CITY OF RICHMOND, INDIANA, MARCH 17, 1975
1 The Common Council of the City of Richmond, Indiana met in regular
2 session March 17, 1975 at the hour of 7:30 P.M. in the Council
3 Chambers in the Municipal Building in said City. Mr. Merchanthouse
111 4 presided with the following members present: Messrs. Brown, Cornett,
5 Elstro, Geier, Hilton, Marino, Mills and Williams. Absent: None.
6 The following business was had to-wit:

8 Councilman Williams moved to approve the minutes of the previous
9 meeting, seconded by Councilman Brown and on unanimous voice vote
10 the motion was carried.

12 The Clerk read Resolution No. 6-1975 - A RESOLUTION TO AUTHORIZE
13 SIGNATURES FOR PAYMENT VOUCHERS FOR LETTER OF CREDIT TO ENABLE THE
14 CITY OF RICHMOND, INDIANA, TO REQUEST FUNDS UNDER THE HOUSING AND
15 COMMUNITY DEVELOPMENT ACT OF 1974, AND, TO DESIGNATE THE DEPOSITORY
16 FOR THE DIRECT DEPOSIT OF SUCH FUNDS.

18 Councilman Brown moved to approve Resolution No. 6-1975, seconded
19 by Councilman Elstro and on a call of the roll the following was
20 recorded: Ayes; Brown, Cornett, Elstro, Geier, Hilton, Marino,
21 Mills, Williams and Merchanthouse. Noes; None. The vote being
22 nine (9) to zero (0) in favor of passage.

24 Councilman Brown commended Transportation Director, Elmer Toschlog,
25 for the good job in handling the snow removal but felt with his fine
26 ingenuity he could come up with some solution for the people parking
27 at the curbs.

29 Councilman Cornett commended Elmer Toschlog, David Benner, Jerald
30 Judge and Board of Works for meeting with the individuals concerning
31 sewer problems in his District and said he felt the problem would
32 be resolved in the near future.

34 The Clerk read Ordinance No. 2989-1975 on first reading - AN ORDINANCE
35 TO APPROPRIATE THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FROM THE
36 GENERAL FUND TO THE CITY COURT BUDGET, SERVICES PERSONAL (1-12-124)
37 CORRECTION OFFICER.

39 Councilman Geier moved to suspend the rules and read on first reading
40 by title only Ordinance No. 2990-1975 - AN ORDINANCE TO TRANSFER
41 WITHIN THE CITY COURT BUDGET THE SUM OF TWO HUNDRED AND THIRTY DOLLARS
42 ($230.00) FROM "SUPPLIES" (3-34) FILM AND OTHER SUPPLIES - DRIVERS
43 SCHOOL ($200.00) AND FROM "SERVICES PERSONAL" (1-12-123) COURT
44 APPOINTED ATTORNEYS ($30.00) TO "SUPPLIES" (3-36-361 ) OFFICIAL
45 RECORDS, seconded by Councilman Elstro and on unanimous voice vote
46 the motion was carried.

51 Councilman Geier moved for suspension of the rules and place Ordi-
52 nance No. 2990-1975 on second reading, seconded by Councilman Williams
53 and on unanimous voice vote the. motion was carried.

59 seconded by Councilman Mills and on unanimous voice vote the motion

63 Ordinance No. 2990-1975 on third reading by title only, seconded by
64 Councilman Mills and on unanimous voice vote the motion was
65 carried.

6 The vote being nine (9) to zero (0) in favor of passage of Ordinance No.

10 APPROPRIATING THE SUM OF THIRTEEN THOUSAND, FIVE HUNDRED OLLARS ($13,500.00)
11 FROM THE CUMULATIVE STORM SEWER FUND FOR STORM SEWER MATERIALS.

14 found it to be in order.

16 Councilman Geier moved to accept and file proof of publication, seconded
17 by Councilman Hilton and on unanimous voice vote the motion was carried.

19 Councilman Brown moved for engrossment of Ordinance No. 2985-1975, seconded
20 by Councilman Williams and on unanimous voice vote the motion was carried.

22 Councilman Geier moved for suspension of the rules and place Ordinance
23 No. 2985-1975 on third reading by title only, seconded by Councilman
24 Brown and on unanimous voice vote the motion was carried.

37 MAINTENANCE AND OPERATING EXPENDITURES AND FOR CERTAIN ORDINARY AND
38 NECESSARY CAPITAL EXPENDITURES AS AUTHORIZIED BY THE LAWS OF THE STATE

1 Councilman Mills moved for suspension of the rules and read Ordinance
2 No. 2981-1975 on third reading by title only, seconded by Councilman
3 Brown and on unanimous voice vote the motion was carried.

5 The Clerk read on third reading by title only Ordinance No. 2981-1975 -
6 AN ORDINANCE FIXING THE ANNUAL SALARIES OF ALL ELECTED OFFICERS OF
7 THE CITY OF RICHMOND, INDIANA, PAYABLE FROM THE GENERAL FUND, EFFEC-
8 TIVE AT THE COMMENCEMENT OF THE TERMS OF SUCH OFFICERS SUCCEEDING THE
9 GENERAL ELECTION OF 1975, AS PROVIDED FOR BY CHAPTER 107 OF THE ACTS
10 OF 1959.

13 and found it to be in order.

15 Councilman Geier moved to accept and file proof of publication,
16 seconded by Councilman Mills and on unanimous voice vote the motion
17 was carried.

19 Ordinance No. 2981-1975 was placed on final passage or rejection
20 and on a call of the roll the following was recorded: Ayes; Cornett,
21 Elstro, Geier, Marino, Mills and Merchanthouse. Noes; Brown, Hilton
22 and Williams. The vote being six (6) to zero (0) in favor of passage
23 of Ordinance No. 2981-1975.

25 Councilman Mills moved for suspension of the rules and read Ordinance
26 No. 2982-1975 on third reading by title only, seconded by Councilman
27 Hilton and on unanimous voice vote the motion was carried.

29 The Clerk read on third reading by title only Ordinance No. 2982-
30 1975 - AN ORDINANCE APPROVING THE PAYMENT OF ADDITIONAL COMPENSATION
31 TO CERTAIN ELECTED OFFICIALS OF THE CITY OF RICHMOND, INDIANA OTHER
32 THAN GOVERNMENTAL, WHO PERFORM SERVICES FOR THE CITY, WHICH SERVICES
33 ARE CONNECTED WITH THE MUNICIPAL ELECTRIC LIGHT AND POWER PLANT, AND
34 REPEALING ALL ORDINANCES IN CONFLICT THEREWITH.

36 Ordinance No. 2982-1975 was placed on final passage or rejection and
37 on a call of the roll the following was recorded: Ayes; Brown,
38 Cornett, Elstro, Geier, Hilton, Marino, Mills and Merchanthouse. Noes;
39 Williams. The vote being eight (8) to one (1 ) in favor of passage
40 of Ordinance No. 2982-1975.

42 There being no further business on motion duly made, seconded and
43 passed, the meeting was adjourned.
