HomeMy Public PortalAbout01-06-1975 1 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, JANUARY 6, 1975 The Common Council of the City of Richmond, Indiana, met in regular session January 6, 1975, at the hour of 7:30 p.m. in the Council Cham- bers in the Municipal Building in said City. Councilman Marino pre- sided with the following members present: Messrs. Brown, Cornett, Elstro, Geier, Hilton, Merchanthouse, Mills and Williams.- Absent: None. The following business was had to-wit: Councilman Hilton nominated Councilman Merchanthouse for President, seconded by Councilman Geier. Councilman Brown moved the nominations for President be closed, seconded by Councilman Geier and on unanimous voice vote the motion was carried. Councilman Elstro nominated Councilman Brown for President Pro-Tem seconded by Councilman Geier. Councilman Williams moved nominations be closed, seconded by Councilman Merchanthouse and on unanimous voice vote the motion was carried. President Merchanthouse took the chair. President Merchanthouse appointed Councilman Brown as chairman of the Richmond Power & Light Board of Directors. Councilman Brown nominated Councilman Elstro to be the Council representa- tive on the Planning Commission, seconded by Councilman Hilton and on unanimous voice vote the motion was carried. President Merchanthouse announced all other committee appointments will be released later on in the week. President Merchanthouse said he will continue to take voice vote on suspension of the rules , but at anytime at the request of the Councilmen call of the roll will be taken. Councilman Williams moved to approve the minutes of the previous meeting, seconded by Councilman Mills and on unanimous voice vote the motion was carried. The Clerk read Resolution No. 1-1975 - A RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, UNITED STATES OF AMERICA, FOR A REQUEST AND AUTHORIZATION FOR ADVANCE OF COMMUNITY DEVELOPMENT BLOCK FUNDS, AS PROVIDED IN TITLE I OF THE COMMUNITY DEVELOPMENT ACT OF 1974, P.L. 93-383. Councilman Geier moved for adoption of Resolution No. 1-1974, seconded by Councilman Williams and on unanimous voice vote the motion was carried. The Clerk read Resolution No. 2-1975 - A RESOLUTION AUTHORIZING THE CONTROLLER OF THE CITY OF RICHMOND, INDIANA, TO INVEST CERTAIN IDLE FUNDS DURING THE YEAR 1975 IN ACCORDANCE WITH CHAPTER-9 OF THE 1945 ACTS OF THE GENERAL ASSEMBLY, AS AMENDED. Councilman Williams moved for adoption of Resolution No. 2-1975, • seconded by Councilman Marino and on unanimous voice vote the motion was carried. Councilman Marino commended City Controller Jerald J. Judge, on the way he handled the investment of funds in the past year. 2 January 6, 1975 Page 2 The Clerk read on first reading Ordinance No. 2976-1975 - AN ORDINANCE APPROPRIATING THE SUM OF SEVENTEEN THOUSAND DOLLARS ($17,000.00) FROM THE CUMULATIVE STORM SEWER FUND FOR STORM SEWER, SOUTH 16th STREET. Dr. George Blakey, General Chairman of the Bicentennial Committee for 1976, announced the three main sub-committees as follows: Heritage 1976, Tom Reed, Chairman; Festival 1976, Mrs. Joan Vigran, Chairman; - Horizons 1976, Ken Webber, Chairman. He invited the Council members and citizens to come to the "Town Meeting" at 2:00 P.M. Sunday, January 19th at which time the city will be presented a parchment designating it as a Bicentennial City and a flag, which similarly points this out. Councilman Brown, Chairman of the Richmond Power & Light Board of Directors said he would announce his appointments later.
