HomeMy Public PortalAbout10-10-2002 BOARD ND THE THE CITY OF RICOFHMONDPUBLIC, INDIANAWORKS,A OCTOBERSAFETY 10,OF 2002 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, October 10, 2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided,with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was conducted: APPROVAL OF MINUTES Metzger made a motion to approve the minutes for October 3, 2002, second by Goodwin and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for$323,563.06 and made a motion to accept, second by Metzger and the motion was carried on a voice vote. REQUESTS A. Goodwin read a letter from Street Commissioner Gordon Moore concerning paving the alley between N.W. 7th and N.W. 8th Streets north of Main Street. Moore said in his letter that he felt this alley did not warrant paving at this time. The alley is being used by Dennis Middle School as a roadway and also a business on Main Street, which abuts the alley, is using it for an entrance. His suggestion was to post signs restricting use by local traffic only and request/require financial assistance for maintenance from adjacent users/owners. Moore said at this time he did not believe this alley meets the criteria needed for repaving. There was no action taken by the Board. B. Goodwin requested approval of three access permits, 604 South 17th Street, 600 South 17th Street, and 1320 South 23rd Street. Metzger moved to approve subject to conditions of the engineering department, second by Henry and the motion was carried on a voice vote. C. Goodwin read a letter from Associate Superintendent of Schools Julie Koschnick requesting that Test Middle School be permitted to barricade South"A"Street from 7:45 to 8:20 a.m. and 3:15 to 3:40 p.m. during the school year for the safety of the students. Metzger moved to approve subject to barricades being approved by the City Police Department, second by Henry and the motion was carried on a voice vote. BID AWARD A. Goodwin read a letter from City Engineer Bob Wiwi requesting the bid for the City Parking Garage Storm Sewer Project be awarded to Butler excavating for$29,900 and designate Bob Goodwin, Chairperson of Board of Works to sign the contract. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. CONTRACT EXTENSION PROJECT A. Rabe requested permission to extend the closing date on Lot#5 Mid West Industrial Park up to and including October 15, 2002, saying that additional time was needed for the title work. Henry moved to approve, second by Goodwin and the motion was carried on a voice vote. Metzger abstained. Board of Works Minutes Cont'd.
