THE CITY OF RICHMOND, INDIANA,AUGUST 1,2002
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5 p.m.Thursday,August
1, 2002, in the Community Room in the Municipal Building. Chairperson Bob Goodwin presided with
Bruce Metzger, Robin Henry and Assistant City Attorney Steve Rabe in attendance. The following
business was conducted:
APPROVAL OF MINUTES
Henry made a motion to approve the minutes of July 25, 2002, second by Metzger and the motion was
carried on a voice vote.
CLAIMS FOR PAYMENT
Henry presented two sets of claims from the Finance Department for$103,113.52 and $129,846.47 and
made a motion to approve, second by Metzger and the motion was carried on a voice vote.
REQUESTS
A. Lt. Paul Phillips requested approval of the temporary closing of two alleys for the
demolition of the former Palladium-Item Building. Metzger moved to approve, second by
Henry and the motion was carried on a voice vote.
B. Lt. Phillips requested the approval of a block party for the Vaile Neighborhood
Association,which will be participating in the"National Night Out"activities that begin on
August 3, 2002 and end on August 10, 2002. The Vaile Party will be held locally on
August 8, 2002 from 4-7 p.m. Metzger moved to approve, second by Henry and the
motion was carried on a voice vote.
BID AWARD
A. Fire Chief Mike Allen recommended approval of Goodhew Roofing of Ridgeville, IN,for
$58,500 to replace a roof at Station#4. Metzger moved to approve, second by Henry
and the motion was carried on a voice vote.
BID OPENING
A. The following bids were opened for Tree Planting 2002: Rinehart's Lawn Care Richmond,
IN for$73,708 and A. Brown and Sons, Clayton, Ohio for$77,280.50. These bids will be
taken under advisement and awarded at a later date.
AGREEMENTS
A. City Attorney Bob Bever presented an agreement for professional services with Clayton
Environmental Services for the Carpenter Building and said they would need to do
additional clean-up before IDEM will resolve the environmental issues. These tasks will
be at an estimated cost of$34,900. Henry moved to approve, authorizing the
Chairperson to sign, second by Metzger and the motion was carried on a voice vote.

ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed, and carried on a voice
vote, the meeting was adjourned.
