HomeMy Public PortalAbout7/1/2005-6/30/2008 Library AFSCME MOAMEMORANDUM OF AGREEMENT BETWEEN THE TOWN OF WATERTOWN AND AFSCMEI COUNCIL 93 The Town of Watertown and the American Federation of State, County and Municipal Employees, Council 93 hereby agree, subject to appropriation by the Town Council, to a three (3) year collective bargaining agreement effective July 1, 2005 through June 30, 2008 which shall contain the same terms and conditions as the parties' most recent agreement, except as modified by the following: 1. BASE WAGE INCREASES • 4.5% retroactive to 7/1/05 ® 4.5% retroactive to 7/l/06 • 2.5% effective 7/1/07 2. HEALTH INSURANCE 0 85/15 health insurance contribution rate retroactive to 711/05 • 80/20 health insurance contribution rate retroactive to 7/l/06 • Effective 7/1/07, modify HMO plan design and co -pay amounts to Option 5 as proposed by Town. With respect to the inpatient and outpatient co -pays, the Town will reimburse employees on individual l-IMO plans for up to a maximum of $350.00 per fiscal year toward the cost of inpatient/outpatient co -pays incurred during that year. Employees on family HMO plans will be reimbursed for up to a maximum of $700.00 per fiscal year per plan toward the cost of inpatient/outpatient co -pays incurred during that year by individuals covered by the plan. 3. STEP ADJUSTMENT Effective 1/l/08, the current first step will be deleted and a new top step will be added which is 2.0% higher than the current top step. Employees will move to these new steps when they would ordinarily be entitled to receive a step increase under the existing language in the parties' collective bargaining agreement. (For example, employees bired prior to January 1, 2008 will move to the new steps on 7/1/08.) 4. WAGE AND BENEFIT STUDY Prior to Juno 30, 2008, the Town shall conduct a wage and benefit study which will compare the wages and benefits received by Watertown Library employees to those received by library employees in comparable communities. The results of the Town's study will be shared with the Union and will be discussed by the parties at their negotiations for a successor to the collective bargaining agreement that is being entered into pursuant to this Agreement. 5. ARTICLE 7, SECTION D (BULLETIN BOARDS) Move to Article 6. (NOTE: misplaced section.) 6. ARTICLE 24 (LONGEVITY PAY) Add new sentence to end of last paragraph as follows: "Employees who resign, retire or are terminated shall not be entitled to receive quarterly payments not yet paid as of the date of their resignation, retirement or termination," 7. ARTICLE 25. SECTION B (ADVANCE STUDY AND TUITION REIMBURSEMENT) Add the following language to end of section: "Said declaration shall include within its terms an agreement on the part of the employee to reimburse the Town for all hours of leave that were paid to the employee under Section A of this article in the event the employee fails to remain in the employ of the Library for a period of six (6) months following completion of said courses of study." 8. ARTICLE 32_, SECTION 1 (SENIORITY Insert "with the Library" after "continuous set -vice." 9. AR.TICLE 34 SECTION D STEP INCREASES Delete first paragraph. (NOTE: Deletion was previously agreed to by parties.) 10. ARTICLE 35 DT/CRT PROTECTION) Insert "if medical documentation is submitted from the employee's physician indicating that the employee has been medically restricted from doing such work." 11.. ARTICLE 37_(IN SERVICE TRAINING) Change language to allow for up to four (4) half days to be scheduled as needed with thirty (30) days notice. 12. ARTICLE 40 (DURATION) Update length of contract to reflect three (3) year agreement. 13. ARTICLE 41 E)D PAYROLL Effective with the issuance of the retroactive paychecks that will be due under this Agreement, the current bi-weekly pay period shall be adjusted so as to begin on a Sunday and end oil the second Saturday that follows the Sunday. Employees will be paid in arrears, i,e. they will be paid on a Thursday for the preceding Sunday to second Saturday period. Direct deposit will be required for all employees. 14.
