HomeMy Public PortalAbout09-05-2002 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, SEPTEMBER 5, 2002 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday, September 5,2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided, with Robin Henry, Bruce Metzger and Assistant City Attorney Steve Rabe in attendance. The following business was conducted: APPROVAL OF MINUTES Henry made a motion to approve the minutes for August 29, 2002, second by Metzger and the motion was carried on a voice vote. CLAIMS FOR PAYMENT Henry presented claims from the Finance Department for$146,834.35 and made a motion to accept, second by Henry and the motion was carried on a voice vote. REQUESTS A. Captain Don Ponder requested the closing of 5th Street from North "A"to Main on September 11, 2002 from 11:30 a.m. to 1:30 p.m. for the"Patriot Day a Day to Remember"to be held at the Freedom Fountain on the City Building Lawn. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. B. Captain Ponder requested approval for the Junior Class Council of Richmond High School to hold its annual Homecoming Parade on Thursday, September 26, 2002 at 6 p.m. beginning on Southwest 13th Street by the Municipal Pool and ending on Hub Etchison Parkway. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. C. Goodwin requested a hearing date for grievances filed by two firefighters, Joe Pierce and Greg Knarzer. The date set was September 18, 2002 at 5:00 p.m. and Goodwin also asked that the Board of Works hold its regular meeting on that date. Rabe said it would not fall under the time line set up in the firefighter's manual, but he would talk to both parties and hopefully they could mutually waive the time requirement. Metzger made a motion to approve, subject to a written agreement between both parties waiving any requirements either under contract or statute and also to reschedule the regular meeting of the Board of Works, second by Henry and the motion was carried on a voice vote. D. Goodwin presented a petition to pave an alley that runs between Northwest 7th and Northwest 8th Street as the alley is breaking up at both ends, along the edges and cracking down the middle. This is a heavily traveled alley as is it used as a short cut to Dennis Middle School. Goodwin said he would give this petition to the Street Commissioner and Captain Ponder to review. E. Rabe asked the board to review the towing contract because of numerous complaints filed by those coming in contact with H & H Wrecker Service. He explained that clients are unable to retrieve personal items from their vehicles that have been towed. He said Bever has contacted H & H and told them they have no legal right to keep anyone from getting personal items to ensure that they receive their fees. Rabe said the contract could be rescinded with five days' notice, but perhaps the wrecker service should be provided with written notice that this could happen. Metzger said he felt the contract did not clearly state what could happen, but perhaps a written notice saying the Board is concerned with the activities stressing that it could result in the contract being rescinded. Henry so moved, second by Metzger and the motion was carried on a voice vote. Board of Works Minutes Cont'd. September 5, 2002 Page 2 BID AWARD A. Goodwin read a letter from Tammy Glenn, Deputy Controller, requesting that Walther and Hawkins Auctioneers be awarded the City auction bid at the rate of 10 percent and $10 per man hour. Henry moved to approve, second by Metzger and the motion was carried on a voice vote. CHANGE ORDER A. Goodwin requested approval of Change Order#1 for the Contractual Curb and Sidewalk Project. The additional increase was for$60,948.25 making the total $458,035.90. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. PROMOTION OF POLICE OFFICER A. Goodwin read a letter from Police Chief Greg Pipes requesting the promotion of Patrolman James A. Edward to 1st Class Officer. Metzger moved to approve, second by Henry and the motion was carried on a voice vote. INTRODUCTION OF STUDENTS Students from Richmond High School were introduced. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed, and carried on a voice vote, the meeting was adjourned.
