HomeMy Public PortalAbout04-21-1975 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, APRIL 21 , 1975 1 The Common Council of the City of Richmond, Indiana, met in regular 2 session April 21 , 1975 at the hour of 7:30 P.M. in the Council 3 Chambers in the Municipal Building in said City. Mr. Merchanthouse 4 presided with the following members present: Messrs. Brown, Cornett, 5 Elstro, Geier, Hilton, Marino, Mills and Williams. Absent: None. 6 7 The following business was had to-wit: 8 Mr. Williams moved to approve the minutes of the previous meeting, 9 seconded by Mr. Mills and on unanimous voice vote the motion was 1C carried. 111 l Councilman Williams presented a petition concerning trash pick-up 1 in the 400 block of South 5th Street. 1 1 Mary Jane Sanders, 408 South 5th Street appeared before the Council 1 concerning the trash pick-up. 17' Mayor Howell , Councilman Marino, Councilman Hilton and Councilman 1 Williams visited the area and are trying to work out a solution to 2 the problem. 21 2 The Clerk read on first reading Ordinance No. 2995-1975 - AN ORDINANCE 2 TO APPROPRIATE SEVENTY EIGHT THOUSAND, FIVE HUNDRED DOLLARS ($78,500.00) 2 - FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) TO BE 2 USED FOR R & S #11 , RIGHT OF WAY, ENGINEERING AND CONSTRUCTION OF 2 WILLIAMSBURG PIKE. 21 2E Councilman Geier moved for suspension of the rules and read Ordinance 11/ 2S No. 2996-1975 on first reading by title only, seconded by Councilman 30 Williams and on unanimous voice vote the motion was carried. 31 3 The Clerk read on first reading by title only Ordinance No. 2996-1975 - 3 AN ORDINANCE TO APPROPRIATE SEVEN HUNDRED SIX THOUSAND, FIVE HUNDRED 3 DOLLARS ($706,500.00) FROM THE LOCAL ROAD & STREET FUND FOR R & S 3 #11 , RIGHT OF WAY, ENGINEERING AND CONSTRUCTION OF WILLIAMSBURG PIKE. 3 3) The Clerk read on second reading Ordinance No. 2993-1975 - AN 3 ORDINANCE APPROPRIATING THE SUM OF TWELVE THOUSAND DOLLARS ($12,000.00) 3 FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) FOR 4 STREET MATERIALS. 41 4 ' City Attorney, Robert Burton, examined proof of publication and 4 found it to be in order. 4 4 Councilman Geier moved to accept and file proof of publication, 4 seconded by Councilman Hilton and on unanimous voice vote the motion 4 was carried. 4: 4' Councilman Brown moved for engrossment of Ordinance No. 2993-1975, 5° seconded by Councilman Elstro and on unanimous voice vote the motion 5 was carried. 5 5 Councilman Geier moved for suspension of the rules and place 5' Ordinance No. 2993-1975 on third reading by title only, seconded 5` by Councilman Williams and on unanimous voice vote the motion was 54 carried. 5 5; The Clerk read on third reading by title only Ordinance No. 2993-1975. 5• 61 Common Council Minutes April 21 , 1975 Page 2 1 Ordinance No. 2993-1975 was placed on final passage or rejection and 2 on a call of the roll the following was recorded: Ayes; Brown, 3 Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse. 4 Noes; Cornett. The vote being eight (8) to one (1 ) in favor of 5 passage of Ordinance No. 2993-1975. 6 7 Councilman Cornett said it was the timing he was against not the 8 project. 9 10 The Clerk read on second reading Ordinance No. 2994-1975 - AN 11 ORDINANCE TO APPROPRIATE SIX HUNDRED THOUSAND DOLLARS ($600,000.00) 12 FROM THE FEDERAL REVENUE SHARING TRUST FUND, FOR CERTAIN ORDINARY 13 AND NECESSARY MAINTENANCE :AND .'OPERATING EXPENDITURES AND FOR CERTAIN 14 ORDINARY AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY THE 15 LAWS OF THE STATE OF INDIANA AND_BY THE ORDINANCES OF THE CITY OF 16 RICHMOND, INDIANA. 17 18 Robert Burton, City Attorney, examined proof of publication and found 19 it to be in order. 20 21 Councilman Hilton moved to accept and file proof of publication, 22 seconded by Councilman Geier and on unanimous voice vote the motion 23 was carried. 24 25 Councilman Marino moved for engrossment of Ordinance No. 299471975, 26 seconded by Councilman Hilton and on unanimous voice vote the 27 motion was carried. 28 29 Councilman Marino moved to suspend the rules and place Ordinance No. 30 2994-1975 on third reading by title only, seconded by Councilman Brown 31 and on unanimous voice vote the motion was carried. 32 33 The Clerk read on third reading by title only Ordinance No. 2994- 34 1975. 35 36 Ordinance No. 2994-1975 was placed on final passage or rejection and 37 on a call of the roll the following was recorded: Ayes; Brown, 38 Cornett, Geier, Hilton, Marino and Merchanthouse. Noes; Elstro, 39 Mills and Williams. The vote being six (6) to three (3) in favor 40 of passage of Ordinance No. 2994-1975. 41 42 Councilman Williams said some of the people in the 2nd District are 43 against the garage so he voted no. 44 45 There being no further business on motion duly made, seconded and 46 passed, the meeting was adjourned. 47 48 Greg Merchanthouse 49 President 50 51 ATTEST: Margaret Mellen 52 City Clerk
