THE CITY OF RICHMOND, INDIANA, NOVEMBER 14, 2002
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday,
November 14, 2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin
presided, with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The
following business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes for October 31, and November 7, 2002, second by Metzger
and the motion was carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented claims from the Finance Department for$203,817.49 and made a motion to accept,
second by Metzger and the motion was carried on a voice vote.
QUOTES
A. Chairperson Goodwin opened one bid from Rail Works in the amount of$9,965,for the
repair of a railroad spur for Transilwrap. City Engineer Bob Wiwi will review the bid and it will
be awarded later this evening.
REQUESTS
A. Chairperson Goodwin presented an access permit for approval at 3515 Eagle Trace.
Henry moved to approve, second by Metzger and the motion was carried on a voice vote.
B. Chairperson Goodwin read a request for an access permit for approval.at 3224
Breckenridge. Metzger moved to approve, second by Henry and the motion was carried
on a voice vote.
C. Chairperson Goodwin requested an access permit for Safety Zone at 3500 Industries
Road. Henry moved to approve, second by Metzger and the motion was carried on a
voice vote.
D. Chairperson Goodwin presented for approval an access permit for Manpower, Inc. at
1150 Northwest"N"Street. Metzger moved to approve, second by Henry and the motion
was carried on a voce vote.
E. Chairperson Goodwin presented for approval an access permit for Boys and Girls Club at
1717 South "L"Street. Henry moved to approve, second by Metzger and the motion was
carried on a voice vote.
F. Battalion Chief Jerry Purcell requested permission for Dr. Doug McDaniel to ride on any
fire apparatus indefinitely. Dr. McDaniel is the doctor for Wayne County and wants to
become more familiar with the operation of the fire department and the EMS system.
Metzger moved to approve, second by Henry and the motion was carried on a voice vote.
QUOTE AWARD
A. Wiwi requested the approval of Rail Works in the amount of$9,965 for the repair of a
railroad Spur at Transilwrap. Metzger moved to approve, second by Henry and the
motion was carried on a voice vote.

CHANGE ORDER
A. Wiwi asked for approval of Change Order#1 for electrical work in the amount of$5,237
for the drainage improvements at the City Parking Garage bringing the total to
$35,227.00. Metzger moved to approve, second by Henry and the motion was carried on
a voice vote.
CHANGE OF MEETING DATE
A. Goodwin suggested the date of the next meeting be changed to Wednesday, November
27, 2002 because of the Thanksgiving Holiday. Metzger moved to approve, second by
Henry and the motion was carried on a voice vote.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
