PROCEEDINGS OF THE COMMON COUNCIL OF THE
CITY OF RICHMOND, INDIANA, FEBRUARY 3, 1975
The Common Council of the City of Richmond, Indiana, met in regular session
February 3, 1975 at the hour of 7:30 P.M. in the Council Chambers in the
Municipal Building in said City. President Merchanthous.e presided with
the following members present. Messrs. Brown, Cornett, Elstro, Geier,
Hilton, Marino, Mills and Williams. Absent: None. The following business
was had to-wit:
Mr. Mills moved to approve the minutes of the previous meeting, seconded
by Mr. Hilton and on unanimous voice vote the motion was carried.
Mayor Charles A. Howell commented he is looking forward to the same
cooperation from the Councilmen as they gave Mayor Klute and he hopes to
keep a two-way line of communication between himself and the Councilmen.
The Clerk read on first reading Ordinance No. 2979-1975 - AN ORDINANCE
AMENDING ORDINANCE NO. 2660-1971 , AN ORDINANCE AMENDING ORDINANCE NO. 2440-
1969, AN ORDINANCE AUTHORIZING A "SPECIAL USE" FOR A PLANNED UNIT DEVELOP-
MENT IN R-2 SINGLE-FAMILY RESIDENTIAL DISTRICT OF ORDINANCE NO. 2325-
1968 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF RICHMOND, INDIANA.
Ordinance No. 2979-1975 was referred to the Community Development standing
committee.
Councilman Geier moved for suspension of the rules and read Ordinance No.
2980-1975 on first reading by title only, seconded by Councilman Brown
and on unanimous voice vote the motion was carried.
The-Clerk read on first reading by title only Ordinance No.2980-1975 -
AN ORDINANCE AMENDING ORDINANCE NO. 2508-1970, AN ORDINANCE AUTHORIZING
A "SPECIAL USE" IN A R-3 ONE TO EIGHT FAMILY RESIDENTIAL DISTRICT OF
ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
CITY OF RICHMOND,INDIANA.
Ordinance No. 2980-1975 was referred to the Plan Commission for study
and recommendation.
The Clerk read on first reading Ordinance No. 2981-1975 - AN ORDINANCE
FIXING THE ANNUAL SALARIES OF ALL ELECTED OFFICERS OF THE CITY OF RICH-
MOND, INDIANA, PAYABLE FROM THE GENERAL FUND, EFFECTIVE AT THE COMMENCE-
MENT OF THE TERMS OF SUCH OFFICERS SUCCEEDING THE GENERAL ELECTION OF
1975, AS PROVIDED FOR BY CHAPTER 107 OF THE ACTS OF 1959.
Ordinance No. 2981-1975 was referred to the Committee of the Whole.
The Clerk read on first reading Ordinance No. 2982-1975 - AN ORDINANCE
APPROVING THE PAYMENT OF ADDITIONAL COMPENSATION TO CERTAIN ELECTED
OFFICIALS OF THE CITY OF RICHMOND,INDIANA, OTHER THAN GOVERNMENTAL, WHO
PERFORM SERVICES FOR THE CITY, WHICH SERVICES ARE CONNECTED WITH THE
MUNICIPAL ELECTRIC LIGHT AND POWER PLANT, AND REPEALING ALL ORDINANCES
IN CONFLICT THEREWITH.
Ordinance No. 2982-1975 was referred to the Committee of the Whole.
Council President Greg Merchanthouse, set an executive meeting for
February 24, 1975 at 7:00 P.M. in the Council Office.
The Clerk read on second reading Ordinance No. 2939-1974 - AN ORDINANCE
AMENDING ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDINANCE
OF THE CITY OF RICHMOND,INDIANA, ADOPTED JUNE 3, 1968.
The Clerk read a letter from the Department of City Planning stating the
Plan Commission voted five to three to recommend approval of the rezoning
to Common Council .

James H. Ronald, Attorney representing the First Presbyterian Church
said the proposed use is not objected to, but any business reclassifi-
cation is opposed for fear of the future uses that could locate.
Councilman Brown moved for engrossment of Ordinance No. 2939-1974,
seconded by Councilman Geier and on unanimous voice vote the motion
was carried.
Councilman Elstro moved for suspension of the rules and move Ordinance
No. 2939-1974 to third reading by title only, seconded by Councilman
Geier and on a call of the roll the following was recorded: Ayes;
Brown, Cornett, Elstro, Geier, Hilton, Marino, and Mills. Noes;
Williams.
The Clerk read on second reading Ordinance No. 2967-1974 - AN ORDINANCE
TO ANNEX TO THE CITY OF RICHMOND, INDIANA, CERTAIN TERRITORY CONTIGUOUS
THERETO, DESCRIBING THE SAME, PROVIDING FOR THE PUBLICATION THEREOF
AND FIXING THE TIME WHEN THE SAME SHALL TAKE EFFECT.
The Clerk read a letter from the Department of City Planning recommending
approval of annexation by unanimous vote.
Councilman Geier moved for engrossment of Ordinance No. 2967-1974,
seconded by Councilman Mills and on unanimous voice vote the motion
was carried.
Councilman Geier moved for suspension of the rules and place Ordinance
No. 2967-1974 on third reading by title only, seconded by Councilman
Hilton and on unanimous voice vote the motion was carried.
The Clerk read on third reading by title only Ordinance No. 2967-1974.
Ordinance No. 2967-1974 was placed on final passage or rejection and on
a call of the roll the following was recorded: Ayes; Brown, Cornett,
Elstro, Geier, Hilton, Marino, Mills, Williams and Merchanthouse.
Noes; None. The vote being nine (9) to zero (0) in favor of passage
of Ordinance No. 2967-1974.
The Clerk read on second reading Ordinance No. 2968-1974 - AN ORDINANCE
AUTHORIZING A "SPECIAL USE" IN AN R-1 SINGLE FAMILY RESIDENTIAL DISTRICT
OF ORDINANCE NO. 2325-1968 COMMONLY KNOWN AS THE ZONING ORDINANCE OF
THE CITY OF RICHMOND, INDIANA, ADOPTED JUNE 3 , 1968.

"Special Use".
Councilman Brown moved for engrossment of Ordinance No. 2968-1975,
seconded by Councilman Geier and on unanimous voice vote the motion
was carried.

No. 2968-1974 on third reading by title only, seconded by Councilman
Hilton and on unanimous voice vote the motion was carried.

Ordinance No. 2968-1974 was placed on final passage or rejection and
on a call of the roll the following was recorded: Ayes; Brown, Cornett,
Elstro, Geier, Hilton, Marino, Mills , Williams and Merchanthouse.
Noes ; None. The vote being nine (9) to zero (0) in favor of passage
of Ordinance No. 2968-1974.
The Clerk read on second reading Ordinance No. 2977-1975 - AN ORDINANCE
TO APPROPRIATE TWENTY FIVE THOUSAND DOLLARS ($25,000.00) FROM THE
FEDERAL REVENUE SHARING TRUST FUND FOR CERTAIN ORDINARY AND NECESSARY
MAINTENANCE AND OPERATING EXPENDITURES AND FOR CERTAIN ORDINARY AND
NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY THE LAWS OF THE STATE
OF INDIANA AND BY THE ORDINANCES OF THE CITY OF RICHMOND, INDIANA.

The Clerk presented proof of publication. City Attorney, Robert Burton,
examined proof of publication and found it to be in order. Councilman
Marino moved to accept and file proof of publication, seconded by
Councilman Hilton and on unanimous voice vote the motion was carried.
Councilman Elstro moved for engrossment of Ordinance No. 2977-1975,
seconded by Councilman Hilton and on unanimous voice vote the motion
was carried.
Councilman Elstro moved for suspension of the rules and place Ordinance
No. 2977-1975 on third reading by title only, seconded by Councilman
Geier and on unanimous voice vote the motion was carried.
The Clerk read on third reading by title only Ordinance No. 2977-1975.
Ordinance No. 2977-1975 was placed on final passage or rejection and
on a call of the roll the following was recorded: Ayes; Brown, Cornett,
Elstro, Geier, Hilton, Marino, Mills , Williams and Merchanthouse. Noes:
None. The vote being nine (9) to zero (0) in favor of passage of
Ordinance No. 2977-1975.
There being no further business on motion duly made, seconded and passed,
the meeting was adjourned.
