HomeMy Public PortalAbout02-17-1975 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 17, 1975 The Common Council of the City of Richmond, Indiana, met in regular session February 17, 1975 at the hour of 7:30 p.m. i.n the Council Chambers in the Municipal Building in said City. President Merchant- "' house presided with the following members present: Messrs. Brown, Cornett, Elstro, Geier, Hilton, Marino, Mills and Williams. Absent: None. The following business was had to-wit: Mr. Williams moved to approve the minutes of the previous meeting, seconded by Mr. Mills and on unanimous voice vote the motion was carried. Councilman Geier moved to suspend the rules and read Resolution No. 3- 1975 by title only, seconded by Councilman Elstro and on unanimous voice vote the motion was carried. The Clerk read by title only on Resolution No. 3-1975 - A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, AS PROVIDED IN TITLE I OF THE COMMUNITY DEVELOPMENT ACT OF 1974, P.L. 93- 383. Richard Freeman, Community Development Director, explained the Resolution. Councilman Marino moved to adopt Resolution No. 3-1975, seconded by Councilman Williams and on unanimous voice vote the motion was. carried. Councilman Elstro moved for suspension of the rules and read Resolution No. 4-1975 by title only, seconded by Councilman Geier and on unanimous voice vote the motion was carried. The Clerk read by title only Resolution No. 4-1975 - A RESOLUTION TO AUTHORIZE THE FILING OF AN APPLICATION FOR THE NATIONAL FLOOD INSURANCE PROGRAM AND TO ESTABLISH THE ADMINISTRATIVE PROCESSES NECESSARY TO ADHERE TO THE GUIDELINES SET FORTH BY THE PROGRAM. Robert Goodwin, City Planning. Director, explained the Resolution. Councilman Geier moved for adoption of Resolution No. 4-1975, seconded by Councilman Brown and on unanimous voice vote the motion was carried. Councilman Brown moved for suspension of the rules and read Resolution No. 5-1975 by title only, seconded by Councilman Elstro and on unanimous voice vote the motion was carried. The Clerk read by title only Resolution No. 5-1975 - A RESOLUTION TO EFFECTUATE REASONABLE AND NECESSARY CONTROLS ON CONSTRUCTION OR ALTERA- TION TO BUILDINGS OR STRUCTURES WITHIN A SPECIAL FLOOD HAZARD AREA AS DEFINED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR INCLUSION IN THE NATIONAL FLOOD INSURANCE PROGRAM. Councilman Marino moved for adoption of Resolution No. 5-1975, seconded . by Councilman Brown and on unanimous voice vote the motion was carried. The Clerk read on first reading Ordinance No. 2983-1975 - AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 1968. Ordinance No. 2983-1975 was referred to the Plan Commission for study and recommendation. The Clerk read on first reading Ordinance No. 2984-1975 - AN ORDINANCE TO APPROPRIATE FIFTY THOUSAND DOLLARS ($50,000.00) FROM THE CUMULATIVE CAPITAL IMPROVEMENT FUND (CIGARETTE TAX) TO CONSTRUCT AND EQUIP A NEW NO. 2 AND NO. 3 FIRE STATION. 12 February 17, 1975 Page 2 Ordinance No. 2984-1975 was referred to the Community Development Commission. The Clerk read on third reading Ordinance No. 2939-1974 - AN ORDINANCE AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3, 1968. ORDINANCE No. 2939-1974 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes; Brown, Elstro, Geier, Mills and Merchanthouse. Noes; Cornett, Hilton, Marino and Williams. The vote being five (5) to four (4) in favor of passage of Ordinance No. 2939-1974.
