HomeMy Public PortalAbout11-21-2002 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, NOVEMBER 21,2002 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m. Thursday, November 21, 2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was conducted: APPROVAL OF MINUTES The minutes for November 14, 2002 were approved on a motion by Henry, second by Metzger and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for$214,675.80 and made a motion to accept, second by Metzger and the motion was carried on a voice vote. BID AWARD A. One bid was received for the Northwest"N"Street extension and that was from Milestone Construction for$91,266.50. This will be reviewed and awarded later this evening. B. Bids were opened for the detention pond in the Midwest Industrial Park and they are: Milestone Construction $186,694.40 and Butler Excavating for$292,828.92. These bids will be reviewed and awarded later this evening. C. Bids were opened for the roof repair for the City building and they are: AAA Roofing for $1,960; Smithers Roofing for$3,180; McGuff Roofing for$3,600 and Blackmore& Bucker for$4,200. These bids will be reviewed and awarded at a later meeting. D. One bid was received for Maintenance for HVAC at fire stations two, three, four,five and six and that was Lowman Metal Shop quoting hourly rates. This bid will be reviewed and awarded at a later date. E. Bids were opened for the North 22nd Street improvements and they are: Smarrelli General Contractor, Inc., $109,355; Bowlin Construction, $99,833 and TdM for$102,092. These bids will be reviewed and awarded at a later date. REQUESTS A. Fire Chief Mike Allen requested approval for the following probationary appointments and promotions:Tom Broyles to Training Chief, effective November 4, 2002; Tom Shook, Lieutenant, Squad 77"A"Shift: Scott Simmons, Lieutenant, Squad 77"B"Shift; Phil Schroeder, Lieutenant, Squad 77"C"Shift, all effective October 25, 2002. Pete McDaniel, Driver Operator, effective, October 25, 2002; Brent Purcell, Driver Operator, Squad 77 "A"Shift and Tony Allen, Driver Operator, Squad 77"B"Shift, effective November 15, 2002. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. B. Captain Don Ponder requested approval of the annual "Babes in Toyland Holiday Parade", December 7, 2002 beginning at 11:30 a.m. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. Board of Works Minutes Cont'd. November 21, 2002 Page 2 C. Chief Allen also requested permission for the Fire Department to participate in the Holiday Parade with two fire trucks. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. D. Captain Ponder requested permission for a handicapped sign for Mary Alice Smith at 2315 Glen Court. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. CHANGE ORDER A. Change order#2 was for the City Parking Garage storm sewer project with a decrease of $900 making a new total of$34,327. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. SET A DATE FOR GRIEVANCE HEARING A. Rabe explained that the grievance hearing would have to be set in two weeks which is December 5, 2002. He said that Chief Allen had denied the hearing of the grievance because it did not comply within 10 days of occurrence and the Board needed to decide if the grievance was filed in a timely manner in order to proceed. Henry moved to set the hearing for December 5, 2002, second by Metzger and the motion was carried on a voice vote. BID AWARDS A. City Engineer Bob Wiwi recommended the bid for the Northwest"N"Street extension project be awarded to Milestone for$91,266.50. Henry so moved, second by Metzger and the motion was carried on a voice vote. B. Wiwi recommended the bid for the detention pond in the Midwest Industrial Park be awarded to Milestone Construction for$186,694.40. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. GRIEVANCE HEARING FOR POLICE OFFICERS A. Sgt. Don Benedict, President of the F.O.P. and a member of the grievance committee said that officers Jamie Edwards, James Mastriano and Mike Black filed a grievance concerning personal days off when they went from Probationary Officer to First Class Patrolman. Benedict said they are willing to negotiate this with the City, but added it should be fair to all concerned parties. Some have gotten their eight dates while others have been pro-rated from the time of hire date. Chief Greg Pipes,Assistant Chief Randy Kolentus and Major Barry Ritter all spoke in defense of the department and the reasoning for pro-rated days off. Henry made a motion to deny the grievance, and both Metzger and Goodwin gave comments saying that the Grievance Committee and the City of Richmond need to make the language in their contract more agreeable. Metzger then made a second and the motion was carried on a voice vote. The tape and papers concerning all of this hearing are on file in the City Clerk's office. Board of Works Minutes Cont'd.
