond would be one of the first if not the first City to
24 receive release of funds.

26 Councilman Hilton congratulated Mr. Freeman and his staff for their
27 work and leadership in receiving these funds.

29 The Deputy Clerk read on second reading Ordinance No. 2998-1975 -
30 AN ORDINANCE APPROPRIATING THE SUM OF EIGHT THOUSAND DOLLARS ($8,000.00)
31 FROM THE MOTOR VEHICLE HIGHWAY CASH OPERATING FUND TO MOTOR VEHICLE
32 HIGHWAY "SUPPLIES" (3-32-322) OIL $1 ,000.00 AND TO PROPERTIES (7-72-
33 726) OTHER EQUIPMENT $7,000.00.

35 Mr. Burton examined proof of publication and found it to be in order.

37 Mr. Geier moved to accept and file proof of publication, seconded by
38 Councilman Williams and on unanimous voice vote the motion was carried.

40 Councilman Mills moved for engrossment of Ordinance No. 2998-1975,
41 seconded by Councilman Williams and on unanimous voice vote the
42 motion was carried.

44 Councilman Geier moved for suspension of the rules and read Ordinance
45 No. 2998-1975 on third reading by title only, seconded by Councilman
46 Mills and on unanimous voice vote the motion was carried.

48 The Deputy Clerk read on third reading by title only Ordinance No. 2998-
49 1975.

51 Ordinance No. 2998-1975 was placed on final passage or rejection and
52 on a call of the roll the following was recorded: Ayes; Brown, Cornett,
II 53 Elstro, Geier, Hilton, Marino, Mills , Williams and Merchanthouse. Noes;
54 None. The vote being nine (9) to zero (0) in favor of passage of
55 Ordinance No. 2998-1975.

57 The Deputy Clerk read on second reading Ordinance No. 3000-1975 -
58 AN ORDINANCE TO APPROPRIATE THIRTY FIVE THOUSAND DOLLARS ($35,000.00)
59 FROM THE FEDERAL REVENUE SHARING TRUST FUND FOR CERTAIN ORDINARY AND
60 NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AND FOR CERTAIN
61 ORDINARY AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY THE LAWS
62 OF THE STATE OF INDIANA AND BY THE ORDINANCES OF THE CITY OF RICHMOND,
63 INDIANA.

1 Mr. Merchanthouse stated the Council will meet with the Park Board
2 regarding Ordinance No. 3000-1975.

4 Ordinance No. 3000-1975 will remain on second reading.

6 There being no further business on motion duly made, seconded and
7 passed, the meeting was adjourned.
